Abstract:
The North Caucasus region has been a source of instability for the past several centuries. Most recently, Chechen aspirations to achieve full independence after the break-up of the Soviet Union led to two disastrous wars. While the active phase of the Chechen conflict ended in 2000 – more than a decade ago—the underlying social, economic, and political issues of the region remain. A low-level insurgency continues to persist in the North Caucasus region, with occasional terrorist attacks in the Russian heartland. There are few reasons to expect any substantial improvement in the situation for years to come. Chechnya functions as a de facto independent entity; Islamist influence in Dagestan is growing, terror attacks continue, and the rest of the North Caucasus requires massive presence of Russian security services to keep the situation under control. Preventing the North Caucasus from slipping back into greater instability requires tackling corruption, cronyism, discrimination, and unemployment—something the Kremlin has so far not been very willing to do. “Small wars” in the Caucasus resonated as far away as Boston, MA, and more international attention and cooperation is necessary to prevent the region from blowing up.

Abstract:
The submitted paper discusses the organization Caucasus Emirate, which is currently the most distinctive non-state armed actor in the North Caucasus region. The organization considers itself to form a state structure, however, this article treats it as a rebel Islamist structure that has aspirations to separate the North Caucasus from Russian Federation and consequently create an independent multi-ethnic state unified under the idea of Sunni fundamentalism - Salafism. The text provides an insight into the genesis of the Caucasus Emirate, its ideological background and its organizational structure. From the genesis of Caucasus Emirate it is evident that the two ideological tendencies in the anti-Russian resistance were evident in the region since the early 90s, when the anti-Russian resistance limited itself to the area of Chechnya. Over time, the Chechen ethnonationalism got exhausted through history while Islamic radicalism showed greater potential to unite the malcontents in the anti-Russian resistance across the peoples of North Caucasus. Moreover, the text also shows that implicit ethnonationalism has not faded away totally and it still affects the appearance and character of Salafism in the region so that we can talk about some kind of a sect within the Salafi movement.

Abstract:
This article provides a brief overview of bottom-up peace-building and its practice in the North Caucasus. The hypothesis developed in this study is an assumption that the conflict in North Caucasus starts at the community, or grass-roots, level. Therefore, peaceful resolutions to conflict should be sought by implementing a local, bottom-up type of peace-building. Such peace-building measures, in turn, require the active participation of civil society and, in particular, independent and functional local and international NGOs.

6. The Moscow metro bombings and terrorism in Russia

Abstract:
The terrorist attacks in Moscow on 29 March that killed 40 and injured over 100, and the subsequent attacks in Dagestan and Ingushetia highlight a serious problem in Russia. The Russian authorities, led by President Medvedev, quickly responded by promising the swift pursuit and the destruction of the terrorists, the review and improvement of anti-terrorism procedures and enhancement of social and economic measures to address the causes of terrorism in the North Caucasus. Two criminal cases were opened with the charges of terrorism, and an operational and investigation group established, initially comprised of 30 people drawn from the Investigative Committee of the General Procurators Office (SK) and Federal Security Service (FSB). Moscow also linked the attacks to the international context, noting both the international training and preparation of the terrorists and thus the need for international cooperation to address the issue.

Abstract:
Gadzhi Abashilov, the head of GTRK Dagestan, the Dagestani affiliate of Russia's state television and radio company, was killed in a drive-by shooting as he traveled home from work in Dagestan's capital, Makhachkala, on March 21. His driver was seriously injured in the attack. Just hours earlier, Ilyas Shurpaev, a Dagestan-born journalist who covered the North Caucasus for state television's Channel One, was found stabbed and strangled in his Moscow apartment after a neighbor reported a fire in the apartment. Russian news reports quoted investigators as saying that the perpetrators had set fire to the apartment in an attempt to conceal the crime.

Abstract:
The campaign to gather signatures on a petition calling for the return of Ruslan Aushev as Ingushetia's president has been completed. According to the opposition Ingushetiya.ru website, leaders of the opposition to Ingushestia's current president, Murat Zyazikov, said during a press conference in Moscow on July 10 that a total of 105,000 signatures had been gathered, out of which 80,000 had been forwarded to the federal authorities in Moscow. According to the opposition leaders, an additional 25,000 signatures were seized by members of the anti-organized crime directorate (UBOP) of Ingushetia's Interior Ministry during a raid.

Abstract:
Unidentified attackers wounded a policeman in a drive-by shooting in the Chechen town of Vedeno on July 16, Kavkazky Uzel reported. The gunmen shot the policeman, who was guarding a building housing a branch of the Russian Pension Fund, from a Zhiguli automobile and managed to get away, a Chechen police source told the website. Also on July 16, militants ambushed local police in the Shatoi district settlement of Musolt-Yurt, killing one policeman and wounding three, Itar-Tass reported, quoting a Chechen law-enforcement source. A group of Defense Ministry servicemen conducting a reconnaissance-engineering mission near the town of Shali hit a landmine on the roadside of the Agishty-Shali highway on July 15. One of the servicemen was injured. On July 14, unidentified gunmen driving in a Lada car fired automatic weapons at a car carrying two federal Interior Ministry officers in the Tersk Mountains in Chechnya's Groznensky district. The two officers—a colonel and a warrant officer—were severely wounded in the attack. On July 11, militants detonated a powerful explosive device in the path of a column of military vehicles in Chechnya's Shali district. The blast killed an officer from a unit of Interior Ministry Internal troops and wounded two contract servicemen.
