41. The Brain and the Processor: Unpacking the Challenges of Human-Machine Interaction

This volume touches upon this and a set of related messages that ultimately put human beings at the very center of this transformation toward intelligent machines: one of the paradoxes of the second machine age – as Erik Brynjolfsson and Andrew McAfee call it – is in fact that the more tasks computers take over, the more important becomes the role of people.4 Technology replaces tasks, not human beings, and human beings at each round of automation specialize in the tasks with higher added value.5 In other words, technological changes tend to complement human activities, enabling people to specialise in those areas where they have a comparative advantage. However, the transition is not bereft of problems: new skills and new organizational structures are needed to exploit the potentials of new technologies. The emergence of artificial intelligence, machine learning and big data – that in this volume will be interchangeably used alongside terms such as intelligent machines – can potentially represent a major turning point in human history. For the moment, we are dealing – and we will likely continue to do so – with weak or limited AI, namely single- purpose systems, i.e. machines that may reach an outstanding performance in one realm but cannot even fulfill the most basic task in a related field.6 Strong, or general, artificial intelligence – also referred as singularity – will occur when machines will, like human beings, be able to conduct a plurality of multidimensional activities, from driving a car to empatizing with peers, from playing video games to conducting different work activities.7 The contributions in this volume attempt to map the underlying causes, direct implications and broader consequences of the transformation at hand. Their main collective value is that they adopt different, but complementary approaches that ultimately corroborate the underlying theme of the entire volume, namely that as machines become more capable and easily available, the more important become human beings. The world of defense and security often looks with both amazement and concern at other fields. It rarely, however, truly engages with them, also intellectually. Building on a conference jointly organised in December 2018 between the NATO Defense College Research Division and the Paris-based Institut de Recherche Stratégique de l’Ecole Militaire, this volume has tried to address this shortfall by bringing together defense scholars and security practioners, economists and psychologists, historians and lawyers as well as business consultants and roboticists with the goal of looking from different angles at the domain of AI and reason, together, on its possible meanings and consequences.

42. Imitation, innovation, disruption: challenges to NATO's superiority in military technology

Analysts, academics and observers are worried that NATO countries may lose their industrial leadership in defence production. Globalization and advances in communications are widely believed to enable enemies and adversaries alike to copy NATO countries’ state- of-the-art weapon systems, and possibly even surpass them by developing next-generation weapon systems. Moreover, so-called disruptive technologies like artificial intelligence, quantum computing and additive manufac- turing are believed to offer cheaper and less technologi- cally demanding options to countries that do not possess the decades’ old defence industrial base of NATO coun- tries. These countries could then use such new technolo- gies for weakening NATO force structure. These concerns are real and deserve close scrutiny. However, adversaries and competitors still face signif- icant challenges which are more insidious than those NATO countries are facing. Because of the complexity of modern technology, imitation, innovation and disruption in armaments production have become increas- ingly demanding over the past decades – especially for naval and aerial platforms intended to operate in com- petitive environments. For NATO this implies more tar- geted defence investments and exploitation of industrial specialisation across the Alliance, as well as experimen- tation and innovation with new technologies to favour their future integration into the NATO force structure.

Strategic autonomy: yes! But to do what exactly? To protect ourselves, or to protect others, outside Europe, as well? To protect ourselves by defeating the enemy on his own ground, in Europe’s neighbourhood or further afield? Or only by making sure he doesn’t breach the walls of Europe? To protect us from all enemies, or only from some? Who is the “enemy” anyway? The June 2016 European Union Global Strategy (EUGS) for the first time explicitly mentions strategic autonomy as an objective for the Union, and that raises a lot of questions. Sven Biscop argues that the EU’s priorities should be: (1) In the short term, to further strengthen its strategic autonomy in protecting our domestic security, and to achieve full strategic autonomy in crisis response, across the whole spectrum of operations, in our broad neighbourhood. (2) In the medium term, to achieve a significant degree of autonomy in securing Europe’s “connectivity” with the world, in space, air space and cyberspace and on the seas. (3) In the long term, to achieve a significant degree of autonomy for the European Allies and partners of NATO (who, pace Cyprus, happen to constitute the EU), to deter and defend against threats against our territory, in case the attention of our main non-EU allies is pulled away by contingencies outside the North Atlantic area.

