31. European Security Seminar EU – NATO Cooperation: Seminar Report

Abstract:
From January 11-15,2021, the George C. Marshall European Center for Security Studies conducted for the first time a European Security Seminar (ESS) on EU-NATO cooperation. Due to COVID-19 restrictions, the seminar took place virtually. Fifty-eight participants from twenty-seven countries attended the event via online seminars. The participants represented EU and NATO member states, countries that are solely NATO or EU members, non-aligned states, as well as befriended countries, and countries along Europe’s southeast and eastern flanks. A little more than two-thirds of the attendees were civilian officials; approximately one-third of the participants were female. The major goals of the ESS were to understand the new impetus and substance of EU-NATO strategic partnership, to explore selected areas where cooperation between EU and NATO organizations should be enhanced, and to identify how NATO, the EU, Germany, and U.S. can strengthen the capacity and capability of its neighbors, potential EU and NATO partners, while being mindful of constant hostile interferences by revisionist powers and the multi-faceted challenges that the COVID-19 pandemic presents to societies. To this end, the Marshall Center organized seven units of panels and lectures with experts and senior officials from the Brussels-based institutions as well as national governments, followed by outcome-oriented seminars for smaller groups. The Chatham House Rule (i.e. non-attribution of any statements made) was respected throughout the course.

The coronavirus pandemic has not only triggered a crisis in public health and safety that engendered a significant economic fallout. The pandemic has also triggered an infodemic, one that sets the context for a significant spike in anti-NATO and anti-Western propaganda. Unless countermeasures are taken, the already deteriorating public opinion vis-a-vis the Alliance can be expected to worsen. Viewed individually, these two pandemic's outcomes have not critically threatened the Alliance; however, their combined effect could become a formidable challenge for NATO. Despite the measures taken, the pandemic is likely to continue exacerbating the frustrations among member states, further fraying the Alliance's unity. This, arguably, is the most immediate and concerning challenge facing NATO today.

Abstract:
Voters’ trust in the American elections has eroded. Even before the Covid-19 pandemic hit the United States, an alarming number of voters lacked confidence in the fairness of the upcoming elections. Ensuring that Americans can vote safely despite the pandemic requires major changes to how the elections are conducted. This increases the risk of mistakes and failures, partisan feuds over the rules, and accusations of foul play. If disputes over the practicalities of voting are prolonged, it could cause large-scale voter confusion and lead to a low turnout and high ballot rejection rates. Many voters are likely to vote by mail to protect themselves from the virus. However, few states are adequately prepared to receive a large percentage of their ballots by mail. To make matters worse, the United States Postal Service is on the brink of collapse. The result of the elections may be unclear for days or even weeks, firstly due to delays in counting the absentee ballots and thereafter because of litigation. This may result in both presidential candidates declaring themselves the winner and bring about an unprecedented constitutional crisis.

Interdependence is a power struggle, not a mutual aid society. For the vast benefits of a globalised economy to continue to outweigh its risks, policies to build greater resilience are necessary. For the EU, the unprecedented events also offer an opportunity to forge a new economic security approach to better manage its dependencies in strategic sectors.

In May 2020, the Carter Center’s China Program partnered with the China Institutes of Contemporary International Relations (CICIR) and the South African Institute of International Affairs (SAIIA) to organize a virtual workshop on Africa-U.S.-China cooperation on COVID-19 response. The workshop brought together a range of experts from the U.S, China, Ethiopia, Burundi, Kenya, and South Africa to discuss the public health impact and wider policy implications of the COVID-19 pandemic on the African continent. Emory University’s Global Health Institute and The Hunger Project also helped identify speakers and moderate panels.

