21. Security Multilateralism in Asia: Views from the United States and Japan

Abstract:
The U.S. government has been generally supportive of, and an active participant in, a broad variety of multilateral security dialogue mechanisms that have emerged in the Asia-Pacific region in recent years. These efforts at building trust and confidence, both at the official and at the nongovernmental or so-called track-two level, have the potential for enhancing Northeast Asian regional security. All Northeast Asian nations express support for such efforts, and the current trend toward multilateralism is generally consistent with U.S. foreign policy objectives in Asia as an important complement to America's bilateral security arrangements, which remain the foundation of U.S. security policy in Asia.

22. Ideas Toolkit: The Role of Culture in the Transboundary Air Pollution Issue in Northeast Asia

Abstract:
This paper outlines a general approach for analyzing the role of culture in international environmental policymaking. It draws on work in anthropology and foreign policy analysis. As a first step in investigating the role of culture in international environmental policy, culture needs to be viewed as a “toolkit of environmental ideas.” The second step is to delimit broad definitions of culture to a more workable forms. Three forms are offered (following Hudson 1997a): culture as organization of environmental meaning, environmental shared-value preferences, and templates for environmental action. The third step is to answer three basic questions relative to the specific definition of culture employed: who draws what environmentally-related ideas from the ideas toolkit, how are these ideas employed in the political arena, and how do these ideas, originally drawn upon for political purposes, change and ultimately end up changing the set of environmentally-related ideas in the toolkit. In the political arena the ideas are assumed to be embodied in a “discourse.” The terminology of discourse and the body of theory built up around it is then used as a vehicle for examining the role of culture and cultural change in international environmental policymaking. A rough and preliminary attempt is made to provide a concrete example of the above approach in relation to the role of culture in the transboundary air pollution issue in Northeast Asia.

The Korean peninsula, especially the demilitarized zone (DMZ) that splits it in two, is one of the world's most dangerous flashpoints. President Clinton called it "one of the scariest places on earth." In addition to the troops massed on the DMZ, the fragility of Northeast Asian security is underscored by North Korea's military and technological capability. The Democratic People's Republic of Korea (DPRK), North Korea, has one of world's largest armies, a million men, with artillery capable of bombarding Seoul. In August 1998, the DPRK launched a Taepodong I missile, which has the range to hit anywhere in South Korea or Japan. With further development, such missiles could reach Alaska, Hawaii, or even the continental United States.

Abstract:
The Asian financial crisis has re-opened the debate about the role of the state in the region's industrialisation. Just when there seemed to be growing acknowledgment across the economic and political disciplines that certain kinds of state involvement were vital to the rapid upgrading of the Northeast Asian economies and that understanding what made states effective or ineffective was a crucial issue, along came the financial hurricane. Profound disarray of an economic and social nature has been the most immediate and important consequence of this watershed event. Theoretical disarray has followed closely in its path. This paper seeks to inject some theoretical rigour into the discussion of the Asian crisis. State power in the Asian setting - whether and in what way the state's transformative capacity is weak or robust - and how it relates to the impact of international markets is central to the argument that follows.

The lack of indigenous oil and gas resources in Northeast Asia is a real obstacle to the region's economic development, and the region has paid the price. The importance of the introduction of pipeline gas into Northeast Asia lies not only in diversifying supply sources but also in providing price leverage for the region's consumers. Despite many implementation problems, the Sino-Russian agreement on East Siberian gas and pipeline development laid a firm basis for the introduction of pipeline gas into the region, and this could fundamentally affect the region's energy supply balance in the coming decades. The introduction of pipeline gas will open a new era of multilateral cooperation in the region. It is now no longer a matter of whether but when and how this gas will be introduced. Northeast Asia — comprising China, Russian Asia (Siberia and the Far East), Korea and Japan — forms the world's biggest market for liquefied natural gas (LNG). Out of world trade totalling just over 100 bcm in 1996, 63.8 bcm was imported by Japan and 13 bcm by Korea, together representing 75% of the world total. Given that China is set to import both LNG and pipeline gas in the next decade, there will be further rapid growth in the region's demand for gas. Many questions about the scale of expansion, the introduction of pipeline gas as a part of the expansion, the role of natural gas in power generation, and the establishment of multilateral cooperation for the pipeline development remain unresolved. Nevertheless, recent announcements by CNPC (China National Petroleum Corporation) of two contracts signed with the Kazakstan government for the development of oilfields for transport via pipeline to western China are a strong signal that the Northeast Asian region is set to witness the introduction of long-distance pipeline oil. In the longer term, these developments may be eclipsed by the development of pipeline gas. This paper briefly reviews the potential gas and oil supply sources to the Northeast Asian region and recent developments, together with the problems that need to be tackled for early implementation of pipeline gas. After presenting the results of a unique survey on the views of both Japanese and Korean companies on the Northeast Asian natural gas market and the development of long-distance pipelines, the paper discusses the implications of such developments.

Abstract:
We may now be experiencing one of those relatively rare periods in world affairs when the structure of the international system does not dominate foreign policies. While the old cold war alliances have not completely disappeared from U.S. security policy, their ability to determine reflexively America's foreign relations on issues from Bosnia in Europe to the Spratly islands in the Pacific has greatly atrophied. For other states, too, domestic considerations and nearby regional concerns take precedence over alliances with remote great powers whose reliability is problematic in this new era. To better understand this unfamiliar international security environment, analysts should concentrate on internally generated alternative national visions of security which, in the aggregate, are creating a new, innovative structure of international politics.

This essay considers Soviet and then Russian relations with North and South Korea since 1988, which was a watershed year for Soviet policy toward northeast Asia. By that time, the Soviet leadership had reassessed basic ideological and security interests as well as the country's growing domestic economic needs. While the Communist Party was still in power and Mikhail Gorbachev was still General Secretary of the Central Committee (a position he had assumed upon the death of Konstantin Chernenko in March 1985), Marxist-Leninist ideology was playing an everdecreasing role in Party politics and policymaking. By 1987, Gorbachev began to stress the critical need to shift primary political power and the policymaking process from the Party to state institutions. He also emphasized the necessity of revamping the Soviet economy, which would be costly and would need foreign assistance. By 1988, the international communist movement, with the Soviet Union at its head, no longer was of interest to the Soviet leader. Rather, he was looking to reconfirm his country's role as a great power in the international arena, a power that could not be ignored in any regional political turmoil and subsequent settlement, whether in Africa, the Middle East, or Northeast Asia.

Abstract:
The political, economic, and security environment of the Asia-Pacific region in the 21st century will be shaped in very large part by the interrelationships among the United States, Japan, China, and Russia. To the extent these four nations can cooperate, a generally benign environment can develop in which the challenges sure to develop in the region can be managed. Conversely, tensions and conflict among the four will have a profoundly destabilizing impact regionally, if not globally.

Abstract:
Since 1993, the Institute on Global Conflict and Cooperation (IGCC), a state-wide policy research institute of the University of California, has coordinated a series of high-level, track two consultations among security experts and officials from China, Japan, North and South Korea, Russia, and the United States. Known as the Northeast Asia Cooperation Dialogue (NEACD), this forum has sought to reduce mistrust within the North Pacific region, and to avert conflicts among the major powers in Asia through ongoing, multilateral dialogues about current security issues. The informality of the process allows the participants to air their concerns and brainstorm about new approaches to building cooperation and reducing the risk of conflict in Northeast Asia.