Abstract:
President Donald Trump’s words and actions are disrupting US-European relations. Yet the structural basis for strong transatlantic ties endures. Key institutions and forces involved in the making of US foreign policy exhibit more continuity than change with respect to transatlantic relations. Congress strongly supports NATO. It agrees with the President on the need for greater burden-sharing, yet opposes the President’s harsh and gratuitous attacks on the Alliance. Executive Branch Departments, especially the Department of Defence, have longstanding institutional ties with European counterparts. High-level meetings, defence cooperation agreements, military exercises, and relationship-building continue without interruption. The US business community strongly opposes tariffs, and has been able to blunt the Administration’s further imposition of tariffs on European partners. Public opinion still strongly supports transatlantic defence and trade relations, even as partisan differences grow.

45. Europe in a multipolar missile world – Why the EU and NATO should not try to salvage the INF Treaty

Abstract:
On 1 February 2019, the US Secretary of State Mike Pompeo announced that his country had suspended its compliance with the Intermediate-range Nuclear Forces Treaty, or INF Treaty, and would withdraw from it within six months. The INF Treaty, little known outside of arms control and disarmament circles, was a landmark Cold War agreement between the United States of America and the USSR – the first to ban an entire category of weapons (ground-based medium- and intermediate-range missiles). The US withdrawal, announced in dramatic terms by President Donald Trump in October 2018, followed the claim that Russia had recently developed and fielded a missile with performances forbidden by the INF Treaty. The end of this little-known treaty is not anecdotal. Not only will it further strain the US-Russia relationship and antagonise allies, it will also contribute to the erosion of what is left of the global arms-control architecture and incentivise arms-race behav- iours among great powers. In a world where security is increasingly less a question of multilateral deliberation and rules-based interactions, the end of the INF Treaty is a further signal that missile technologies are again becoming a venue for competition between great powers: only this time, at least three are playing the game (United States, China and Russia) rather than two (United States and USSR). Additionally, missile technology proliferation has turned into a major dimension of contemporary battlefield realities, and missile programmes of countries such as Iran and North Korea continue to pose important diplomatic and non-proliferation challenges. Meanwhile, Europe is, by and large, left watching as its regional security architecture erodes. Welcome to what US National Security Advisor John Bolton recently termed ‘a multipolar missile world’. The EU should not try to salvage the INF Treaty. Its diplomatic capital might be better spent in areas where it could potentially make a difference, rather than in a treaty to which it is not even party. Existing multilateral regimes and agreements with the EU or its Member States as parties are already in dire need of reinforcement in the face of technological progress, a volatile diplomatic environment and self-centred, competitive political narratives. These include, inter alia, the Organization for Security and Co-operation in Europe (OSCE) framework (including its Structured Dialogue), multilateral export control regimes (MECR) like the Missile Technology Control Regime (MTCR), transparency and trust-building mechanisms like the Hague Code of Conduct against missile proliferation (HCoC), and nuclear-related frame- works like the Joint Comprehensive Plan of Action (JCPOA or ‘Iran deal’) or the Non- Proliferation Treaty (NPT) Review Process. These, however, may simply fail to meet the challenge of a multipolar missile world. Renewed efforts, both conceptual and in the realm of capabilities, are needed in a NATO framework to reinforce the linkage between deterrence and diplomacy. NATO-EU dialogue and cooperation on defence issues could be further enhanced, and European countries should work more with like-minded partners at both bilat- eral or multilateral levels on the challenges of non-proliferation and disarmament in the twenty-first century. The demise of the INF Treaty should therefore re-energise the debate on European strategic autonomy, help support collective capability building – not least in NATO – and prompt new discussions on stronger multilateral rules on missile development, use and proliferation.

Abstract:
NATO’s nuclear-sharing arrangements often get bad press. This is remarkable given the fact that they have demonstrably contributed to (a) countering the proliferation of nuclear arsenals in Europe, (b) fostering alliance cohesion by giving non-nuclear weapon states a voice on the nuclear posture of the alliance, and (c) making nuclear deterrence more effective militarily by offering a wider array of force options. When the relative merits of extended nuclear deterrence are unknown, public support thereof is likely to suffer. In order to enrich the debate about NATO’s nuclear policy, this Security Policy Brief articulates the threefold logic of nuclear-sharing.

