Abstract:
Over the last two decades, every component of the global energy scenario has changed: demand, supply and energy-type. The only constant has been the U.S. Dollar as the currency of energy trade. Lately, the Chinese Yuan has emerged to challenge the Dollar. Can the Indian Rupee be a third player? India is now the world’s third-largest consumer and second-largest importer of energy. Its open market, transparent regulation and growing demand give it an opportunity to become the hub of a vibrant new oil market, simultaneously ensuring its energy security and raising the international profile of the Rupee. This paper explores the possibility the Rupee could be the third currency in which energy is traded, and the challenges and opportunities it presents.

Abstract:
India has recently exempted Iranian oil payments from taxes and fees, in a move aimed at fostering its relations with Tehran, in the wake of the US temporary waivers, in November, to India along with seven other countries from the sanctions on Iranian oil imports, in order to be able to develop the Iranian port of Chabahar. The US waivers have allowed India to resume trade and investment relations with Iran, albeit in a limited manner. However, despite the expected gains, economic relations between India and Iran will hinge on the extent to which the US administration will renew the waivers granted to the eight countries, to continue buying Iranian oil after the current grace period expires.

Iran was quick to support President Nicolas Maduro's regime, rejecting any attempt to take over power unlawfully, and at the same time considering the U.S. position on the Venezuelan crisis as a direct interference in its internal affairs. After a year in which Iran opted for "strategic patience," in the hope that European nations would compensate for the United States sanctions, it now seeks to present a price tag for the US measures against it, and has thus embarked on a response comprising action in three realms: nuclear, military, and oil exports from the Gulf. In the current circumstances, Iran and the United States are demanding conditions that would make a resumption of negotiations difficult, although both sides apparently understand that dialogue may ultimately be the less dangerous option for them. The latest developments embody the potential for escalation and miscalculation that is liable to affect Israel's security, and therefore the security cabinet should convene to craft an appropriate policy for the near, medium, and long terms.

Abstract:
The international arena is as dynamic as ever. The rate of technological development continues to accelerate beyond the pace society is capable of adapting to it. Climate change indicators are approaching and surpassing key thresholds, fragile and failed states are proliferating, and great power competition has returned. Given the magnitude of these challenges, the cultivation of friends, partners and allies is paramount to furthering Canada’s national interests beyond its borders. The lead package of this issue examines some of the global challenges facing Canadian policy-makers and offers recommendations for how best to navigate this unruly world. Colin Robertson outlines today’s messy international arena and emphasizes the importance of Canada’s active engagement. He explains why Canadian leadership must carefully manage the Canada-U.S. relationship and the necessity of supporting multilateral co-operation to stand up against disruptive revisionist powers. He also says Canada should enthusiastically support the implementation of recent trade agreements and address the causes of social upheaval in the Western world. Considering the release of the Trudeau government’s extensive defence policy review, Randolph Mank questions why a similarly extensive foreign policy review was not first conducted. He argues that Canadian foreign policy is misaligned with Canada’s national interests, and therefore, a comprehensive strategic realignment is warranted. Canada’s interests are not best served by ad hoc prescriptions. Robert Hage turns to Canada’s energy policies. He criticizes Bill C-48 for limiting transportation options for Canada’s most valuable hydrocarbon resources. He argues that building infrastructure to the West Coast to facilitate the export of Canada’s oil and gas resources should be handled as a nationbuilding project, vital to Canada’s economic well-being. Francisco Suárez Dávila’s article provides an overview of President Andrés Manuel López Obrador’s first 100 days in office. Mexico’s new leader is a key figure for Canadian policymakers to understand as they manage the trilateral North American relationship, and work to ratify and implement CUSMA. David Bercuson, Julian Lindley-French and David Perry turn to Canada’s defence and security. Bercuson argues NATO is alive, well, and not going anywhere soon, as the Russian threat to Europe remains ever-present. Lindley-French outlines the tactics of Russia’s coercion, the extensive modernization of its military forces and the ambitions that threaten its European neighbours. Finally, Perry returns to Canada’s Strong, Secure, Engaged defence policy two years after its release to provide an assessment of how closely the Trudeau government has followed its spending targets. The 21st century has the potential to be the most violent and chaotic century in human history – or the most prosperous, providing more people with a higher quality of life than any previous era. If Canada’s policy-makers are to successfully manage the challenges of this unruly, messy world, they will have to vigilantly align Canada’s means with its desired ends, including working with other states, like-minded or otherwise, to advance common interests.

Abstract:
The main objective of the external dimension of the EU energy policy in line with the Energy Union strategy is primarily to ensure energy security by diversifying external energy supplies, transport routes and suppliers, mainly in the gas domain. Egypt’s recent offshore and onshore gas discoveries increased its natural gas reserves estimate. Its natural gas production is thus expected to double in 2020 and transform the country back into a gas supplier in the eastern Mediterranean region. The European Union (EU) should thus strengthen its relations with Egypt to allow its gas production to reach European markets.

Abstract:
The Indian energy sector faces a dilemma amid the US administration plans to impose the second batch of sanctions on Iran in November. The US exerts pressure on the main buyers of Iranian oil, including India, to stop importing it in the coming period. For India, Iranian oil is one of the indispensable options for its energy security because of the preferential terms granted by Iran. Despite the Indian stance rejecting the US sanctions, Indian refineries have decided to halt the Iranian oil shipments starting from next November, and hence they may turn to other producers to fill the potential gap, but at a higher cost.
