Abstract:
The U.S. Department of Agriculture’s (USDA) National Finance Center (NFC) is an Office of Personnel Management-certified shared service center that provides payroll, human resources management, and financial services. The NFC assists the USDA and other government and quasi-government agencies in achieving cost-effective, standardized, and interoperable solutions that provide the functionality to support those agencies’ strategic financial management and human resource management direction. The NFC services more than 170 diverse agencies and provides payroll services to more than 600,000 federal employees. The NFC’s core operations are in New Orleans, LA, with additional sites in Washington, DC, and Denver, CO. The NFC’s backup facilities are in St. Louis, MO, and Shreveport, LA. The USDA NFC required an assessment of its mission and operations as a shared service provider and its organizational capacity to meet ongoing mission requirements efficiently and effectively going forward. The USDA contracted with the Academy to provide a modernization assessment of the NFC. The Academy Analyzed the NFC's governance and finance structures, supporting technology systems and processes, internal organization and infrastructure, and stakeholder engagement; Reviewed how the NFC evaluates and benchmarks its service levels and performance; Examined how the NFC budgets as a shared service provider—including workload forecasting, capital investment, operations and sustainment, and rate/fee setting—and considered the benefits of alternative funding structures; Examined the NFC's collaboration with its stakeholders, including customers, Congress, other USDA components and federal agencies, and the OMB; Reviewed the resources needed to support the NFC in its mission delivery; and Identified, with NFC, the "desired future state" of the NFC and what supporting functional changes are needed for the NFC to achieve that desired future state.

The forces and capabilities that will be available for NATO operations in 2030 have, to a great extent, already been decided through the NATO Defence Planning Process. It is now up to individual Allies to deliver on their commitments. In the third of our series of policy briefs intended to shed light on some of the issues related to the Alliance’s further adaptation, Martin Hurt of the ICDS looks at how NATO’s force structure and posture have evolved since the end of the Cold War, and outlines the challenges of the further modernisation necessary if NATO is to keep pace with an evolving security environment.

Abstract:
The U.S.–South Korea alliance is a primary deterrent to the threat North Korea’s growing nuclear arsenal poses. But the alliance’s nearly singular functional focus on managing the North Korea threat, despite South Korea’s broadly integral role in advancing a rules-based order in the region, has introduced volatility in the bilateral relationship. Washington’s halting and inconsistent approach to Pyongyang and its failure to reach a timely agreement on its military cost-sharing framework with Seoul have nudged the alliance toward a new inflection point. Beyond the North Korea challenge, South Korea has the potential to play a consequential role in advancing the United States’ broader vision for a rules-based order in the Indo-Pacific. As Seoul adopts globally oriented policies, buoyed by its position at the leading edge of certain technology areas and its successful COVID-19 pandemic response, the United States should parlay these efforts into a more concrete role for South Korea as a partner on the world stage. Collaborating on global public health issues, combating climate change, and jointly developing norms around critical emerging technologies would position the alliance to meet the challenges of the 21st century. By widening the aperture of the alliance and positioning Seoul to play an integral role in the United States’ vision for the future of the Indo-Pacific, the two allies will be better equipped to address enduring geopolitical risks in Northeast Asia, including those associated with a nuclear-armed North Korea.

