Abstract:
America is moving from one era of foreign policy to another: The primacy of counterterrorism has faded, and competition with authoritarian great powers is the dominant concern. While special operations forces (SOF) understand that they must play a role in great-power competition, they often lack a clear understanding of what that entails. SOF can support great-power competition in five ways: gathering information, working with allies and partners, imposing costs, handling crisis response, and undertaking strategic raids. In addition, retaining competency in counterterrorism is itself a crucial contribution to great-power competition, because suppressing non-state threats is the prerequisite to allowing the rest of the American government to focus on other things.

Abstract:
Great-power competition and the terrorist threat intersect and interact with one another in Africa and the Middle East. US disengagement from these regions to prepare for great-power competition in other theaters will increase a growing vacuum that is drawing more regional and global actors—states and non-state extremist groups—into a series of vicious cycles that will pose grave threats to American national security in the coming decades. Breaking the vicious cycle will require the US and its allies to separate the Libyan and Syrian conflicts and disentangle and discourage proxy conflict by external players while supporting the development of responsive governance in the two countries. Preventing similar crises will require a proactive strategy to seal off localized conflicts and prevent them from becoming larger competitions between external players while taking action to improve governmental responsiveness in at-risk areas.

Increasing military and economic cooperation between Russia and China has led some to believe that America's two primary adversaries are joining together in an anti-U.S. alliance. However, this emerging relationship amounts to little more than a convenient alignment rather than a steadfast alliance. This analysis delves into emerging Sino-Russian competition and cooperation in Central Asia and the Arctic to illustrate diverging strategic interests and also provides recommendations for U.S. policymakers to capitalize on divides between America's competitors.

Abstract:
Cooperation and competition among regional financial arrangements (RFAs) and the International Monetary Fund (IMF) increasingly determine the effectiveness of the global financial safety net (GFSN), which many observers fear is becoming fragmented. Overlap among these crisis-fighting institutions has important benefits but also pitfalls, including with respect to competition, moral hazard, independence, institutional conflict, creditor seniority and non-transparency. The study reviews the RFAs in Latin America, East Asia and Europe to assess their relationships with the IMF and address these problems. Among other things, it concludes: institutional competition, while harmful in program conditionality, can be beneficial in economic analysis and surveillance; moral hazard depends critically on institutional governance and varies substantially from one regional arrangement to the next; secretariats should be independent in economic analysis, but lending programs should be decided by bodies with political responsibility; and conflicts among institutions are often resolved by key member states through informal mechanisms that should be protected and developed. Findings of other recent studies on the GFSN are critiqued. Architects of financial governance should maintain the IMF at the centre of the safety net but also develop regional arrangements as insurance against the possibility that any one institution could be immobilized in a crisis, thereby safeguarding both coherence and resilience of the institutional complex.

American blood and treasure should be prioritized to secure U.S. national interests. The United States military is not the world’s police force, and where others can share the burden, the United States should add only its unique capabilities. But defending U.S. interests extends even into faraway lands, including Africa. While Africa may never be a top national security concern for the United States, a convergence of gains by state and nonstate actors alike there affect U.S. security and economic interests globally. Yet the Pentagon’s recent effort to rebalance its resources against great power competitors—especially China and Russia—after almost two decades of counterterrorism dominance places the commitment of U.S. military resources to Africa in question. Drawing down too far militarily in Africa risks losing influence on the continent to those very same state actors, erasing hard–fought counterterrorism gains, and compromising U.S. global interests.

U.S. views of the People’s Republic of China (PRC) have been hardening for at least two decades, from George W. Bush characterizing China in the 2000 presidential campaign and the first months of his presidency as a “strategic competitor,” to the Obama administration’s pursuit of a “pivot” to the Asia–Pacific in response to China’s growing assertiveness, to the Trump administration describing China’s rise as signaling the “return of an era of great power competition.” Does this trend reflect changes in U.S. self-conception and national identity? Evolving assessments of threat in light of Chinese behavior and what these imply about the regime’s intentions? A reaction to shifts in the overall balance of power between the two countries, perhaps a reflection of a declining superpower facing a rising challenge, “tragically” destined to participate in a “contest for supremacy in Asia” that will ineluctably result in a “Thucydides trap” or war of hegemonic transition? Or is it instead an inevitable clash between a liberal, democratic, rule of law capitalist hegemon and a resilient authoritarian challenger that is a communist dictatorship increasingly reliant on aggressive nationalism since the 1989 Tiananmen Square massacre and evolving rapidly towards national socialism or fascism? While each of these perspectives provides some purchase on the recent developments in U.S. – China relations as seen from Washington, this chapter focuses on the role of national identity, arguing that identity is by no means the sole or best explanation, but that it is an important factor that should not be overlooked or underestimated.

Since the Trump administration took office in 2017, it has pursued a more competitive relationship with China on both economic and security fronts. The Trump administration’s 2017 National Security Strategy stated that China “seeks to displace the United States in the Indo-Pacific region,” and Washington and Beijing have been engaged in an escalating trade war since the United States first imposed tariffs on steel and aluminum imports in March 2018. Just as the high-level US-China relationship has taken a sharp turn towards competition, so too have public perceptions of Sino-American relations: a February 2019 Chicago Council poll found that a majority of Americans describe the United States and China as rivals (63%) rather than partners (32%), a shift that has occurred across partisan lines. However, Americans have not fully closed the door to bilateral cooperation, and most Americans do not see the rise of China as a critical threat to the United States.
