31. U.S.-China Technological Rivalry and Its Implications for Korea

Abstract:
Recent developments in advanced technology are changing the concept of hegemonic competition. The key feature of technologies in the 4th Industrial Revolution is dual-use. Emerging technologies such as 5G, AI, big data, robotics, aerospace, supercomputers, and quantum computer-related technologies can be used for both civilian and military purposes. The more you invest in the development of advanced technologies, the closer you will be to economic and military hegemony. Therefore, it is no wonder that the U.S. harbors great concerns facing the rise of China in these advanced technologies. To estimate and compare the innovation productivity of the U.S. and that of China, this study constructs a structural estimation model in which each country produces international patents using R&D expenditures and R&D researchers. Empirical results have presented novel findings indicating that China’s innovation productivity has surpassed that of the U.S. since 2015. At the same time we can observe that the U.S. has the world’s largest intellectual property surplus and keeps expanding it, while China’s intellectual property deficit has been growing every year. Given the two contradictory facts - China’s high innovation productivity and low intellectual property balance - we can conclude that China is strong at “innovation” but weak at “invention.” Knowing this, the U.S. eventually began to target this vulnerability. This is the U.S.’ Tech-Decoupling strategy. To achieve U.S.-China tech decoupling, the U.S. has been strengthening trade and investment sanctions against China. In specific, the U.S. has been utilizing the Export Control Reform Act (ECRA), Section 889 of the 2019 National Defense Authority Act, and the Foreign Investment Risk Review Modernization Act (FIRRMA). In return, China is responding to the U.S. sanctions with the new “Long March” strategy rather than a tit-for-tat strategy. In other words, China has been setting long-term aims and responding to the U.S. sanctions by improving institutional arrangements, refining industrial policies, and developing its own technologies such as “Dual-circulation strategy” and “New Infrastructure Plan.” Ironically, increasing pressure from the U.S. is expected to further strengthen China’s R&D capabilities in advanced technology and accelerate its competitiveness in emerging industries. With the onset of the 4th Industrial Revolution, China is rapidly closing the quality gap and technology gap in major industries where Korea has a comparative advantage. If Korea does not adequately respond to changes, it may be difficult to maintain a comparative advantage over China. Thus, now that U.S.-China tensions are intensifying, Korea is facing a pivotal moment in determining the future path of its economy.

Two years ago, US President Donald J. Trump walked into the White House Diplomatic Reception Room and announced his intention to withdraw the United States from the Joint Comprehensive Plan of Action (JCPOA). The Trump administration reimposed sanctions on Iran and has adopted a policy of “maximum pressure” to compel Iran to change its behavior and to deny the Iranian regime the resources to engage in its destabilizing activities. However, he also promised he was ready, willing, and able to make a new and lasting deal with Iran. In “Trump’s JCPOA Withdrawal Two Years On – Maximum Pressure, Minimum Outcomes” author David Mortlock, Senior Fellow at the Atlantic Council, evaluates the policy outcomes of President Trump’s withdrawal from the JCPOA. The author walks readers through the timeline of President Trump’s decision to withdraw from the JCPOA, the subsequent implementation of the maximum pressure campaign on Iran, and the policy outcomes relative to stated objectives. In sum, Mortlock concludes that although the maximum pressure campaign has been effective in inflicting economic harm on Iran, it has had minimum effect in other areas. Therefore, Mortlock believes the Trump administration should seize the opportunity to pivot from maximum pressure to an approach focused more on policy outcomes.

What’s new? A U.S. resolution seeking to extend UN arms restrictions on Iran beyond their October 2020 expiration failed at the Security Council. Washington has asserted that it will claim the right to unilaterally restore UN sanctions, which were terminated as part of the 2015 nuclear agreement. Why does it matter? Any U.S. attempt to reimpose sanctions will be controversial, given the Trump administration’s withdrawal from the 2015 Iran nuclear deal, and likely to create deadlock at the Security Council. The administration’s goal is clear: kill the deal or make it that much harder for a successor administration to rejoin it. What should be done? The remaining parties to the deal should be united in resisting Washington’s efforts, as should other Security Council members. They should essentially disregard a U.S. “snapback” – restoring sanctions – as ineffectual, obstruct attempts to implement it and discourage Iran from overreacting to what will end up being a symbolic U.S. move.

