31. The Global Dimensions of NATO's Future Posture

Abstract:
NATO has always been an important player in global politics. It is in the nature of the Alli- ance that its essential military missions were always carefully defined and its geographical boundar- ies strictly set by the collective defence commitments among its members. Nevertheless, NATO’s role as a politico-military institution among the great powers of the Cold War ensured it would always be global- ly significant. It could not have been otherwise. This remains as much the case – though now in different ways – as we consider the international environment taking shape for the 2030s. In this new environment the unavoidable global responsibilities of being a regional military alliance can be summarised in three ways; looking at NATO’s role in helping western powers defend their wider interests in the multi-polar world; helping meet the pseudo-ideological challenges posed by the rise of autocracies; and contributing to issues of the “global commons”.

Under the guidance of the Secretary General Jens Stoltenberg, in 2020 NATO embarked on a reflection process aimed at equipping the Alliance for the challenges of 2030.1 Composed of several parts, actors and phases, the process ul- timately aims to make NATO more relevant in the years ahead when technological disruption, climate change, competition among Great Powers and vio- lent non-state actors will pose new and major threats. Ideas, proposals, and recommendations are coming in from within and from outside the Alliance. Inter- estingly, among the recommendations, several voices have called for NATO to expand its net assessment capabilities.2 For most observers, even in the security and defence world, net assessment is an esoteric word. While many may have heard of Andrew Marshall and the US Department of Defense’s Office of Net As- sessment, most would probably struggle to define the term. This Policy Brief provides a short introduction to the topic: what is net assessment, how and why has it emerged, how reliable is it and how could NATO use it?

Abstract:
The relief in Europe following Joe Biden’s election has been tempered by uncertainty as to how the new administration might approach transatlantic relations. This paper lays out three paths that the US could take. The benign neglect model assumes that Washington will be consumed by domestic challenges and competition with Beijing, de facto downgrading Europe as a priority. In the primacy model, the US sees its leadership as indispensable for sustaining the international order and battling authoritarianism. The US would expect Europe to follow its lead, while old reservations about European strategic autonomy would resurface. The major reform model would see a humbler US foreign policy, understanding that it cannot repair the fragile international liberal order alone. Supporting European strategic autonomy would be key in devising a new transatlantic division of labor. Domestic challenges and ingrained policy habits mean that the US will likely gravitate toward neglect or primacy in its dealings with Europe. A major reform of the transatlantic relationship, while desirable, would require significant political will and investment on both sides of the Atlantic.

Abstract:
US-Turkey ties are strained because of conflicting interests in Syria and on a more fundamental level due to Turkey’s different interpretation of the ongoing global power shift, and its concurrent search for strategic autonomy and cooperation with Russia and China. EU-Turkey ties have long been dysfunctional, with the EU focusing on maintaining the refugee deal, while Turkey has become increasingly authoritarian and aggressive in its external relations, resulting in a permanent ‘wait-and-see’ approach by the EU. While the US and the EU have recently agreed that they should synchronize their stance on Turkey, both are also characterized by an increasingly feverish internal debate about how best to respond to Turkey’s behaviour. A genuine fresh start in Turkey-West relations is somewhat illusionary as most of the underlying problems are more likely increasing rather than decreasing, pointing to a more permanent dual-track policy of cooperation and containment, both by the US and the EU.

Abstract:
Nations that successfully harness the vast economic, political, and societal power of emerging information and communications technologies will shape the future of the global digital order. This future is not set in stone. A digital order defined by liberal democratic values requires U.S. leadership and the cooperation of trusted like-minded partners. In the absence of democratic leadership, autocratic rivals of the United States can fill that void—exploiting the control of information, surveillance technologies, and standards for technology governance to promote a digital ecosystem that entrenches and expands their authoritarian practices. In exploring how a closed, illiberal order is taking root in strategic regions around the world, this report offers recommendations for how to craft, promote, and preserve a more open and democratic alternative. An assessment of crosscutting trends between China, Russia, and the Middle East across three pillars—information control, surveillance, and technology governance—leads us to the following conclusions: China is the prime mover in shaping the evolving digital order in its favor. Beijing’s use of technologies such as facial recognition software and telecommunications networks allows the Chinese Communist Party (CCP) to expand control over its citizens. The CCP’s ability to promote and export this model of digital repression, in turn, gives like-minded, nondemocratic governments a roadmap for how to deploy digital technologies for control and abuse in their own countries. Russia’s model of digital authoritarianism, while technologically less sophisticated than China’s, could prove to be more readily adaptable and enduring for current and aspiring autocrats. Regional powers such as Belarus, Azerbaijan, and some Central Asian states have already incorporated elements of this model. In the Middle East, authoritarian leaders use digital tools to control internal populations by sabotaging and spying on citizens, and this contributes to the construction of an illiberal digital order that is beneficial to America’s peer competitors—China and Russia. These conclusions reveal four key trends with implications for the future of the digital order: Growing China-Russia alignment will generate dangerous digital synergies, such as (1) making digital autocracy accessible for a broader swath of states; (2) accelerating China’s and Russia’s digital innovation; (3) eroding liberal norms in international institutions; and (4) raising the prospects of a “splinternet,” a fragmenting of the internet along nationalistic, political, technological, religious, or ethnic lines. Countries around the world, particularly autocratic regimes and those flirting with illiberalism, will seek to regulate online communications platforms through (1) social media; (2) data localization laws; and (3) instigating company self-censorship, which restricts free speech and increases online control. Illiberal regimes will seek out Chinese technology to help them control social movements and civil protests. U.S. nondemocratic partners, adversaries, and even some democratic partners justify their pursuit of Chinese technology by underscoring ways the adopted technologies will contribute to economic growth, social stability, and efforts to fight crime and terrorism. The practices of illiberal regimes will reduce the efficacy of U.S. mitigation practices. Russia and China’s efforts to promote an illiberal digital order complement one another and could accelerate innovation between the two nations. The United States must craft a policy response that considers these emerging patterns and incorporates more than its usual partners in Europe and the Indo-Pacific. Shoring up the existing coalition of democratic actors to counter these illiberal trends will likely not be sufficient. This report offers recommendations that the United States can implement on three fronts: at home, while engaging with traditional U.S. democratic as well as nondemocratic partners, and when countering U.S. adversaries such as China, Russia, and Iran. The United States must take a leadership role, recognizing that the future digital order is at stake.

