Abstract:
The summer months witnessed a parade of senior Liberal Democratic Party figures traveling to Beijing. The visits were aimed at sustaining positive political trends, securing an invitation for Abe to visit China, and anticipating issues related to Abe’s August statement commemorating the end of World War II. Meanwhile, China prepared to celebrate the 70th anniversary of the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War with a victory parade on Sept. 3. Against this backdrop, each country sought to enhance its security posture in the East China Sea and South China Sea, further besetting bilateral relations.

Abstract:
La estrategia de seguridad nacional de 2013 establece una clara continuidad respecto a la estrategia de 2011 respecto al tratamiento de la alianza y las relaciones con EEUU, aspecto positivo que demuestra un acuerdo en una política de Estado fundamental para España. Sin embargo, tiende a ser más un documento de consenso político y declarativo/informativo, que una estrategia de seguridad con mayor calado y profundidad. En este sentido, el análisis y la construcción de la estrategia denota discutibles concepciones y percepciones sobre la estructura del sistema internacional y la conducta de las grandes potencias, que pueden crear narrativas, estrategias y políticas peligrosas en una situación de reducción de capacidades que pueden llevar a un dilema de seguridad. En este sentido, las alianzas y políticas estratégicas de España pueden moverse entre su reforzamiento (chain gangs) o su abandono (buckpassing), incluyendo planificaciones estratégicas más realistas. Una revisión del Convenio de Cooperación para la Defensa dentro del marco de profundización de la Declaración Conjunta de 2001 sería una opción estratégica de primer orden para la política de seguridad de España.

563. Mind the Gap: Regimes & Strengthening Radiological Security

Abstract:
According to a new paper from CNS Senior Research Associate Miles A. Pomper, inadequate liability and insurance regimes mean that users of high-risk radiological sources have insufficient incentive to protect those sources from terrorists or substitute less risky alternatives. Such sources are used in medicine, oil and gas exploration, and industry, among other fields, and can be used in “dirty bombs” or other forms of radiological terrorism. Since the 9/11 attacks, governments, including the United States, have taken it upon themselves to institute emergency measures to improve source security, often using public funds. However, these measures are less than optimal and are expected to take many more decades. Moreover, even the United States—the lead country in spending on these efforts—routinely sacrifices radiological security to other budget priorities. Pomper therefore recommends two potential options to improve liability and insurance regimes governing radiological sources in order to incentivize users to reduce the risk of radiological terrorism.

Over the years since the formation of the Gulf Cooperation Council (GCC), the Southern Gulf states and the US have developed a de facto strategic partnership based on a common need to deter and defend against any threat from Iran, deal with regional instability in countries like Iraq and Yemen, counter the threat of terrorism and extremism, and deal with the other threats to the flow of Gulf petroleum exports.

Abstract:
The U.S. Army is facing a time of great change. The security environment is becoming increasingly complex and uncertain, with defense challenges multiplying. At the same time, the Army is adjusting to rapidly diminishing operational demands, falling end strength, reorganization, and tightening budgets. Despite this churn, the Army has continued its long-standing emphasis on the centrality of the soldier and squad as the cornerstone of future operations. Chiefs of staff going back decades or more have reiterated the theme that soldiers (and more recently, squads) remain the fundamental essence of the institution. Given these new realities, the CSIS Harold Brown Chair in Defense Policy Studies examined the current state of the soldier/squad system and how it might be best advanced in the face of constrained budgets. The effort was conducted under the rubric of the Ground Forces Dialogue, a Brown Chair effort aimed at facilitating a broad, sustained, web-based conversation about the future of U.S. ground forces.

The United States and its allies are in general agreement on the legal status of conflict in cyberspace. Although key principles remain unresolved, such as what precisely constitutes an armed attack or use of force in cyberspace, overall there is a broad legal consensus among Euro-Atlantic nations that existing international law and international commitments are sufficient to regulate cyber conflict.

Three years into Egypt's post-Mubarak transition, the near-term prospects for democratization are bleak. The military-security alliance that ousted the Muslim Brotherhood's Mohamed Morsi, Egypt's first freely elected president, in July 2013 is consolidating power. 570. The Hard Reality for International Climate Agreements in the United States

The release of the second installment of the Intergovernmental Panel on Climate Change's Fifth Assessment Report on March 31, 2014, provoked the usual calls for urgent and immediate action in response to climate change, including in particular at the international level in the form of a new climate treaty built upon domestic regulatory regimes. Irrespective of whether these calls for action are overly strident or carefully measured, the law plays a central role. In almost any discussion, the breadth and stringency of national and sub-national regulations and the extent to which a treaty can make them “legally binding” assumes paramount importance. But this emphasis on law is misplaced, because it runs headlong into the hard reality that would confront any international climate agreement in the US Senate. And given the soaring use of coal around the world, it also draws attention and resources away from far more achievable opportunities to develop and deploy advanced coal technologies that would allow the world's most abundant, accessible, and affordable energy resource to meet critical energy needs in balance with each country's environmental, economic, and security priorities.
