Abstract:
It is rare to find a journal that examines women’s participation in South Sudan in one chapter and the exploitation of outer space resources in the next; that dissects the effects of Chinese investment in Sub-Saharan Africa and demystifies the Ferguson effect. But the Journal of Public and International Affairs is not your average journal. It represents the very best of what graduate-level public policy students have to contribute to the pressing policy debates of today. It is wide-ranging in subject matter and trenchant in its recommendations. Founded in 1990, but with an ancestor publication dating back to 1963, the JPIA is based on the notion that students of public policy have important things to say about public affairs and that careful analysis and targeted critique can pave the way for meaningful change and progress. The graduate students published in this year’s JPIA combine practical experience from around the world with intensive academic study. They have spent the last year diving deep into the issues they are passionate about and have all been challenged by the need to move past descriptive analysis and towards concrete solutions. These papers represent the best of their scholarship.

Abstract:
The article deals with the recent foreign policy of the Andean countries, Venezuela, Ecuador and Bolivia, considering the relationship with the United States and the situation of political crises in these countries. We discuss the national context of each country and the consequences for external relations and international politics of each and of the region. We address United States interests in the effects of the current crisis in the three countries and highlight the importance of political culture for understanding reality.

83. Piling on: The Rise of Sanctions Cooperation between Regional Organizations, the United States, and the EU

Abstract:
When a country is sanctioned for violating international rules today, it is usually targeted by several different entities. The degree to which sanctions by different senders overlap remains a largely unexplored phenomenon. In this paper, we examine the extent of sanctions cooperation, i.e. joint action among major sanctions senders (the US, the EU, and regional organizations) against identical targets. We then map regional patterns and evaluate one potential explanation for them. Our analysis leads to three major findings. First, sanctions overlap is predominant and has consistently increased over the last three decades. Twothirds of sanctions involve more than a single sender. Targets today are usually subject to punishment by at least three different sanctions senders (up from one in 1980) and sometimes up to six different senders. Second, world regions vary widely in the extent of sanctions cooperation, the profile of sanctions senders, and their interactions. Third, to explain variation in sanctions cooperation, we find that hegemonic stability theory does not provide much leverage. We conclude by outlining avenues for future research on sanctions cooperation relating to sanctions onset and effectiveness.

84. Trading Down: Unemployment, Inequality and Other Risks of the Trans-Pacific Partnership Agreement

Abstract:
Proponents of the Trans-Pacific Partnership agreement (TPP) emphasize its prospective economic benefits, with economic growth increasing due to rising trade volumes and investment. Widely cited projections suggest modest GDP gains after ten years, varying from less than half a percentage point in the United States to 13 percent in Vietnam. However, these projections assume full employment and constant income distribution in all countries excluding some of the major risks of trade liberalization. In this paper, we provide alternative projections of the TPP’s economic effects using the United Nations Global Policy Model. Allowing for changes in employment and income distribution, we obtain very different results. We find that the benefits to economic growth are even smaller than those projected with full-employment models, and are negative for Japan and the United States. More important, we find that the TPP will likely lead to losses in employment and increases in inequality.

Abstract:
As Colombian President Juan Manuel Santos visits the United States this week, Colombia stands on the brink of a historic peace agreement that, if successfully reached and implemented, will bring an end to the longest-running internal armed conflict in the Western hemisphere. This reality is a far cry from where the country stood just 15 years ago, when it was on the edge of total state collapse. Although Colombia’s ability to overcome what many believed was a hopeless situation rests squarely upon the sacrifice of blood and treasure made by the Colombian people and its public forces, this promising new chapter in Colombia’s history also stems in part from the most successful, bipartisan U.S. foreign policy effort undertaken to date in the 21st century—Plan Colombia. As the United States encounters growing instability in other regions of the world, it is instructive to look back at the U.S. role in fostering the most successful counterinsurgency effort in recent history to understand what worked and what remains unfinished. President Santos’ visit also provides an important opportunity to look forward to how the United States and Colombia can solidify Colombia’s remarkable gains while becoming true strategic partners.

