1. The Growing Presence of Faith-Based Hospitals in California Restricts Access to Sexual and Reproductive Healthcare

Abstract:
Sexual and reproductive healthcare restrictions imposed by faith-based hospitals prevent women, sexual minorities, and gender minorities from accessing the full range of comprehensive healthcare. The share of faith-based hospitals in California has increased rapidly in recent years, but no analysis has been completed to understand their distribution and rate of growth. In this paper, we calculate the percentage of religiously affiliated acute, short-term hospital beds per California county. We find that faith-based hospitals have a majority market share in 17 out of 58 California counties. Furthermore, while the percentage of faith-based hospitals in these counties has remained relatively stable from 2000-2010, this proportion has increased tenfold in the past decade. Our data suggest that the expansion of faith-based healthcare systems in California presents a significant barrier to sexual and reproductive healthcare access.

2. Abortion Attitudes in a Post-Roe World: Findings From the 50-State 2022 American Values Atlas

Abstract:
In late June 2022, the Supreme Court’s decision in Dobbs v. Jackson overturned Roe v. Wade, reversing nearly five decades of precedent that had established a national right to abortion access. Republican-majority legislatures in several states had been chipping away at abortion rights for the past several years through increasingly strict regulations, but the Dobbs decision suddenly changed the policy landscape regarding reproductive rights, catapulting abortion to the forefront of American politics. The immediate impact of repealing Roe v. Wade was that control over abortion law reverted to the states. Some states had “trigger laws” in place to immediately impose abortion restrictions in the event that Roe was overturned, while others had protections in place to keep abortion policy as it was under Roe. In other states, lawmakers went to work crafting legislation in response to Dobbs. As of January 2023, the New York Times reports, 13 states have full abortion bans, some of which allow for exceptions if the life of the mother is in danger and in cases of rape or incest, and Georgia has a 6-week ban in place.[1] According to the Guttmacher Institute, abortion-access laws vary widely in the rest of the country, but all other states allow abortions at least up to 15 weeks into pregnancy.[2] Some state abortion laws have been challenged in court, and access has changed as court orders blocking or allowing restrictions have been put in place or lifted. Republicans in some states have made efforts to restrict reproductive rights a step further, pushing legislation that would limit people’s ability to receive abortion pills by mail or cross state lines to get abortion services, and would even label some forms of birth control as abortifacients.[3] Beginning in March 2022 and throughout the rest of the year, PRRI surveyed Americans about their views on abortion legality and related issues as part of our American Values Atlas. The scope of the project allows us to report results on some questions for all 50 states and the District of Columbia. In general, we found that most Americans support abortion legality in most or all cases and oppose the overturn of Roe. This report delves into the political, religious, and demographic correlates of various opinions on abortion access.

Abstract:
The religious landscape of the United States has changed dramatically in the past few decades as the country has become more demographically diverse, more Americans than ever have disaffiliated with organized religion, and religious leaders have faced a cultural milieu increasingly polarized along racial and political lines. Churches are also transitioning back to in-person services following the COVID-19 pandemic and dealing with ongoing ripple effects from other major events, including national protests for racial justice, a divisive 2020 presidential election that resulted in a deadly insurrection at the U.S. Capitol, and renewed state legislative battles over reproductive and LGBTQ rights. This new survey examines the religious behaviors of Americans amid this uncertain cultural and political landscape. In addition to highlighting religious affiliation trends, we consider the importance of religion to Americans and look at how often they attend church and engage in religious activities such as prayer. We also look at trends in religious “switching”—leaving one religion for another—and consider the reasons Americans do so. We also analyze the political context that congregations face today. We ask regular churchgoers how often they discuss political and cultural issues in their churches, how well their churches address those issues, and the extent to which partisan divides are apparent in their congregations.

COMMENTARYACCESS TO ABORTION FOR UNDOCUMENTED PERSONS DURING THE COVID-19 PANDEMICFRÉDÉRIQUE CHABOT*Action Canada for Sexual Health and Rights (‘Action Canada’) is a national organisation committed to advancing and upholding sexual and reproductive health and rights in Canada and globally. Building on the 50-year legacy of the organisations that formed Action Canada, we work to promote health, equity, wellbeing and rights related to sexuality and reproductive health to advance progressive policies on access to abortion, stigma-free healthcare, gender equality, LGBTQ+ rights and inclusive sex-ed, among other issues that intersect with bodily autonomy, gender, sexuality and reproduction.In March 2020, as the world quickly pivoted towards a pandemic response, Action Canada connected with partners across the country to monitor shifting needs and how providers of sexual and reproductive health services were adaptingto this novel situation in Canada. We saw some concerning gaps in services leading to a disproportionate impact on stateless and undocumented persons.1Action Canada’s activities include the operation of a 24-hour toll-free pregnancy information and referral service — the Access Line — paired with a national abortion fund to ensure those who face barriers can access abortion care. Calls to the Access Line more than doubled in the first months of 2020. Callers were looking for ways to access safe abortions during the pandemic. Conference calls with our network of sexual health centres across the country, surveys to partners and a variety of national organisations revealed concerning trends in relation to stateless persons and those with precarious immigration status and their ability to access sexual and reproductive health care.

5. Is Religious Liberty a Shield or a Sword?

Abstract:
Despite frequent disagreement on how to implement freedom of religion, the vast majority of Americans understand the basic religious protection offered by the First Amendment to the U.S. Constitution. Nearly nine in ten Americans (88%) agree that the U.S. government cannot establish an official religion or favor one religion over another, including 68% who completely agree with this statement. Only 11% of Americans disagree with the idea that the government cannot establish an official religion. Overwhelming agreement with this statement is consistent across all demographic groups. Large majorities of all religious groups agree that the U.S. government cannot establish an official religion or favor one religion over another, including white mainline Protestants (94%), white Catholics (90%), religiously unaffiliated Americans (88%), Protestants of color (84%), and white evangelical Protestants (82%).[1] All partisans are equally likely to agree with the statement that the U.S. government cannot establish an official religion or favor one religion over another, including 91% of Democrats, 88% of independents, and 86% of Republicans.

6. A Case for Government-Sponsored Monitoring of Preimplantation Genetic Diagnosis in the United States

Abstract:
Preimplantation genetic diagnosis (PGD), a modified version of in vitro fertilization in which individual embryos are screened for specific genetic characteristics prior to implantation, provides a powerful way for parents suffering from infertility to increase their chances of having healthy children. In its various forms, PGD allows parents to screen for gender, providing a means for avoiding X-linked diseases, chromosomal abnormalities, such as translocations and aneuploidies, and single-gene disorders. Beyond these standard uses, PGD could potentially be used to select for any genetic trait, and this aspect of the technology has raised concerns that it may be used either intentionally or unintentionally for eugenic purposes. At present, reproductive medicine is only loosely regulated in the United States and new technologies, such as PGD, are almost entirely unregulated. This paper argues that given the lack of consensus regarding the ethical acceptability of PGD and embryo selection techniques, the government has an interest in gathering and reporting data on the use of PGD in the United States. Taking a proactive role now, rather than allowing the use of PGD to continue growing unscrutinized, will give society the chance to make thoughtful and deliberate decisions about its use.
