Abstract:
For a long time, it seemed impossible for any issue to forge an alliance between the Institutional Revolutionary Party (PRI)—the party that ruled Mexico from 1929 to 2000—and the leftist Party of the Democratic Revolution (PRD). This issue, however, has clearly emerged now with the attempt to force President Vicente Fox, a member of the conservative National Action Party (PAN), to renegotiate the North American Free Trade Agreement (NAFTA) in order to offer special protection to Mexico's agriculture.

642. Mexico Alert: Mexico State Election

Abstract:
On March 9, 2003, the citizens of Mexico state (Edomex) will elect 124 municipal government officials and 75 members of the state legislature. Although local contests, these elections have attracted national attention for several reasons. First, with 13 million inhabitants Edomex is the most populous of Mexico 31 states–with approximately 4.5 million more citizens than Mexico City. Second, Mexico state also boasts more than 8 million voters, the most of any state and 12.55 percent of the nationwide total. Third, Mexico state is a microcosm of the country–with (1) a vibrant manufacturing sector, (2) one-third of its income arising from agriculture, (3) a small indigenous population, (4) a plethora of middle-class residents who work for the government, own small businesses, or practice professions such as medicine, dentistry, accounting, and teaching, and (5) poor people who eke out a living in Chalco, Texcoco, and other sprawling slums contiguous to Mexico City. Fourth, Edomex is an arena of intense political activism, involving the country's three major parties: the once-hegemonic Institutional Revolutionary Party (PRI), the center-right National Action Party (PAN), and the nationalist-left Democratic Revolutionary Party (PRD). In addition, the Mexican Green Ecological Party (PVEM) boasts its largest support base in the state, while several new or small parties will also compete in the upcoming election. These include the centrist Convergencia, the leftist Workers' Party (PT), the right-wing Social Alliance (PAS), the conservative Party of the Nationalist Society (PSN), the reform-oriented México Posible (MP), the Mexican Liberal Party (PLM), Citizens' Force (FC), and the Citizens' Parliament (PC). Fifth, the importance of the state means that any major Edomex politician who distinguishes himself will wind up on the short list of contenders for the presidency in 2006. Finally, the outcome of the Mexico state balloting will provide an insight into the relative strength of contending parties as they prepare for the July 6 election of 500 members of the Chamber of Deputies and six governors (Campeche, Colima, Nuevo León, Querétaro, San Luis Potosí, and Sonora).

643. The Combat of Drug Trafficking in Mexico under Salinas: The Limits of Tolerance

Abstract:
The combat of drug trafficking in Mexico under the Salinas Administration showed some signs of improvement in terms of the indicators required by the U.S. government to grant certification every year: a) budgetary resources dedicated to fighting drug trafficking; b) seizures of shipments and eradication; c) police and military casualties in the drugs war; d) arrests; e) legal and institutional reforms; f) signing international agreements; and g) acceptance of U.S. collaboration, as well as the presence of DEA agents in Mexican territory. Even when the improvement in these indicators was very evident during the Salinas administration, the degree of final commitment of the Mexican government to fight drugs remains unclear. However, the interest of President Salinas in getting NAFTA approved provoked a reduction in the limits of tolerance to drug trafficking. All this suggests that international interests constituted an important factor to propel governments into a more confrontational approach with the drug trafficking.

644. Mexico's War on Drugs: No Margin for Maneuver

Abstract:
Illegal drugs pose a threat to Mexico in many aspects: consumption, and violence and corruption provoked by the traffic of drugs in Mexican territory. However, even when consumption is a growing problem in Mexico, the main threat to Mexican stability comes from the corruption generated by the production and transportation of drugs in Mexico. Violence is also a problem, but it is difficult to assert that it constitutes right now a serious threat to Mexican governance. The Mexican government has been fighting this phenomenon for years in a context of institutional weakness and strong pressures from the United States. The fact that Mexico is a natural supplier of illegal drugs to the biggest market in the world, the United States, places the Mexican government in a very complex situation with no other alternative than to continue fighting drugs with very limited institutional and human resources. In this process, Mexico has no margin for maneuver to modify the parameters of the war on drugs.

Local Jewish volunteer leadership in Ukraine is most likely to emerge in the federated community organizations established and nurtured by a small number of community rabbis, such as Rabbi Kaminezki in Dnipropetrovsk (Philanthropic Fund of the Dnipropetrovsk Jewish Community) or Rabbi Bleich in Kyiv (Kyiv Municipal Jewish Community), who endorse multiple Jewish community institutions. (Rabbi Vishedski of Donetsk supports a similar effort.) Federated Jewish organizations in Ukraine resemble North American Jewish federations in that they are associations engaged in community planning, fundraising, and budgeting for Jewish welfare, educational, and identity-building needs. Among their most important differences from North American federations is that, to date, each is closely associated with one particular rabbi and his synagogue. As noted, Rabbi Kaminezki has thwarted the activation of other Jewish religious and educational organizations in Dnipropetrovsk. In Kyiv, Rabbi Bleich is more welcoming to other Jewish religious groups, at least in theory; in practice, other Kyiv Jewish religious institutions are so weak (e.g., the Progressive and Masorti movements) or so confrontational (e.g., the Chabad congregation associated with Rabbi Asman) that significant collaboration is impractical.

