Abstract:
The Obama administration recently suggested concluding a legally binding agreement on transparency that would confirm that American BMD does not pose a threat to Russia's deterrence forces, and also concluding a framework agreement on further cutting Russian and American nuclear arsenals. The USA may be interested in reducing the tensions with Russia over the missile defense with a view to break the deadlock on a wide complex of hard security and proliferation issues, including the hot problems of nonstrategic nuclear weapons in Europe and Iran and the North Korean nuclear programs, and also to ensure Russia's support in managing regional crises – these days, especially that in Syria.

Abstract:
In any given week, there is significant competition for the title of “most dangerous country in the world.” Some may believe it is Syria or Mali, Iran or North Korea, China or Russia, or dozens of others. As tragic as conditions may be in these countries, as potentially harmful as their policies may seem, no state truly comes close to the multiple dangers inherent in Pakistan today. Trends in this nation may converge to form one or more nuclear nightmares that could spread well beyond the region to threaten international security and the lives of millions. Experts estimate that Pakistan has between 90-110 nuclear weapons and enough fissile material to produce 100 more. It has an unstable government, a fragile economy, strong extremist influences in its military and intelligence structures, and Al Qaeda, as well as half a dozen similar terrorist groups operating inside the country. The confluence of these factors not only increases the potential for a nuclear escalation between Pakistan and its regional rival, India, but perhaps the even more terrifying scenario that a terrorist group will acquire fissile material, or an intact weapon, from Pakistan's burgeoning stockpiles. The U.S. is currently leading the effort to halt North Korea's nuclear weapons program and protect our allies in the Asia-Pacific region. Here is how to discuss this important issue: North Korea's missile and nuclear programs threaten our interests and our allies. We will defend our friends—and ourselves—starting with our planned deployment of more missile interceptors in Alaska. The U.S. has been making progress toward convincing the international community to crack down on Pyongyang even further. Given the threat, we must maintain a robust military presence in Asia to maintain the peace in the Asia-Pacific region. We must work with China—North Korea's only ally—to achieve a lasting end to Pyongyang's continuing nuclear intransigence.

Since the death of Kim Jong Il, in December 2011, the new leadership of the Democratic People's Republic of Korea (DPRK or North Korea) has taken important steps to further develop its nuclear weapon programme and to consolidate the programme's political status. These developments, which culminated in a nuclear test explosion in February 2013, suggest that the acquisition of a nuclear deterrent is a strategic goal, rather than a tactical bargaining chip for North Korea.

Satellite imagery plays an important role in contemporary geopolitics. Arguably the most well‐known example is Colin Powell's (in)famous presentation to the UN Security Council in February 2003, during which he used satellite pictures to legitimate the invasion of Iraq. Satellite photographs draw on a techno‐scientific discourse that enables them to function as undistorted records impartially documenting space and place. As a result, they assume a defining authority to “speak the truth” – which is probably enhanced with regard to (allegedly) unknown and mysterious sites like North Korea. Since satellites are deployed to reveal what should be invisible, their ability to detect and expose, or “see from above,” implies a particular power. However, satellite photographs are not necessarily objective reflections of a geographical surface but, like all visual representations, underlie what will be called a logic of inclusion and exclusion that makes them deeply political. Taking North Korea as an example, the article argues for the need to develop a sensitized understanding concerning the use and function of satellite images as they often come to have international political implications. Referring to the linkages between seeing, knowing and acting, the article examines the role of remote sensing as a way of knowing and inquires as to the immediacy of images and the ensuing imperative to respond to them.

Three years ago, Pyongyang expelled the international inspectors from its Yongbyon nuclear complex and abandoned the Six - Party talks. The crisis atmosphere on the Korean peninsula sparked by Pyongyang's military actions in 2010 turned into diplomatic calm in 2011, but Pyongyang continued to expand its nuclear program. It conducted a second nuclear test in 2009, unveiled a modern, sophisticated uranium centrifuge facility, and rolled out a road - mobile intermediate - range ballistic missile in 2010. Its coopera tion in missile technologies with Iran continued and nuclear cooperation is suspected. Beijing protected Pyongyang from crippling sanctions while Washington and Seoul remained reluctant to engage having been burned by Pyongyang's unveiling of its clandestine uranium enrichment program. Prospects for resolution of the North Korean nuclear crisis looked grim. Then, surprisingly in December 2011, just before the death of Kim Jong - il, American and North Korean diplomats nearly reached a deal to return to the negotiating table. Even more surprisingly, the new Kim regime agreed to take initial steps with Washington in February. In this paper, I describe the troubling nuclear developments in 2011 and suggest targets for the upcoming negotiations to further reduce the nuclear risks while the parties resume the long road toward eventual denuclearization and normalization of relations on the Korean peninsula.

As North Korea's latest rocket-missile launch approaches, there is speculation whether Beijing can halt Pyongyang's missile ambitions. In my view, Beijing will turn a blind eye towards North Korea's latest provocation, while simultaneously calling for restraint by all parties. Recently, the China-North Korea “blood alliance,” a concept of allies that originated during the Korean War, has been renewed, and it is in China's interests that North Korea consolidates its “absolute deterrence” capability to deter US forces in the region.

79. North Korean Succession and the Risks of Instability

Abstract:
Transitions often present risks to authoritarian regimes, but the succession in North Korea has apparently passed with few problems. With no opposition from the military and China's clear support, there are no signs to suggest that Kim Jŏng-ŭn, the young leader who replaced his father, Kim Jong-il, following his death in December 2011, is anything but in charge in his own right. Far from creating a regency of older family members or generals, the North Korean system has maintained its focus on a single leader and projected an image of stability and unity as it celebrates the centenary of the birth of its founder, Kim Il-sung. While that image appears to be accurate, there is nothing to suggest that the new leader is or will become inclined to take measures that would either improve the lot of the country's citizens or reduce the regional frictions that Pyongyang is at the centre of.

I thank Kyungnam University and the Friedrich Naumann Foundation for inviting me to present my views on the situation in North Korea. My area of expertise is in the nuclear arena and that is primarily what I will address in my paper. However, it is not possible to solve the nuclear crisis without addressing the underlying fundamental political issues, so I will offer my views, as a non-expert in this area, at the outset.
