71. Syrian Immigrants in the United States

Abstract:
Syrian immigrants and refugees have frequently been in the news over the past year, and not always in a positive light. President-elect Donald Trump lashed out against Syrians coming to the United States during his campaign, promising a ban on immigration from countries “compromised by terrorism,” calling for “extreme vetting” of immigrants from Muslim and Arab nations, and saying of people already granted refugee status who fled Syria, “If I win, they’re going back.”1 Considering this negative rhetoric, it may come as a surprise to some that immigrants from Syria who live in the United States are in fact doing very well. They are learning English, getting good jobs, owning homes, and starting businesses at impressive rates. These findings are reassuring and should provide the basis for more informed and thoughtful consideration of how to think about current and future Syrian immigrants and refugees. The Syrian immigrants in the study conducted for this issue brief are overwhelmingly people who came to the United States before the recent refugee crisis. Their success is a positive sign that the United States is a place that can provide opportunity for a wide range of people and shows that immigrants from Syria, like other immigrants, are making a real contribution to local economies around the country. Their success is also encouraging as the United States continues to accept refugees fleeing the horrific Syrian war zone. 72. “Creating a Home away from Home”: Chinese Undergraduate Student Enclaves in US Higher Education

Abstract:
This paper draws on the theory of ethnic enclaves to study Chinese international student communities and their role in constructing Chinese undergraduate student experiences on US campuses. Enclave theory has primarily been used by sociologists to study immigrant and diaspora populations, but it can also provide an important analytical tool for scholars examining the internationalisation of student populations in higher-education settings. Student interviews and participant observation at a representative research-intensive, doctoral-granting institution in the American Midwest indicate that institutional and media characterisations of Chinese international student communities as closed and segregated are far too simplistic. Chinese student enclaves provide their members with crucial information, support, and social spaces that help them adapt to – and in turn change – their host institutions. Chinese students are active participants in and creators of campus cultures that are often in- visible to university administrators, faculty, and peers.

Using the concept of political generations, Pedraza traces the evolution of the Cuban exile, mostly in Miami, and the Cuban revolution, in the island. Political generations refers to young people that in their transition from adolescence to adulthood experienced dramatic historical events that marked their consciousness. Pedraza identifies several major political generations that developed during the course of the Cuban revolution and its exile.

Abstract:
On November 20, 2014, as part of President Barack Obama’s executive actions on immigration, U.S. Department of Homeland Security, or DHS, Secretary Jeh Johnson issued a memorandum that established priorities to guide all aspects of immigration enforcement regarding the apprehension, detention, and removal of unauthorized immigrants.1 Those priorities have focused government resources on addressing threats to public safety, national security, and border security rather than on unauthorized immigrants who have been in the United States for years without committing serious crimes. That memorandum, in addition to outlining enforcement priorities, clarified that certain categories of vulnerable people—unless subject to mandatory detention—should not be detained absent extraordinary circumstances.2 Although the memo does not specifically mention lesbian, gay, bisexual, and transgender—or LGBT—immigrants, due to their extreme risk of abuse in detention, they are recognized as a “special vulnerability” category by the DHS.3 Data obtained recently by the Center for American Progress through a Freedom of Information Act request revealed that despite the priorities outlined in the memo, the DHS elected to detain a higher percentage of LGBT immigrants who were not subject to mandatory detention in fiscal year 2015 than the year before the memorandum was issued.4 These data indicate that Immigration and Customs Enforcement, or ICE, officers ignored Secretary Johnson’s enforcement priorities when making custody decisions for LGBT immigrants.

The proliferation of illicit cross-border flows in the Americas—ranging from unauthorized migrant workers and psychoactive substances to arms and dirty money—is often portrayed as an alarming and unprecedented challenge to borders and government authority in the region.1 Policing such border flows has also become an increasingly prominent (and sometimes highly divisive) issue in U.S. relations with its neighbors, as Washington has pushed for tighter border controls and more intensive crackdowns on smuggling.

The human traffic networks of Latin-Americans immigrants, managed by human traffickers or “polleros”, constitute an actual social phenomenon that affects the security structures in all borders of the American continent. The objective of this research is to analyze how the impact that problems, like uneven distribution of income and the lack of job opportunities in Latin America, affect the raising of human traffic networks and “polleros”. At the same time, it will be exposed the abuses that the “polleros” commit against the immigrants, and several measures that have been adopted in the international level to eradicate this problem.

77. Unauthorized Migrants in the United States

Abstract:
This report discusses methods of measuring unauthorized migration to the United States. The “residual method” involves comparing an analytic estimate of the legal foreign-born population with a survey-based measure of the total foreign-born population. The difference between the two population figures is a measure of the unauthorized migrant population in the survey; it can then be corrected for omissions to provide a measure of the total unauthorized population. The report includes a detailed description of the residual methods and the underlying data and assumptions as it has been applied to recent data from the Current Population Survey (CPS) and decennial censuses. The paper presents new results of estimates derived from the march 2006 CPS which show that the unauthorized population in the U.S. has reached 11.5 million; of these, 6.5 million or 57% are from Mexico. The report also presents derived data on a range of social and economic characteristics of the unauthorized population developed with an extension of the residual estimates. Finally, historical data on trends in unauthorized migration and several alternative estimation methods are presented and discussed.

It is difficult to think about modern American food without including hamburgers and hotdogs. It is also difficult to think about popular American history without cowboys mounted on horseback tending herds of cattle. However, before the arrival of Columbus in 1492 there were no cattle or pigs in America to provide beef and pork for hamburgers and hotdogs. There was no wheat to make hamburger and hotdog buns. There were no horses for cowboys or Indians to ride. The European settlers brought with them cattle, pigs, horses, wheat, and many other plants and animals that became the foundation for modern food and agriculture in the Western Hemisphere. It is also difficult to think about modern Mexican food without including rice, tacos filled with meat, refried beans in animal fat, cheese in enchiladas, and sugar, cinnamon, and milk in chocolate. However, Mexico in 1492 had none of these ingredients. The massive transplantation of plants and animals across the Atlantic Ocean in both directions has been called the Columbian Exchange (Crosby 1972). It has been described as the “greatest human intervention in nature since the invention of agriculture (Fernandez-Armesto 2002: 165), and it has had an enormous effect on the Americas and the entire world. The Columbian Exchange altered the kind of food Americans and Mexicans eat, the kind of agricultural products produced in both countries, and the entire pattern of world economic growth. This article will concentrate on the effects of the Columbian Exchange, but the exchange of plants and animals was part of a broader process of trade, migration, investment, colonization, and exchange of ideas that followed the voyages of discovery by Columbus and others. The same Old World plants and animals were introduced to the two regions that would become the United States and Mexico, but the effects in the two countries were substantially different.1 The United States was the poorer neighbor in 1492, but it became relatively richer. The purpose of this article is to show how differences in institutional development affected responses to the same opportunities. I shall concentrate on developments in the United States and Mexico, but the Canadian experience was similar to the U.S. response, and the response in the rest of Latin America was similar to the Mexican response (Cole et al. 2005).

Abstract:
The attacks of September 11, 2001, transformed the landscape of global security, none more than borders and immigration. The topography of citizenship, belonging, and suspicion instantly changed for Arab and Muslim communities in the United States. They drew the sharp attention of U.S. law enforcement and intelligence services, and that continues. But the public's focus has swung south to scrutinize the U.S.-Mexican border as a source of insecurity. For the most part, the alarms about immigrants as threats are exaggerated. And the policy choices driven by these concerns—much larger border security measures in particular—are costly in a globalized economy and unnecessary for security in any case.