37. Potential Implications of the COVID-19 Crisis on Long-Term Electricity Demand in the United States

Abstract:
The ongoing COVID-19 pandemic has caused unprecedented changes in the ways people interact and approach economic activities. Electricity demand has declined and usage patterns have been altered, changes that could remain even after the pandemic ends. Failure to properly account for these declines in demand could lead to excess capacity in the electric power sector, added costs for consumers, and losses for investors. This paper, from the power sector program at Columbia University’s Center on Global Energy Policy, presents a methodology to quantify potential permanent reductions in demand triggered by the pandemic. The authors first identify how electricity demand changed in the United States following the 2008–2009 global financial crisis, or “Great Recession,” the last event to cause a major reduction in consumption. They then analyze the unique ways in which demand patterns may change over the next three to five years as a result of the coronavirus, followed by some illustrative calculations of the potential impact. Finally, the authors discuss the implications for policy makers with regard to electricity sector evolution. The paper finds that the COVID-19 crisis is likely to result in a long-term decline in annual electricity consumption, though less than that observed after the global financial crisis. It is also likely to accelerate changes in the structure of electricity demand that were already underway.

38. Latin America Is Avoiding the Obvious Need for Reform. Why?

Since nearly the start of the COVID-19 pandemic, economic and political analysts have seen an urgent need – and opportunity – for Latin America to pursue reform. The argument is simple: The aftershocks of the current crisis will be devastating and long-lasting unless the region takes steps now to strengthen its labor markets and improve fiscal sustainability. That means taking advantage of unusual political circumstances to rally support for difficult decisions that have been put off for far too long. A failure to act would risk turning COVID-19 into the preamble to another lost decade. Unfortunately, there is little to suggest that governments in the region are prepared to use crisis in the present to prepare for the future. Throughout Latin America, the general response to COVID-19 has been to confront the challenge with increased spending. This will not have a happy ending. Governments will inherit massive debts, making it hard to deal with social unrest resulting from increased poverty and unemployment. Instead, the region needs to start making adjustments now – not only to spur economic recovery, but also to plant the seeds for a more sustainable performance down the road. The International Monetary Fund (IMF) last week added its voice to the chorus of those urging governments not to delay reform. As the region takes on debt to deal with the crisis, it will need to avoid falling over the fiscal cliff once the pandemic subsides, according to the IMF. That could mean, for example, pre-approving tax increases or the reduction in certain spending to be implemented once economic conditions return to normal. Labor laws could be changed to make it less costly for firms to hire (or hire back) workers, at least for the time being. Indeed, the right mix of reforms would have benefits in the short term as well. Given a better reading of future economic risks, markets and credit agencies would likely give countries increased fiscal space and capacity to deal with COVID-19 right now, when it is most needed. But there is little to suggest an appetite for reform. Few if any governments in the region have seriously pursued policy changes with a view not just of the short-term crisis but also their countries’ long-term health. Seldom has the disconnect between the opportunity for reform and the interest in pursuing it been so great. Instead of simply trumpeting the importance of reform, then, it’s important to also ask why it isn’t happening.

America has been hit hard by the 2020 coronavirus pandemic. A combination of poor public health response, differing state guidelines, and lack of political leadership are leading the country into a third, deadly wave of the virus. Yet while the immediate prognosis is pretty dire, the long-term implications of COVID for America’s power potential – and its role in the world – are less clear, and likely less severe than initial assessments suggested. There have been no significant impacts to American military readiness, and while the economic impacts of COVID-19 could potentially undermine the long-term health of the American economy, this is far from a foregone conclusion. However, it is clear that the COVID crisis has largely served to highlight existing trends with the potential to undermine American power, notably political polarisation and domestic underinvestment.

Abstract:
In the third in a series analysing the ways COVID-19 is affecting stability across the world, this paper explores how governments in the Southern Cone of Latin America have responded to the devastating impact of the pandemic on poverty and social indicators in the region. The COVID-19 pandemic has taken a huge human, economic and social toll in Latin America − and the Southern Cone in particular − against a backdrop of high levels of informality and urbanisation, underdeveloped social-security nets, and fragmented and underfunded healthcare systems. Despite fiscal constraints, most countries in the Southern Cone have been quick to adopt fiscal-stimulus packages to mitigate the impact of the economic downturn on the most vulnerable. Countries with pre-existing, effective social-safety nets have proven more successful at fighting pandemic-induced poverty. Looking beyond the immediate measures, the pandemic has highlighted the need to address poverty in a durable way in the region. This can be achieved in part by establishing more sustainable development models that emphasise inclusivity.
