Join us for a meeting of the New York-Russia Public Policy Series, co-hosted by the Harriman Institute at Columbia University and the New York University Jordan Center for the Advanced Study of Russia. Our virtual panel of distinguished academics, practitioners, and commentators will assess the state of US-Russia relations. Following the June presidential summit in Geneva with Vladimir Putin, US President Joe Biden commented that as "powerful and proud countries'' the United States and Russia "share a unique responsibility to manage the relationship" in order to make it "stable and predictable." What is the state of US-Russia relations following the summit and how successful have Washington and Moscow been in realizing this stated goal of more stable and predictable relations? What has been the impact of global events like the US withdrawal from Afghanistan and the lingering effects of the COVID-19 pandemic? Does the Russian military build-up near Ukraine augur a period of renewed tension and even conflict? What is the position of each country now towards the domestic political affairs of the other? How successful have the two sides been in finding new areas for possible coordination or cooperation?

72. Major General Nathanael Greene: A Study in Leadership Culminating at Guilford Courthouse

Abstract:
This manuscript argues that Major General Nathanael Greene's adaptive leadership style demonstrated an effective use of irregular forces, allowing him to achieve strategic victory in the southern theatre of the American Revolution. Greene’s understanding, of what is now considered, the operational environment, helped him solve complex wicked problems. Greene coined the term, “fugitive war,” to capture the core of his tactics in the Carolinas, which focused on augmented capabilities of his European-styled traditional Continental army. His keen recognition of the importance of the environment and logistics during the campaign leading up to the Guilford Courthouse (March 15, 1781) was superb, highlighting his strengths as a military leader. Greene’s previous tenure as quartermaster solidified his understanding of logistics, while his awareness of the value of boats, vice horses, demonstrated his ability to think in unconventional ways. Greene understood the precarious state of his army in the face of a superior force. The situation dictated patience to attrite slowly the British army under Cornwallis. Greene needed time to recruit an American army, while also waiting for the British to make a tactical error that he could exploit. This submission differs from other scholarship on the topic because it focuses on Greene's thorough understanding of the operational environment, providing unique insights from the past, which are helpful today. His novel use of irregular forces, allowed him to use his conventional Continental army to great effect. Past battles highlight leadership skills, emphasizing unique solutions to complex problems, to apply to modern tactical challenges. This study will help future leaders and students of military history grasp the value of novel approaches to complex problems. This paper utilizes historical narrative while highlighting leadership characteristics that would be useful to emerging senior leaders as a study of adaptive and original approach to a remarkably contemporary complex problem set. It also demonstrates enduring links among strategy, operations, and tactics.

73. "NATO-Mation": Strategies for Leading in the Age of Artificial Intelligence

The increasing power of processors, accuracy of algorithms, and availability of digital data are driving the dramatic artificial intelligence (AI)-centred technological transformation now in progress. These changes have already turned companies, industries and markets upside down, and we are also starting to see their effects on the battlefield. The employment of unmanned vehicles, reliance on big data for target detection, identification and acquisition, as well as the potentials of machine learning in other critical functions such as logistics and maintenance are only some of the possible examples of how warfare will evolve in the near future. The North Atlantic Treaty Organization (NATO) and its Allies cannot be bystanders during this technological transition. Some countries and organizations have already taken important steps. Others are more hesitant. The Atlantic Alliance has a moral obligation to act, both to preserve and extend its military leadership – and thus the wealth and security of its citizens – and to shape this process in keeping with its democratic principles, freedom-inspired values and commitment to fundamental human rights. As NATO works on its Artificial Intelligence Strategy, which could be published in 2021, this Research Paper aims at contributing to both the policy debate and the public discussion about AI and its implications for the Alliance. The paper offers a series of analyses, lessons learned, proposals, and recommendations, that build on best practices and solutions adopted in the civilian and military fields, on perspectives drawn from the academic literature as well as on ideas generated in the broader AI community. The various parts of the paper are all linked to the single overarching concept of “NATO-mation”, or the idea that NATO has an important role to play so as to prepare for and to shape this technological transformation. NATO Allies need to be proactive: without common, coordinated, cooperative or joint solutions, they will not be able to achieve all their goals effectively and efficiently.

Abstract:
The debate over whether the President, the Senate, or the Congress has primacy in treaty termination remains unsettled. Professor Curtis Bradley incorrectly argues that custom supports a presidential authority to terminate treaties independently. This paper argues that a fuller view of custom, combined with the Intent of the Framers and functional considerations, shows treaty termination is a shared executive-legislative power.

OCTOBER 20, 2020 By: Paul Hofhuis, Senior Research Associate, Clingendael Institute As the US presidential election rapidly approaches, an important question is the prospects for (renewed) transatlantic cooperation, especially in the areas of green recovery to the economic effects of the COVID-19 outbreak, tackling climate change, and addressing these issues through multilateral approaches. In analyzing ambitions and initiatives on both sides of the Atlantic in three connected policy arenas, this brief argues that while a Democratic victory provides greater opportunity for collaboration, underlying structures for cooperation among societal stakeholders in the United States need to be reinvigorated to diminish polarization in society, which could continue to block the transition to a low-carbon economy.

Te election of Joe Biden as president and Kamala Har- ris as vice president of the United States has generally been welcomed across the world. Allies and partners are relieved that they will again be treated with respect as common issues are addressed, while having been re- minded that they too must ‘step up’ and not only rely on the United States. Even adversaries and competitors acknowledge that it is preferable for the north star of US foreign policy to be something other than impul- sive unpredictability. Based on Joe Biden’s worldview, the world will see a return to more traditional foreign policy precepts. Tis is refected in Biden’s choice of individuals for senior security policy positions in his administration. While the United States is a global power, each ad- ministration addresses the more enduring national interests in diferent ways. In the coming years, key issues to address include, frst, global challenges such as climate change and pandemics; second, strength- ening the transatlantic relationship and global coop- eration between democratic states more broadly; and third, reinforcing the US relationship with various Asian allies and partners, and managing competition with China. From a Nordic perspective, the Biden ad- ministration is expected to continue the cooperative agenda regarding regional security (bolstering defence cooperation and deterring against Russian encroach- ment) carried over from the Obama and Trump admin- istrations, while more robustly addressing global issues such as climate change.

Theories of American foreign policy are somewhat arbitrarily divided into two opposing camps: idealism and realism. Idealism involves constructing a world we hope would exist, such as freedom and democracy sweeping the globe, and then recommending foreign policy prescriptions based on this imaginary world. While realism is more firmly grounded in the world as it actually exists, it can suffer from a form of nihilism, sometimes positing that foreign policy is exclusively found in the domain of power politics and does not involve morality. The great Harvard professor Irving Babbitt refused to concede that these two lenses were the only way to view world affairs. As a fierce critic of the Romantic movement, Babbitt was particularly alarmed by the tendency of Western leaders to offer policies that were based on chimeras conjured up in their idealistic imaginations. Babbitt refused to accept an amoral realism, however, because he believed that sound statesmanship was determined by the character of statesmen and that the choices they made would not simply be matters of prudence but also a matter of character.