NATO leaders billed their last full formal summit two years ago in Warsaw as a “break- through summit.” Speaking at a parallel experts forum, Polish President Andrzej Duda named the event the second most important in his country’s post-communist history, be- hind only NATO accession itself. In addition to the headline decision for Enhanced Forward Presence (EFP) in the Baltic region, the Alliance adopted special declarations on strength- ening “resilience” and strategic partnership with the European Union. In contrast, the next leaders’ meeting in two weeks in Brussels is expected to be less about conceptual innovation than practical steps to implement existing commitments. At preceding ministerials and other occasions, the Alliance’s leading member, the United States, has pushed for further focus on mobility, stability, and burden-sharing in particu- lar. Nonetheless, recent tensions in other aspects of transatlantic relations have injected a measure of drama and raised the stakes for the summit’s success.1

Twenty-five years of relative calm and predictability in relations between Russia and the West enabled European governments largely to neglect their military capabilities for territorial defense and dramatically redraw Northern Europe’s multilateral, regional, and bilateral boundaries, stimulating new institutional and cooperative developments and arrangements. These cooperative patterns of behavior occurred amid a benign security environment, a situation that no longer obtains. Following Russia’s annexation of Crimea, its military incursion into eastern Ukraine, its substantial military modernization efforts, heightened undersea activity in the North Atlantic and Baltic Sea, and its repeated air violations, the region’s security environment has dramatically worsened. The Baltic Sea and North Atlantic region have returned as a geostrategic focal point. It is vital, therefore, that the United States rethink its security approach to the region—what the authors describe as Enhanced Deterrence in the North.

