Abstract:
This document is a synthesis of a Master's thesis titled “Public Policy analysis to enable women to access a life free from violence in Mexico City: an intervention proposing to work with young men for the prevention of masculine violence”, developed over the course of 2013-14, as part of the Master's program in Public Policy and Gender offered by the Latin American Faculty of Social Sciences based in Mexico, and which was defended in front of an academic panel in August 2014. The investigation is a policy analysis, using the conceptual and argumentative framework of gender theory, and involves the analysis of a social problem of inequality between men and women, with the end to propose recommendations for a solution using public policy. Thusmasculine gender violence against women is the public problem of gender inequality which is the object of this policy analysis, a problem which is present in Mexican society both historically and structurally. Current prevention policies in Mexico City have been analyzed and this document includes public policy recommendations regarding said policies. The investigation is structured as an introduction and four chapters. The first detailed the public problem and the design of this research, and in the following chapters the conceptual and theoretical frameworks, methodology, analysis and recommendations were outlined. What follows here is a summary of this work.

Abstract:
The current state of India-U.S. relations marks a complete turnaround of the diplomatic stalemate that marked the two countries’ relationship during the Cold War. A quintessential example of this strategic transformation can be found through India’s quest to build an aircraft carrier. The United States has come a long way from its 1971 decision to send the USS Enterprise to the Bay of Bengal to deter India. In 2015, the United States began cooperating with India to build a carrier at Kochi port.

Abstract:
Although Jews make up just 2 percent of the United States population, they have exercised a disproportionate influence on the relationship between the United States and Israel. The strength of the U.S.-Israeli alliance is driven by numerous strategic, political, cultural, and economic factors, but American Jews have played a key role in the promotion and defense of the U.S.-Israel alliance in large part through the work of the pro-Israel lobby (represented by powerful groups like the American Israel Public Affairs Committee). Today, however, American Jewish political support for Israel can no longer be taken for granted, as growing numbers of American Jews become increasingly critical of Israel. In contrast to the old attitude of “Israel, Right or Wrong,” more and more American Jews, especially younger ones, are challenging the Israeli government’s policies and actions, particularly those concerning Palestinians. In short, the age of unconditional American Jewish support for Israel is over.

Donald Trump confounds political observers. For many, he is defined by his missteps and flamboyance. His foreign policy statements contain sufficient imprecision—if not outright contradictions—to allow observers to conclude a lack of care in dealing with the issues. This IFPA National Security Update examines electromagnetic pulse (EMP), the potentially catastrophic threat it poses to the United States, the potential impacts of an EMP event, and sets forth as a national priority a two-pronged strategy to counter the EMP threat that includes ballistic missile defenses and the protection of critical U.S. infrastructures. In early 2017, the Institute for Foreign Policy Analysis initiated an online series entitled National Security Update. Its purpose is to examine key foreign policy/defense issues and to set forth policy options. These updates are made available to the broad policy community within and outside government, including key policy makers in Washington, D.C.; members of Congress and their staffs; academic specialists; and other members of the private-sector security community. In this paper, we argue that Russia’s interference in the 2016 presidential election is just one part of a wide-ranging effort by Moscow to undermine confidence in democracy and the rule of law throughout countries in the West. Russia has engaged in this effort because, in both economic and demographic terms, it is a declining power – the only way it can “enhance” its power is by weakening its perceived adversaries. Because Russia’s aim is to erode the health of Western nations, we argue it is time for America and its allies to employ a comprehensive, non-kinetic response to contain Russia.

1019. Guide to Section 702 Reform

Abstract:
Before the end of the year, Congress must revisit the FISA Amendments Act (FAA), a law which, together with its provision known as Section 702, is one of the U.S.'s most valuable and controversial tools to combat threats to the nation. Lawmakers are considering a number of reform proposals as they decide how to reauthorize the law. While we believe it is an important tool, it has some serious flaws when it comes to Americans’ privacy. We would ask members of Congress to ensure that any reform address two problem areas in Section 702: (1) domestic law enforcement access to foreign intelligence records and (2) the international distrust of U.S. tech companies that comply with Section 702. This paper is a primer on Section 702 and reforms for that law. Part I explains how government surveillance works generally. Part II explains Section 702 specifically. Part III details reasons to reform the law to address civil liberties and economic concerns. And Part IV examines potential reforms that have been under discussion.

The 2016 presidential election represents the latest chapter in the disintegration of the legacy institutions that had set bounds for U.S. politics in the postwar era. It is tempting (and in many ways correct) to view the Donald Trump campaign as unprecedented in its breaking of established norms of politics. Yet this type of campaign could only be successful because established institutions—especially the mainstream media and political-party organizations—had already lost most of their power, both in the United States and around the world. The void that these eroding institutions left was filled by an unmediated populist nationalism tailor-made for the Internet age.
