1. Protecting Free and Fair Elections: The Vital Role of Public Administration

Abstract:
Free and fair elections are at the heart of American democracy, and running elections is a core responsibility of public administrators in the United States. The early decades of the 21st Century have been characterized by declining public trust in our nation’s elections, unnecessary barriers to voting, foreign interference, and widespread disinformation. These issues led the National Academy of Public Administration (the Academy) to include “Protect Electoral Integrity and Enhance Voter Participation” as one of our field’s Grand Challenges in November 2019. To assist the nation with this Grand Challenge, the Academy commissioned a team to conduct a review of electoral practices that can ensure free and fair elections through effective public governance and management. The Academy team developed a shared vision of election administration and identified leading practices for consideration by elected officials and election administrators. The team concluded that effective election administration consists of 3 major pillars: Voter experience, Election security, and Election workforce. The report is offered with the greatest respect for the work that election administrators do in support of a vital part of American democracy. It has been written for a broad audience, including citizens, elected officials, and election administrators.

2. Alaska Electoral Reform: The Top 4 Primary and Ranked-Choice-Voting

Abstract:
Why did Alaska develop a top 4, Ranked Choice Voting (RCV) system? This article explains the role a blanket primary played in the evolution of Alaska’s nominating process, beset by demands of the rising Alaska Republican Party (ARP) to protect its rights as a political association while the U.S. Supreme Court’s decision in California v. Jones constrained states’ interests. In 2019-2020 reformers proposed a new system emphasizing a nonpartisan primary with RCV, which political party leaders opposed. Voters narrowly approved the ballot measure in the 2020 general election; it was used for the first time in a special election, and primaries in 2022 and the following general election. The most significant outcomes were the election of Mary Peltola, a Democrat (and Alaska Native) to the state’s sole seat in the U.S. House of Representatives, and reelection of Republican Lisa Murkowski, senior U.S. senator, who defied former President Donald Trump. The article presents information on major political party registrations, showing switching dominance (from Democratic to Republican). However, from 1970 to 2023, a majority of registrants were either nonpartisan or undeclared, a different pattern than found in the other states. The report compares Alaska’s experience with those of other states using RCV, and concludes with a discussion of the broader implications of the Alaska case.

Abstract:
In November 2020, Alaska introduced a new electoral system, combining a “top four” all-party primary with ranked choice voting (RCV) general elections. Supporters of this reform claimed it would reduce the partisan polarization and minority victories generated by closed primaries and plurality elections. But critics suggest that it could make polarization worse by weakening political parties—an important check on political extremism. These are high-stakes issues that go well beyond Alaska, given the problem of political polarization and the search for institutional reforms in America today. Placing the Alaskan reforms in this broader national context, this paper presents an initial assessment of Alaska’s new system at the 2022 primary and mid-term elections. We find the reform was both consequential and largely beneficial, promoting greater choice for voters, more accommodative campaigning, and generally more moderate outcomes than likely under the old rules.

4. Regional Deprivation and Populism - Evidence from Germany and the U.S.

Abstract:
A widely held view is that increasing globalisation and inequality are fostering support for populist actors. Surprisingly, when focusing on Germany and the U.S., populist voting is highest in less globalised regions with rather equal income distributions. Addressing this puzzle, I ask how the regional variance in populist voting can be explained. In my answer, I introduce the concept of spatial inequality, which describes the regional inequality within countries, and construct a measure of public goods scarcity. I argue that the spatial inequality induced feeling of being left behind is positively correlated with populist voting and that this effect is mitigated by public goods provision. Using county level data to develop spatial inequality and public good scarcity indices, I can provide empirical support for these arguments. The findings have important implications for understanding the sub-national variance in populist voting and the role of relative economic deprivation as well as public goods provision.

5. Trump's Attack on American Democracy: Towards a New Model of Electoral Manipulation in an Established Democratic Republic

Abstract:
In 2020, President of the United States Donald Trump launched an unprecedented electoral manipulation campaign in an attempt to secure himself a second term in office regardless of what voters decided. This Working Paper seeks to answer three questions: What electoral manipulation methods did Trump use? In what ways were his methods similar to those used previously by other incumbents to interfere with elections in their respective countries? And in what ways did his methods resemble those of election meddling by foreign state actors? To answer the aforesaid questions, this paper seeks to develop a model to describe Trump’s electoral manipulation campaign. The paper finds that Trump used seven different methods: Disinformation, voter suppression, intimidation and violence, intraparty pressure, attacking government institutions, breaking democratic norms, and attempted collusion with one or more foreign states. While most of the methods were not new, their combination was unique. That was to be expected, as Trump was the first 21st century incumbent in a well-established Western democracy to undertake such a massive electoral manipulation campaign.

Abstract:
This paper analyzes the 2020 election, focusing on voters, not political money, and emphasizing the importance of economic geography. Drawing extensively on county election returns, it analyzes how spatial factors combined with industrial structures to shape the outcome. It treats COVID 19’s role at length. The paper reviews studies suggesting that COVID 19 did not matter much, but then sets out a new approach indicating it mattered a great deal. The study analyzes the impact on the vote not only of unemployment but differences in income and industry structures, along with demographic factors, including religion, ethnicity, and race. It also studies how the waves of wildcat strikes and social protests that punctuated 2020 affected the vote in specific areas. Trump’s very controversial trade policies and his little discussed farm policies receive detailed attention. The paper concludes with a look at how political money helped make the results of the Congressional election different from the Presidential race. It also highlights the continuing importance of private equity and energy sectors opposed to government action to reverse climate change as conservative forces in (especially) the Republican Party, together with agricultural interests.

9. Conspiracy Buffs, Skeptics and the 2016 US Presidential Election

Abstract:
We identified “Conspiracy Buffs” and “Skeptics” based on two conspiracy theory items included in the 2016 American National Election Survey. We then compared these two groups, and the much larger group we called the “Uncertains”, on a large number of closed and open-ended survey items. The Conspiracy Buffs had lower levels of education than the Skeptics, had less facility with language, and were more likely to state that they had not thought much about whether they were liberal or conservative. They expressed strongly angry feelings about Hillary Clinton, often citing the Benghazi incident and her use of a private email server. The Skeptics were just as angry at Donald Trump as the Buffs were at Hillary Clinton, but they did not use arguments drawn from conspiracy theories. They referred to his widely acknowledged personality traits and personal behaviors. These traits were also mentioned by many Buffs, but more in disappointment than in anger.

Abstract:
Two-thirds of eligible voters participated in the 2020 election, which represented the highest turnout in a national election since 1900, before women had the right to vote. More than 159 million Americans voted, the largest total voter turnout in our history and the first time more than 140 million individuals participated in an election. Turnout rose among all racial and ethnic groups, and for the first time a majority of Americans under the age of 30 cast ballots. This historic level of participation is more remarkable given that the election took place in the midst of the coronavirus pandemic.