Ten years after the Gulf War, much of Iraqi Kurdistan is free from Baghdad's control and is busy trying to build a civil society in a very difficult region. Out of the ashes of tyranny, the Iraqi Kurds have built something tangible: a free, liberal society by Middle Eastern standards, if not by higher standards. Basic human rights are assured: for example, in Sulaymania there are some fifty-five newspapers, many of which are very critical of the government and the PUK. And much has been done to develop the local economy through governmental and tax reforms, and the UN Oil-for-Food program.

648. First Steps Toward a Constructive U.S. Policy in Colombia

Abstract:
In November 1999, the Council on Foreign Relations and Inter-American Dialogue established an independent task force to review and offer recommendations on U.S. policy toward Colombia. The co-chairs of the task force have decided to issue this interim report to make an impact on deliberations in Congress, as well as respond to an immediate opportunity to shape the current debate about U.S. policy. We plan to publish a final report in June 2000 that will provide a more comprehensive and systematic examination of U.S. policy toward Colombia. That report will, for example, discuss the wider challenge of addressing a serious drug problem in which many countries—the United States includedare involved, and which calls for shared responsibility and joint action. On January 11, the Clinton administration put forward a bill that seeks an "emergency supplemental appropriation" to provide some $950 million in assistance to Colombia this fiscal year, and a total of $1.6 billion through fiscal year 2001. The administration's bill was formulated in the context of Plan Colombia, a mutually agreed framework between the Colombian and U.S. governments. The plan identifies the country's critical needs and makes clear that the Andean nation's interrelated problems—powerful insurgent and paramilitary forces, massive narcotrafficking, widespread human rights abuses, and deep economic recession—have reached crisis levels. It further indicates that the Colombian government is prepared to tackle these problems, and is committed to addressing all of them together. While the Colombian government is prepared to contribute $4 billion of the $7.5 billion the plan will cost, Colombia has also asked for immediate help from the international community. In response, the Clinton administration has put together a two-year aid package that emphasizes equipment and training for the military and police to carry out counter-narcotics operations. Other elements of Plan Colombia are supported to a much lesser degree. In focusing the aid package in this way, the administration recognizes the close linkages that have developed between Colombia's illegal narcotics industry and the country's insurgent and paramilitary forces. As such, it deals with key concerns for both the United States and Colombia. Security assistance aimed at reducing drug production and trafficking is but a piece of a broader effort that seeks to extend legitimate authority in the country. For this reason—coupled with the fact that such support would signal strong US commitment to help a troubled country at a critical moment—we urge Congress to move quickly and approve the administration's aid package. We also suggest that Congress make two adjustments in the proposed package: strengthen a regional approach to the drug problem, and improve Colombia's economic situation by enhancing its trade benefits. Although it will make a contribution, the administration's aid proposal responds only partially to the formidable policy challenge posed by Colombia. An effective package must get beyond the current emphasis on fighting drugs. The main emphasis should, rather, be on helping the Colombian government strengthen its capacity to protect its citizens and effectively exercise control and authority over its territory. But a lack of consensus within the U.S. government has made it difficult to focus on that overall objective in U.S. policy toward Colombia. As currently formulated, the bill is an essential first step, but more is required, both from Washington and Bogotá. With its proposal, the administration has affirmed that the stakes for the United States are high. We agree. We therefore urge the White House to develop an integrated, long-term plan that has a broader focus than merely the drug problem. The administration and Congress must recognize that a serious policy response to the challenges posed by Colombia implies a U.S. commitment to the country beyond the two-year period of the proposed bill. A successful approach will require high-level, sustained engagement, supported by a bipartisan majority in Congress, during at least a half dozen years. As part of a longer-term policy, the main focus in the security area should be on reforming Colombia's armed forces and making them more professional, thereby establishing the conditions under which the United States could provide effective military assistance. Training is particularly crucial to upgrade the military capability of the armed forces and improve their human rights performance. Professionalization would also enhance the Colombian government's moves toward a political solution to the conflict, and reinforce efforts to deal more successfully with both insurgent and paramilitary forces. Under no circumstances should U.S. combat troops be deployed in Colombia for military intervention. Levels of support above those reflected in the current bill should be considered for other critical areas in addition to security. Extension of current preferential trade arrangements for Colombia should benefit its economy. Special efforts are needed to improve the country's judicial system and help Colombia strengthen its ability to undertake alternative development strategies. The United States should encourage a multilateral approach, working in concert with Colombia's hemispheric partners, European friends, and relevant multilateral institutions. A more balanced U.S. policy (that is, one less narrowly focused on drugs) would make other governments and institutions more inclined to join in a common effort. Finally, Colombia's problems demand strong, focused leadership from Bogotá that reflects a Colombian commitment and national consensus behind a set of realistic policies. The United States can and should respond to Colombian initiatives in accordance with its own national interests. It cannot, however, solve Colombia's problems.
