531. Beyond evidence versus truthiness: toward a symmetrical approach to knowledge and ignorance in policy studies

Abstract:
Current political developments in established liberal democracies in both Europe and North America have fundamentally called into question the normative relations between truth, knowledge and politics. Whether labeled “posttruth” or truthiness, commentators lament the willful spread and deployment of nonknowledge and ignorance as important political forces. In this paper, we discuss ignorance in its strategic dimension by weaving together insights from the sociology of ignorance with a policy-scientific approach. By means of three empirical vignettes, we demonstrate that ignorance is more than the flipside of knowledge or merely its lack: it is a constitutive feature of the policy process and is thus not uniquely symptomatic of the current era. We conclude by arguing for what we call a symmetrical approach in which ignorance receives the same quality of attention that knowledge has historically received in the policy sciences. To make fully visible the different forms of ignorance that shape policy processes, policy scholars must hone their “agnoto-epistemological sensibilities” to cope with the current challenges and advance a policy science for democracy.

532. Prospects of a Settlement with the Afghan Taliban: Exit, peace and governance from the Taliban perspective

Abstract:
While the Taliban continue to display strength through lethal attacks in Afghanistan, some important steps have also been taken to find a settlement. Interviews with Taliban leaders, commanders and foot soldiers highlight an unprecedented momentum, calling for the international community to identify ways to support the Afghan peace and reconciliation process. Afghanistan continues to face harsh challenges. Even though the Taliban remain united under their current leadership, significant internal developments have taken place, including defections and divisions, but also their changing approach towards the future of Afghanistan. The Taliban interviewed for this report display a high degree of pragmatism towards their original vision of an emirate, and the report questions whether radical opposition to democracy truly defines their identity. Instead it appears that their primary raison d’être is the liberation of Afghanistan, and that they do not reject the idea of elections. They are less concerned with sectarian interpretations or resistance to democracy than to ending the ’US occupation’ and the practice of decisions being ’taken by the occupiers’. Positive developments in the recent past, including overtures by the Afghan government and a willingness on the part of both the US and the Taliban to engage directly with each other, indicate moderate progress towards a negotiated settlement. The report, based on interviews and secondary sources, will be launched at a seminar hosted by DIIS on January 30, 2019. It is authored by senior researcher Mona Kanwal Sheikh and Amina Khan, a PhD scholar focusing on the Afghan Taliban.

Japan’s absence from frontline diplomacy on the North Korea crisis is undermining inter-national efforts to bring about a lasting peace. A close alliance with Tokyo is essential for American and European interests in East Asia. RECOMMENDATIONS ■ The European Union should consider playing a larger role as a mediator in the North Korean crisis. ■The United States can use its diplomatic weight to help Japan solve the abductee issue with North Korea. ■In the face of their shared security threat, Japan should take steps to ease current tensions with South Korea.

Abstract:
India has recently exempted Iranian oil payments from taxes and fees, in a move aimed at fostering its relations with Tehran, in the wake of the US temporary waivers, in November, to India along with seven other countries from the sanctions on Iranian oil imports, in order to be able to develop the Iranian port of Chabahar. The US waivers have allowed India to resume trade and investment relations with Iran, albeit in a limited manner. However, despite the expected gains, economic relations between India and Iran will hinge on the extent to which the US administration will renew the waivers granted to the eight countries, to continue buying Iranian oil after the current grace period expires.

Abstract:
Iran is currently making unremitting efforts to further its relations with the Afghan Taliban. Although these attempts are not new, as there have always been unannounced channels of communication between the two parties, Iran is keen to uncover the presence of these channels and its efforts to foster relations with the movement. This was evident in the recent statements of Iranian officials such as its Foreign Minister Mohammad Javad Zarif and the Secretary of the Supreme Council for National Security Ali Shamkhani. This is, without a doubt, inseparable from the Iranian attempts to pave the Afghan arena for the return of elements of the Fatimid militia, and perhaps prepare in advance for a possible and sudden US withdrawal from the country, like the recent US decision to withdraw from Syria.

Abstract:
Following the announcement of hosting an international summit on February 13 and 14, 2019, Iran has launched a diplomatic offensive against Poland, where one of the conference main elements will be how to respond to the Iranian interventions in the region. In addition, Iran has also begun to take preemptive moves both to send messages to the powers concerned with the repercussions of those interventions and to tout its ability to contain the pressures of US policy. These moves include attempts to pivot to the East, particularly towards some neighboring countries, and hints at its ability to withdraw from the nuclear deal and resume its suspicious program again.

Iran was quick to support President Nicolas Maduro's regime, rejecting any attempt to take over power unlawfully, and at the same time considering the U.S. position on the Venezuelan crisis as a direct interference in its internal affairs. Abstract:
While the US prepares to withdraw its troops from Syria, it considers redeploying its troops in Iraq. Although this might not have caused a crisis between the two countries, as the US troops have been in Iraq for the past 15 years, the US president Donald Trump justification for the move, to “watch Iran”, has pushed relations between Washington and Baghdad to this path. To make things worse, this move was accompanied by selecting a site in the Anbar governorate for that purpose, which is to reduce Iran’s movements towards Syria through the Iraqi territory, putting Baghdad in trouble with its frenemies.

Abstract:
The Rukban camp on the Jordan-Syrian borders constitutes a double crisis of a humanitarian and political nature. While there are signs that the humanitarian crisis is on its way to be resolved through an understanding to alleviate the suffering of tens of thousands of the displaced persons in the camp, the political crisis remains very complex. This is primarily because of obstacles to dialogue between the concerned parties. The camp falls under the scope of the American al-Tanf base. While Russia and the Syrian regime are pushing for dismantling the largest human enclave on the road to al-Tanf, the US does not share the same desire on the grounds that there is still a need for guarantees for the return of displaced persons to their homes, which are currently under the control of the regime. This shows how far the crisis is linked to the fate of the US military presence in Syria as well as the Russian and Syrian positions.

Iran is still anticipating the various alternatives that the United States may utilize to address the Iranian escalatory behavior, during the coming period. Such actions may not be limited to the new sanctions imposed on September 20, 2019 that included the Central Bank of Iran, National Development Fund and Etemad Tejarat Pars. Arguably, the procedural steps planned by the Donald Trump's administration will substantially determine the possible alternatives for the Iranian reciprocal behavior/ which Iran may rely on.