37. A Review of the 2X Women’s Initiative: Recommendations for the Biden-Harris Administration

Abstract:
Amidst an economic crisis disproportionately impacting women in low- and middle income countries, the US International Development Finance Corporation (DFC) is well positioned to prioritize the promotion of gender equality through its investment portfolio and in turn contribute to an inclusive recovery. This policy paper reviews the extent to which DFC (and its predecessor, OPIC) have focused on the promotion of women’s economic empowerment and broader gender equality to date, particularly through the 2X Women’s Initiative. Using project data from the DFC project database and mobile application, as well as consultations with the DFC 2X team, we compile all 2X projects and analyze key trends across sector, geography, financial tool and intermediary. The paper also reviews the initiative’s contributions to accelerated momentum in gender lens investing across development finance institutions through the 2X Challenge. After highlighting strengths of DFC’s gender lens investing approach, as well as gaps and areas of opportunity, we make recommendations for how DFC under the Biden-Harris administration can both build on DFC’s early progress to improve gender integration in external lending, technical assistance, advisory services, and its internal policies and practices – as well as increase the ambition of its gender targets and its focus on transparency and results.

This CIGI special report is a "cri de cœur" arguing for a new approach to national security strategy and honest, transparent engagement with the reality of the threats we face as a country. It outlines the key threats that we now confront: a vastly altered geopolitical environment with the rising power of China at its core, ongoing and future pandemic threats, climate change security impacts, uncontrolled technological change and the undermining of economic security. Meeting these threats requires a sovereign, made-in-Canada response that protects Canada’s democracy and national interest and that operates within an environment of informed public understanding. Canada must pivot to face looming global threats and can and must do so from a position of knowledge and strength. This special report is the culmination of a project unprecedented in scale and scope in Canada. Beginning in the fall of 2020, CIGI set out to mobilize a large and diverse set of Canadian and international experts to examine Canada’s national security landscape. The CIGI project, Reimagining a Canadian National Security Strategy, features the publication of this capstone report, authored by the project’s co-directors, alongside 10 thematic reports allowing for deeper dives into critical, present-day national security issues. This report makes a series of key policy recommendations to assist the Government of Canada in addressing the challenges of a new security environment.

For the last four years, the world’s most powerful champion of democratization has been largely absent from the global stage. The United States is now poised to support a far more pro-democracy agenda, with greater insistence on free and fair elections as part of American foreign policy. Indeed, US President Joe Biden has redoubled efforts by hosting a global summit for democracy, and Canadian Prime Minister Justin Trudeau has committed to partnering with the United States on supporting global democracy. Nonetheless, the current landscape is bleak. Freedom House’s metrics show 15 consecutive years of democratic decline. Unprecedented threats to elections across the world have emerged. Geopolitical adversaries have used hacking, disinformation campaigns and other information warfare attacks to destabilize democracies. Those threats rightly gained prominence after the 2016 US elections. However, while the focus shifted to international threats, domestic actors began to borrow Russian-style tactics, spreading false information and sowing doubt on election integrity. Too often, these campaigns achieve their goals — and democracy suffers.

Abstract:
The purpose of this paper is to verify whether “a failed strategy”, a phrase commonly used in the literature, is an adequate description of Barack Obama’s legacy in the Middle East and North Africa. Based on the selected political manifestos and actions in the sphere of diplomacy, it has been proven that the Middle East and North Africa was not a priority to the decision-makers in Washington in the years 2009–2012, unlike in the years 2005–2008. However, although President Obama did not manage to implement most of his original plans, he achieved a few significant successes, the most notable of which is the withdrawal of U.S. troops from Iraq and the conclusion of the nuclear deal with Iran. Authors seek to contextualize and explain Obama’s failures and successes, arguing that using the phrase “a failed strategy” does not reflect the complexity of the problems analyzed.