35. US-Iran tensions: East Asian Perspectives

On the 3rd of January 2020, the United States signalled its intent to escalate tensions with Iran, through the assassination of Qasem Soleimani, the commander of Iran’s Quds forces, in Iraq. Following attacks from Iranian-backed Iraqi Shia militia on the American embassy in Baghdad, the escalation took place on a backdrop of worsening US-Iranian relations, focused on the US withdrawal of the Iranian nuclear deal (and Iran’s subsequent rollback of key commitments), the reinstatement of economic sanctions against Iran, and increasing tensions in the Straits of Hormuz. Such tensions have been met with concern in East Asia, particularly among countries that have been steadily expanding their relationships with Iran. Responses, however, reflect a continuation of business as normal rather than any great change. While Malaysia, for example, has condemned the assassination in line with their growing closeness to Iran, there has been no tangible change of policy. Indonesia, who has developed a relationship but emphasised their desire to remain neutral in the Iran-Saudi tensions, have avoided making overt statements in support of Iran or condemning US action. For the most part, therefore, Southeast Asian states have been unwilling and unable to abandon their relationship with the US and other key states such as Saudi Arabia, or isolate themselves by supporting Iran overtly. For other East Asian states, overtly supporting Iran runs the risks of encouraging the escalation of the conflict and the damaging of their interests, such as is the case with China. As such, this paper will argue that while the perception surrounding Soleimani’s assassination among East Asia is for the most part negative, this will not fundamentally impact on their relationship with the US or spur a further shift to Iran. Instead, in the face of continuing US pressure on Iran, Iran’s relationships within East Asia have begun to ultimately suffer. This paper will begin by analysing the expansion of Iran’s relationship with East Asian states before going on to argue how these are likely to decline in future despite these countries’ concerns of US actions as well as actions of other important states such as Saudi Arabia. While Iran has expanded its relationship with a number of partners in East Asia, this paper will focus on relationships Iran finds particularly important. Primarily, this is Malaysia and Indonesia, who, as countries with Muslim majority populations, have seen their involvement with Iran growing at a faster pace than others but in relationships mired in complexity. It will also consider China’s perspective; a relationship that has taken on importance for different reasons.

Daniel Ortega’s suppression of protestors and civil society continues unabated. Since April 2018, Nicaragua’s security forces have killed hundreds of people, thousands have been injured or held as political prisoners, and more than 100,000 Nicaraguans have fled to neighboring countries or the United States. Ortega’s authoritarian consolidation began well before April 2018; the keys to his regime’s ruthless survival strategy are the National Police and Nicaraguan Army, co-optation of the judiciary, domination of the media, and a highly complicit private sector that long ago embraced a modus vivendi with his socialist government, among others. The US should ramp up its sanctions against the Ortega regime; target individuals and industries, especially those connected to Ortega or the military; sequence its sanctions rollout; and synchronize external pressure with the domestic opposition to develop an effective strategy for achieving key political and electoral reforms ahead of the general elections in 2021. Reinvigorated diplomacy, particularly with the European Union and other Latin America governments, should seek to expand the international coalition against Ortega’s repression to maintain steady pressure for a definitive change in the character of the regime.

37. Competing in Artificial Intelligence Chips: China’s Challenge amid Technology War

Abstract:
This special report assesses the challenges that China is facing in developing its artificial intelligence (AI) industry due to unprecedented US technology export restrictions. A central proposition is that China’s achievements in AI lack a robust foundation in leading-edge AI chips, and thus the country is vulnerable to externally imposed supply disruptions. The COVID-19 pandemic has further decoupled China from international trade and technology flows. Success in AI requires mastery of data, algorithms and computing power, which, in turn, is determined by the performance of AI chips. Increasing computing power that is cost-effective and energy-saving is the indispensable third component of this magic AI triangle. Research on China’s AI strategy has emphasized China’s huge data sets as a primary advantage. It was assumed that China could always purchase the necessary AI chips from global semiconductor industry leaders. Until recently, AI applications run by leading-edge major Chinese technology firms were powered by foreign chips, mostly designed by a small group of top US semiconductor firms. The outbreak of the technology war, however, is disrupting China’s access to advanced AI chips from the United States. Drawing on field research conducted in 2019, this report contributes to the literature by addressing China’s arguably most immediate and difficult AI challenges. The report highlights China’s challenge of competing in AI, and contrasts America’s and China’s different AI development trajectories. Capabilities and challenges are assessed, both for the large players (Huawei, Alibaba and Baidu) and for a small group of AI chip “unicorns.” The report concludes with implications for China’s future AI chip development.

When I visited Iran this summer, severe panic attacks, depression, and anxiety—longstanding byproducts of post-traumatic stress disorder—caused me to seek out a trauma therapist. After weeks of contacting Iranian pharmacies, hospitals, charities, and relief organizations, my prescriptions for Zoloft, Xanax, Ativan, and Clonazepam remained unfilled. Since the United States exited the Iranian nuclear deal (JCPOA) and imposed new sanctions, this kind of shortage has become commonplace.

Abstract:
To ensure that new protests, new sanctions, and new political leadership wind up helping rather than hindering Iraqi sovereignty, Washington must handle upcoming developments with great care. In the coming weeks, Iraq’s parliament may appoint a replacement for Prime Minister Adil Abdulmahdi. This is a very positive development, since the country’s sundry Iranian-backed militias would like nothing better than to keep the discredited leader under their thumb as an open-ended caretaker premier following his November resignation. In contrast, a new leader with a new mandate could get the government moving again, pass a budget, bring the criminals responsible for killing protestors to justice, and assuage angry protestors by making visible preparations for early, free, and fair elections—thereby remedying the results of the widely disparaged 2018 vote. Such is the political space that has opened up since the deaths of Iranian Qods Force commander Qasem Soleimani and Iraqi militia chief Abu Mahdi al-Muhandis earlier this month. For the United States, the challenge is how to support these changes without disrupting positive local dynamics.