When Canadian Prime Minister Justin Trudeau travels to the United States for his first state visit, he and President Barack Obama should seize the opportunity to launch a new era of U.S.-Canadian cooperation to curb climate change, accelerate the transition from fossil fuels to renewable energy sources, and safeguard the Arctic. The United States and Canada share far more than borders; the two countries are close allies on key issues, including counterterrorism, the environment, the Arctic, law enforcement, and maritime safety. The two nations also trade more than $2 billion in goods and services daily. Obama and Trudeau’s March meeting will do more than bolster the U.S.-Canadian bond—it will also set the stage for their trilateral meeting with President Enrique Peña Nieto of Mexico at the North American Leaders’ Summit this spring and could help to catalyze more ambitious climate action globally. The energy ministers from the United States, Canada, and Mexico took steps toward accelerating North American efforts to curb climate change when they jointly signed a Memorandum of Understanding, or MOU, in February to expand climate change and clean energy collaboration. Time is running out for President Obama to secure new climate policy breakthroughs and a lasting climate change legacy by the end of his tenure, and this is cause enough for the two like-minded leaders to cement strong bilateral agreements. There are other reasons besides this ticking clock, however, that make Prime Minister Trudeau’s visit an ideal time to advance pro-environment policies.

The study of anti-corruption policies is a relatively new phenomenon in Latin America. Having in mind that the Inter-American and the United Nations Conventions on the combating of corruption, of 1996 and 2003, respectively, establish the need to deepen intergovernmental cooperation in a complementary and convergent manner to national efforts in this regard, this paper proposes a study of the place that the fight against corruption has had on the Mercosur agenda in the period of 2003-2015, and of its expressions related to the institutionality of the bloc.

89. Ensuring Deterrence against Russia: The View from NATO States

Abstract:
Russia’s military actions in 2014 and 2015, particularly in Crimea, Ukraine, and Syria, have upended expectations among NATO members about their security and the future course of NATO-Russian relations. In response, many of the NATO states bordering Russia have argued for reinvigorating NATO’s deterrent capabilities after two decades of drawing down conventional and nuclear forces in the immediate post-Cold War era. At its 2014 summit in Wales, NATO agreed to a number of short-term measures to bolster the alliance’s conventional deterrent, dubbed the Readiness Action Plan. But as the standoff with Russia has continued, some analysts—particularly in the United States—have argued for additional deterrence measures, including in the nuclear realm. In response, researchers from the James Martin Center for Nonproliferation Studies of the Middlebury Institute for International Studies at Monterey travelled to the NATO front-line states of the Czech Republic, Estonia, Lithuania, Poland, Romania, and Turkey to assess the perceptions of governmental and nongovernmental experts regarding how NATO should respond to Russian actions, with an emphasis on how nuclear issues should be addressed. Our research also included meetings with experts in Germany, the United Kingdom, and the United States, as well as a thorough review of existing literature in the field on issues such as Russia’s new military approach and US nuclear weapon policies—past, present, and future. It was conducted with the aim of providing analysis and recommendations to NATO states in advance of the July 2016 NATO summit in Warsaw. The following report highlights the key findings of this research, provides analysis on a country-by-country basis, and concludes with recommendations for consideration in Warsaw.

Abstract:
The essay analyses the role of NATO in the post-Cold War period by conduct- ing a comparison of the cases of NATO’s operations in Kosovo and Libya. The article re- veals the enhanced weight of the Alliance member states and the European countries’ ac- tive role in protecting their regional interests and also show how the state interests of the USA and Russia played a significant role in the two cases. This analysis of the behavioral patterns of the former Cold War adversaries could provide a useful interpretation and per- haps an explanation of the current events in Ukraine. The pursuit of power continues to dominate the international relations arena as the confrontation between the USA and Rus- sia is far from over.
