Abstract:
This paper examines the politics of hemispheric integration exemplified by the Summits of the Americas held in Miami (1994), Santiago (1998), and Quebec (2001) and the negotiations over the creation of a Free Trade Area of the Americas (FTAA). Our basic premise is that political and institutional arrangements articulating state, society, and economy in Latin America are currently in the midst of a process of reconfiguration unleashed by the acceleration of globalization and attendant crises of state-centered development strategies. More specifically, we believe the Americas are witnessing the emergence of an ensemble of new social and political actors, among the most salient of which are new social movements and civil society organizations (CSOs), organized in networks operating at the domestic, regional, and global levels.

A transformation of the automotive industry, particularly the segment involved in production of finished vehicles, has taken place in the Southern Common Market (Mercado Común del Sur/Mercado Comum do Sul—MERCOSUR/MER-COSUL) region of South America, at a time when MERCOSUR member states opened their economies to global competition and to participation in an ambitious subregional economic integration project. This Agenda Paper provides an overview of the factors that have contributed to this recent industry transformation. 1623. Preferential Treatment in Trade: Is There Any Room Left in the Americas?

Abstract:
This paper evaluates the costs and benefits of changes brought by the Uruguay Round of the General Agreement on Tariffs and Trade (GATT) on special and differential treatment (S); shows how these changes affected the new regional integration processes in the American continent; and examines whether this issue is still a priority of developing countries' agendas. Large concessions offered by developing countries in exchange for access to markets automatically led to “trade graduation.” Thus, S has lost its former significance among developing countries. Moreover, nonreciprocal treatment was retained for least developed countries, which do not even enjoy this type of treatment under the so-called “new trade-related issues” of services, investment, and intellectual property rights.

Shortly after he was elected president of Mexico in 2000, Vicente Fox made the United States and Canada a bold proposal: Why not begin a long-range process that would lead to expanding the North American Free Trade Agreement (NAFTA) into a full-fledged North American Common Market, featuring open borders for the free movement of people as well as goods? And, in the short run, would the United States agree to a significant increase in legal immigration in exchange for Mexico's pledge to crack down on undocumented immigration?.

Abstract:
This working paper studies the negotiations of the North American Free Trade Agreement (NAFTA) in two industrial chains: textile-apparel and auto parts-automotive. It compares two theoretical models. The first uses two internal variables (interest group strength and industry competitiveness) to explain the tariffs that were negotiated for the phase-out period of NAFTA. The second explores alternatives to increase the explanatory capacity of two-level games models. It incorporates the element of asymmetry between countries, and questions Putnam's (1988) hypothesis on the impact of domestic politics upon international negotiations. This second model explains the difference in the rules of origin that were adopted in NAFTA for the two industrial chains. The work reaches three conclusions. First, it confirms the necessity to specify different dependent variables to explain the outcomes of international trade agreements. Second, it concludes that a model using the two-level logic has explanatory advantages over one that does not combine levels. Third, it points out the potential to combine elements from the two models to reach a more complete explanation.

For the first time in its modern history, Mexico is confronting a financial sector that is controlled by foreign investors. At the same time it is highly concentrated. The economic challenges that such an industry structure presents were the focus of public debate over the sales of Bancomer and Banco Serfin. The political challenges have not yet become a part of the public debate. These include changing relations between the banks and the government. This paper traces the history of government-bank relations and speculates on how this relationship may change given the new structure of Mexico's financial sector.

Ten years after the Gulf War, much of Iraqi Kurdistan is free from Baghdad's control and is busy trying to build a civil society in a very difficult region. Out of the ashes of tyranny, the Iraqi Kurds have built something tangible: a free, liberal society by Middle Eastern standards, if not by higher standards. Basic human rights are assured: for example, in Sulaymania there are some fifty-five newspapers, many of which are very critical of the government and the PUK. And much has been done to develop the local economy through governmental and tax reforms, and the UN Oil-for-Food program.

1629. U.S. Immigration Policy: Unilateral and Cooperative Responses to Undocumented Immigration

Abstract:
This paper addresses the problem of undocumented immigration to the United States from Mexico, and current and proposed policies designed to control these undocumented flows. Undocumented migration from Mexico is a subject that already receives disproportionate attention in the sense that many and probably most undocumented immigrants in the United States do not illegally cross the U.S.-Mexican border, yet INS enforcement efforts focus overwhelmingly on these border crossers. Although undocumented Mexican migration to the United States is disproportionately targeted, the subject merits analytical attention for three reasons. First, undocumented immigration from Mexico to the United States is the largest illicit migration flow in the world, at about one million crossings per year. Second, partly for this reason, U.S. enforcement efforts devoted to controlling Mexican immigration cost taxpayers billions of dollars, and have resulted in the transformation of the INS into the largest civilian gun-carrying force in the world. And third, immigration remains central to U.S.-Mexican bilateral relations (Binational Commission 1997, Rico 1992, Rosenblum 1998) as U.S. immigration policy-making takes on an increasingly transnational character (Rosenblum 1999 and forthcoming).

1630. Civil Society and Official Development Assistance: International Politics, Domestic Structures and the Emergence of International Development NGOs in Japan

With comparative cases in North America and Europe as a reference point, this paper examines the recent emergence of international development NGOs (IDNGOs) in Japan and the role of state policies in supporting the growth of international civil society. In contrast to other advanced industrial nations where state-IDNGO cooperation in foreign aid programs developed extensively in the 1960s and 1970s, IDNGOs and NGOs were excluded from Japanese ODA policies until the late 1980s. The paper looks at changes in Japanese state policies vis-à-vis IDNGOs in 1989 and the early 1990s and shows how such changes in turn helped stimulate the creation of new citizen-organized international groups in Japan. To explain this shift in state policy, the paper turns to sociological institutional theories and argues that international norms promoted by international organizations and international actors have played an important role in expanding opportunities for IDNGOs in Japan.