49. Contested Seas Maritime Domain Awareness in Northern Europe

Northern Europe, and specifically the Baltic and Norwegian Seas, has been the site of increasingly provocative and destabilizing Russian actions. The country’s use of a range of military, diplomatic, and economic tools to undermine the North Atlantic Treaty Organization (NATO) and its allies highlights the need to monitor and understand Russian activity. The region is characterized by complex factors like unique geographic features, considerable civilian maritime traffic, the presence of advanced Russian and Western military capabilities, and strategic proximity to Russia and the Kola peninsula, home to the Russian Northern Fleet. While the Norwegian and Baltic Seas do differ in key ways, they are linked by the emerging risk posed by Russia’s long-range strike capabilities. Responding to Russian challenges across the competitive space requires a deep understanding of the Northern European maritime environment. Maritime Domain Awareness (MDA), defined by the United States as the effective understanding of anything associated with the maritime domain that could impact the security, safety, economy, or environment of a nation or region, is an exceptionally broad concept. At its core, MDA has three functions: the collection of raw data, the analysis of that data, and the action of disseminating information to and coordinating among the different components of the framework. In order to provide security in Northern Europe, NATO and its allies must use MDA frameworks to understand and respond to the challenges above, on, and underneath the sea, as well as the surrounding land environment. While some constructive work has been done to address the evolving Russian threat, NATO and its partners must make changes to their current MDA capabilities to evolve alongside with it. Russia presents three challenges of particular concern to the MDA efforts in Northern Europe: maritime hybrid warfare, electronic and cyber warfare capabilities, and long-range strike systems. Maritime Hybrid Warfare—The Russian military is experienced and effective in its use of hybrid warfare, seen in Syria, Crimea, and Northern Europe. The ambiguity possible in the maritime domain lends itself well to this strategy. Russia uses three specific approaches in this realm: deception through different types of vessels including civilian ships, deniable forces like the amphibious and light infantry that easily navigate the complex Baltic and Norwegian Seas, and the country’s well-developed and diverse force for seabed warfare. Cyber and Electronic Warfare—Russia’s advanced EW capabilities have the potential to hinder information gathering and dissemination methods, which are both vital functions of MDA. These capabilities are challenging for military personnel but potentially devastating in civilian contexts, especially as civilian networks and technology (like GPS) are far less secure. Long-Range Strike Capabilities—New challenges for NATO and Northern European partners have emerged with Russia’s development of a long-range precision strike complex. The weapons, now being mounted on new and existing Russian naval vessels, give these vessels the option to stay in the Barents or White Seas and strike targets across Northern Europe. This, combined with air force capabilities based on the Kola Peninsula and in Kaliningrad, presents threats unlike any seen by NATO before. These capabilities require NATO and its partners to use MDA frameworks to monitor launch platforms across the domain. The modern history of MDA begins in the United States, with Homeland Security Presidential Directive – 13 (HSPD-13) / National Security Presidential Directive – 41 (NSPD-41) issued in 2004 by President George W. Bush. The document lays out core interests for the United States to enhance security in the maritime domain and creates a cooperative framework to support MDA operations across different spheres. At the same time, the European concept of maritime security awareness was built upon the U.S. definition of the challenge, placed within the context of rising illicit traffic in the Mediterranean. A weakness of the original MDA and Maritime Situational Awareness (MSA) concepts is that many of the associated capabilities and frameworks are focused on civil maritime issues. Given the global proliferation of advanced military capabilities, like antiship cruise missiles, NATO and its partners require a holistic understanding of the maritime environment that focuses on everything from civil maritime actions to high-end military operations and even issues associated with the maritime environment. A key implication of the heightened maritime threat environment is the need to improve the integration of and attention to undersea aspects of MDA. Antisubmarine warfare (ASW), a traditional strength of Western naval intelligence and operations, has atrophied since the end of the Cold War. Today, Russian submarines with conventional long-range missiles pose a threat to NATO. ASW must be integrated with MDA to address these concerns. Comprehensive understanding of the undersea realm should extend beyond ASW. Russia’s amphibious special forces and combat swimmers threaten more than just military targets, including civilian vessels and undersea cables, which are an integral part of MDA. ASW technology can be useful in countering these and other threats. In the Norwegian Sea, the biggest challenge for NATO is detecting advanced ultra-quiet submarines. This issue is sharpened by dramatically depleted stockpiles of sonobuoys, a constant need for increasingly advanced sonobuoy technology, and an American unwillingness to share highly classified information about the undersea domain. NATO would benefit from an apparatus like the ASW Operations Centers (ASWOC), used most prominently during the Cold War to streamline ASW operations. Integration of platforms is a challenge in the Baltic Sea as well, largely because Sweden and Finland are not NATO states, making data sharing challenging. Frameworks like Sea Surveillance Co-Operation Baltic Sea (SUCBAS) and the Maritime Surveillance (MARSUR) project facilitate the work of regional states to address these issues but more must be done. Additionally, NATO monitoring of the Baltic region is largely domain specific and suffers from not examining the maritime domain holistically. The alliance and its partners should also act to focus on resiliency to continue to operate in the face of jamming and nonkinetic attacks from Russia. The key to enhancing MDA capabilities in Northern Europe is the integration of frameworks across the maritime domain. Cooperation between NATO states and allies is vital to understanding the complex environment. The CSIS study team has identified seven recommendations of particular importance: Create a Baltic Sea MDA analytic center at the Baltic Maritime Component Command (BMCC) at Rostock, Germany; Empower a small analytic team at the BMCC to focus on maritime hybrid issues; Develop a training course for military intelligence officers on best practices for Baltic Sea MDA analysis; Create a classified Baltic Sea data environment that can incorporate both NATO and partner states; Develop a multinational operational framework for the Baltic Sea; Integrate subsurface sensors and antisubmarine warfare into a comprehensive MDA framework; and Acquire significant stockpiles of advanced sonobuoys and associated acoustic processing systems. These priority recommendations are presented in detail in Chapter 4 of the report, along with others. Collectively, their implication would markedly enhance security in Northern Europe by closing identified gaps and ensuring capabilities for collection, analysis, and action in MDA.

The Trump Administration has adopted an "America First" strategy, and taken aggressive stands on NATO burden sharing, trade, the JCPOA nuclear agreement with Iran, and the treatment of refugees that have led many in Europe to question its support for NATO and the Transatlantic Alliance. At least some European security experts talk about the U.S. as it was backing away from the NATO alliance, and a split between the United States and Europe that will force Europe to create its own approach to creating military and other security forces. Many aspects of the Trump Administration's approach to foreign policy are as controversial in the U.S. as in Europe, and President Trump has proved to be an exceptionally volatile and combative leader who can express himself in extreme terms and suddenly change his positions. However, it but it is important to note the underlying realities that shape the new U.S. strategy, the U.S. military role in the NATO alliance, and Europe's own divisions and failures to create effective forces. The current tensions between the U.S. and given European powers should not lead Europeans - or Americans and Russians for that matter – to ignore the fact that the U.S. remains fully committed to a strong Transatlantic alliance, that its forces and capabilities are critical to European security, and the Trump Administration's FY2019 budget to Congress will greatly increase the contribution that U.S. forces make to NATO and Transatlantic Security.
