581. Murder in Equatorial Guinea: A Foreign Service Urban Legend

Abstract:
Almost fifty years have passed since the terrible day in 1971 when one State Department officer brutally killed another in the tiny, African country of Equatorial Guinea. What took place there is a lurid story of sex, madness and murder that almost every foreign service officer has heard about at one time or another. In many ways it’s the State Department’s version of the 1984 classic film, “Nightmare on Elm Street.” However, the murder in Equatorial Guinea is a real-life tale of horror that continues to intrigue foreign service officers. Here are the basic facts of what happened.

Abstract:
In October 1921, responding to complaints about the attention American citizens received from their diplomatic and consular representatives overseas, the Department of State sent a circular to American diplomatic and consular officers. The Department noted that the “value of the foreign service to the country as a whole is unquestionably affected by impressions resulting from the experiences of Members of Congress, officials, American business men and tourists.” The circular further noted that nothing should be done to cause anybody to form a negative impression of the “value and importance of the service or of the courtesy and capacity of its personnel.” The Department, therefore, directed that staff be instructed “in the most explicit terms, that no proper effort should be spared to satisfy every American citizen, regardless of rank or position, who applies to the mission for assistance or information.” In response to the directive, Ulysses Grant-Smith, then serving as U.S. Commissioner in Budapest, Hungary, sent the following letter to Under Secretary of State Henry P. Fletcher in which he challenged the underlying assumptions of the Department’s circular.

Abstract:
And so the topic of the book is a broader book about how to combine rights and responsibilities. And climate change is just one of about five topics I talked about in that book, but it's a particularly useful case to make the main point of the book, and that is that it's not enough in these days to talk about rights. We have a big gap in implementation with rights. And in order to implement rights more fully, we have to think simultaneously about rights and responsibilities. And that when we think of responsibilities, it's not enough to think just about state responsibilities. Of course, and of course with climate change, we want to think about state responsibilities for mitigating climate change, we want to think about corporate responsibilities. But we also want to think about responses of other nonstate actors. And in that I include—I include not just corporations for nonstate actors, but also NGOs, also universities, also individuals.

Abstract:
Anti-Western sentiment is a common feature of politics in many non-Western societies such as China, Cuba, Venezuela, Turkey, Iran and various Arab countries. Challenging the scholarly literature that depicts anti-Westernism as an “irrational, extremist and fundamentalist reaction to the cultural hegemony of the West,” this article conceptualizes anti-Westernism as a rational reaction to –and an unsurprising consequence of– the problematic political/economic interactions between non- Western societies (e.g. Iran) and Western powers (e.g. Britain, France and the US). Iran is a particularly noteworthy case because anti-Westernism played a key role in the formation of the modern state in the country. The foreign policy behavior of Iran in our time and the historical trajectory that produced the Islamic Republic after the 1979 Revolution cannot be understood without acknowledging anti-Westernism. The origins of anti-Westernism in Iran are explored in this article through interpreting the path dependent historical experience of the country, with a particular emphasis on the relations between Iran and Western countries. In contrast to works that attribute Iran’s anti-Western foreign policy to the Islamist ideology of the post-1979 era, it will be argued that hostility to the Western-dominated international political system should actually be traced to the transformation in which the Iranian national identity evolved in the early 20th century.

Abstract:
After a year in which Iran opted for "strategic patience," in the hope that European nations would compensate for the United States sanctions, it now seeks to present a price tag for the US measures against it, and has thus embarked on a response comprising action in three realms: nuclear, military, and oil exports from the Gulf. In the current circumstances, Iran and the United States are demanding conditions that would make a resumption of negotiations difficult, although both sides apparently understand that dialogue may ultimately be the less dangerous option for them. The latest developments embody the potential for escalation and miscalculation that is liable to affect Israel's security, and therefore the security cabinet should convene to craft an appropriate policy for the near, medium, and long terms.

Abstract:
On April 18, 2019, the US Department of Justice released a redacted version of the full report (448 pages) submitted by Special Counsel Robert Mueller about Russia’s interference in the 2016 US presidential elections. The report consists of two parts: the first presents the outcome of the investigation into Russia’s involvement in the election and draws conclusions regarding the presence or absence of a conspiracy or illegal coordination between the Russians and the Trump campaign; the second part deals with President Trump’s possible obstruction of justice regarding the FBI investigation into the Russian intervention and the investigation by the Special Counsel himself. This essay deals with the first part, i.e., the results of the investigation into the connection between the Russians and Trump for the purpose of influencing the election results. The report reflects accurately the US criminal law that deals with conspiracy and illegal coordination regarding elections. At the same time, it exposes a gap in the nation’s conceptual, organizational, legal, and technological preparedness to confront the possibilities that the digital space provides to undermine – internally and externally – the democratic process. Israel suffers from the same gap, and it is therefore imperative that the state confront it before the next Knesset election.