4. Obstacles to IT Modernization: The New National Security Imperative

As the December 2018-January 2019 government shutdown pressed forward into unexplored territory, no one asked what impact the continuing funding delays might have upon information technology (IT) modernization. This should be a significant concern, as IT modernization is now widely recognized as a national security imperative. The cumbersome and lengthy acquisition process stifles innovation and allows U.S. adversaries such as China to develop and deploy cutting-edge technologies far faster than the United States is able. The loser is the U.S. military, which is often saddled with obsolete capabilities. The recently released Third Volume of the Section 809 Panel report states this explicitly—we are on a “war footing”—and the government’s cumbersome acquisition policies are a primary culprit. The shutdown certainly did not help any of this. The authors can offer no solution regarding how to solve the threat of another shutdown. The issues are no longer substantive—both parties see “the wall” as emblematic to their political base. But we can talk about recent green shoots in addressing the IT acquisition. Without mincing words or exaggeration, the government has a dismal record of successful IT modernization.[1] The U.S. Government Accountability Office (GAO), a respected government watchdog, has exhaustively documented the government’s dependence on outdated legacy IT and the billions of U.S. dollars wasted by agencies in failed modernization attempts.[2] The causes are numerous: a compliance-oriented acquisition workforce, perverse incentives that reward “box checking” rather than end-user outcomes, and an entrenched cultural fear of “doing things differently” caused by an overblown concern about potential bid protests and increased congressional oversight.[3] Recently, however, a new awareness has arisen across the government that the old ways of IT procurements no longer serve the country. Current acquisition techniques are relics of an age before commercialized internet services even existed; they were not designed to keep pace with the rapid evolution of IT technologies.

5. Intellectual Property and the International Trade Commission An Examination of the Role of the ITC in Protecting IP Rights

Abstract:
Section 337 of the Tariff Act of 1930 has been a powerful tool for protecting U.S. intellectual property (IP) rights and the U.S. market from unfair competition for nearly 100 years. The statute empowers the U.S. International Trade Commission (ITC) to ban imports of goods that inappropriately use U.S. intellectual property. Since it was last amended in 1988, however, new issues have emerged with the law and the Commission’s role in enforcing its provisions. As the economy modernizes and intellectual property enters the digital realm, we examine the ITC and its role in enforcing IP rights and suggest possible ways the ITC can modernize its operations to better confront the challenges of the twenty-first century.

6. Beyond NORAD and Modernization to North American Defence Evolution

While most attention on NORAD and North American defence cooperation is focused on the modernization of the North Warning System (NWS), significant developments have occurred that suggest modernization will be accompanied by significant evolutionary changes to the Command. The new threat environment, centered upon Russian behaviour in Crimea, Ukraine and Syria, a new Russian strategic doctrine, and a new generation of advanced Russian long-range cruise missiles dictate not only layered, multi-sensor early warning system, but also changes in NORAD command arrangements. In addition, the maritime component of the cruise missile threat, alongside continuing concerns of terrorists employing freighters as cruise missile platforms, raise the question whether NORAD should evolve into a binational air-maritime defence command. These considerations are central to the ongoing Evolution of North American Defence (EVONAD) study, emanating from the Canada-US Permanent Joint Board on Defence, under the lead of NORAD, in collaboration with the Canadian Joint Operations Command (CJOC) and US Northern Command (the tri-command structure). The final result is difficult to predict. However, it is clear that both modernization and evolution will be driven by the militaries engaged, with civilian authorities guiding the process, and the public and Canadian government not paying attention.

7. China’s Evolving Nuclear Forces: Changes, Rationales and Implications

Abstract:
China is embarking on a comprehensive modernization program to quantitatively and qualitatively improve their nuclear force. These efforts, however, do not reflect or indicate a distinct shift in Chinese views towards or policy governing the purpose and use of nuclear weapons, but to achieve and maintain a secured second strike capability in a changing strategic landscape. Specifically, military developments by the United States including Ballistic Missile Defence and Precision Global Strike are seen as threatening the credibility of their nuclear deterrent, motivating the construction and deployment of a more modern, diverse and capable force. These force reconfigurations, however, create the potential of causing confusing and misunderstandings with the United States, and other nuclear powers, of the rationales informing their improvement. Ensuring the nuclear force balance between Beijing and Washington remains a minor and largely benign matter separated from and not influencing other more divisive matters is critical in the maintenance of their relatively stable, but increasingly complicated and tense, great power relationship and the international system in general. In order to achieve this, both states must clearly signal an understanding of their nuclear relationship as one defined by mutual vulnerability and the necessity of providing guarantees and evidence that their respective military technological developments and force structure changes are not designed to alter this reality.
