Abstract:
John Tanton (1934–2019) was an American ophthalmologist, environmentalist, eugenicist, and anti-immigration activist. He advocated population control, English-only policies, and immigration reduction. He founded the Federation for American Immigration Reform (FAIR) in 1979, and cofounded the Center for Immigration Studies (CIS) in 1985 and NumbersUSA in 1997. Tanton has been recognized as the founder of the modern anti-immigration movement and has had ties to prominent white nationalists and eugenicists.

Abstract:
NumbersUSA is a nonprofit grassroots organization of nearly 1.1 million members that describes itself as a group of “moderates, conservatives, and liberals working for immigration numbers that serve America’s finest goals”. Founded in 1996, NumbersUSA advocates numerical restrictions on legal immigration, an elimination of undocumented immigration, an elimination of the visa lottery, reform of birthright citizenship, and an end to “chain migration.” The organization was founded by author and journalist Roy Beck, and has ties to anti-immigration activist John Tanton’s network of anti-immigration organizations. The organization has expressed support for individuals with anti-Muslim and anti-immigrant views, such as former U.S. Senator and Attorney General Jeff Sessions, Senator Tom Cotton, and anti-Muslim activist Frank Gaffney.

Abstract:
The Federation for American Immigration Reform (FAIR) is a nonprofit organization of nearly fifty private foundations and over 1.9 million members and supporters that lobbies for large-scale immigration reductions. FAIR’s stated objective is to reduce overall immigration to 300,000 a year over a sustained period and the group has argued against birthright citizenship, the Deferred Action for Childhood Arrivals (DACA), and the admittance of Syrian refugees, and praised immigration restrictions issued by the Trump administration. A number of FAIR’s current and former employees are connected to white nationalists such as Peter Brimelow and Jared Taylor, and have previously provided a platform for anti-Muslim actors Robert Spencer and Sebastian Gorka.

Abstract:
The Center for Immigration Studies (CIS) is an anti-immigration research organization founded in 1985 that advocates a reduction in immigration numbers. CIS was founded by environmentalist, nativist, and anti-immigration activist John Tanton, who was also instrumental in founding the Federation for American Immigration Reform (FAIR), and NumbersUSA. CIS policy stances include a revision of policy on birthright citizenship, support for public charge rules, and opposition to the Deferred Action for Childhood Arrivals program (DACA), sanctuary city jurisdictions, and family-based immigration, which it refers to as chain migration. CIS has promoted anti-Muslim rhetoric and shares endorsements from anti-Muslim figures, including former U.S. Attorney General and Senator Jeff Sessions and Frank Gaffney. The Trump administration has close ties to CIS and has referred to its research in speeches, television advertisements, and advocation of the Muslim Ban.

Abstract:
The “no-go zone” is an anti-Muslim conspiracy theory claiming there are areas in Europe and the U.S. with dense Muslim populations that are governed by Sharia law and where police and non-residents are barred from entry. Although it has been debunked by European police officials and news organizations, the idea of the “no-go zone” continues to circulate and is often used to justify anti-immigration and anti-Muslim policies and rhetoric.

Abstract:
Since entering office in January 2017, the Trump administration has pressed one of the most assertive agendas on immigration in modern times. And though enforcement actions at the U.S.-Mexico border and in the interior of the country have drawn the most attention, a much more wide-ranging set of immigration-related policy changes has taken place over the past two years. This document chronicles these changes, large and small, broken down by major issue area. Among other things, it includes Justice Department policies that affect how the immigration courts operate, humanitarian programs and statuses, adjustments to how the State Department processes visa applications and admits foreign nationals to the United States, and enforcement changes. These policy changes have been accomplished unilaterally by the executive branch at a time when Congress has largely avoided taking on immigration-related legislation. They have come in the form of hundreds of policy memos, regulatory changes, and more. Some of these changes have been slowed or stopped by the courts, including attempts to prevent foreign nationals who cross the U.S. border illegally from receiving asylum, but most have gone into effect.

Abstract:
Apprehensions at the U.S.-Mexico border could approach the 1 million mark for fiscal 2019, a remarkable turnaround for a U.S. border security environment that just two years ago had witnessed the lowest levels of illegal immigration since 1971. How did what was once a major but often unrecognized success story become an out-of-control humanitarian and border security crisis? What are the push factors in Central America and the pull factors in the United States that have led to near-record migration flows in the past few months, when many of these factors have been present for years? This report draws on enforcement and other data from the United States, Mexico, and Central America, as well as analysis of changing migration trends and Trump administration policies to comprehensively tell this story. An enforcement system designed for the main challenge at the border for decades—illegal immigration of Mexican adults—has not been repointed to address the rapidly changing flows of families and unaccompanied children from Central America, many seeking humanitarian protection, others wanting work or to reunite with relatives already in the United States. The change has been dramatic: In 2008, Mexicans comprised more than 90 percent of apprehensions. By fiscal 2019, Guatemalans, Hondurans, and Salvadorans represented nearly three-quarters of apprehensions, with two-thirds composed of families or unaccompanied children. The border enforcement model must be urgently re-envisioned given the changing characteristics of today’s mixed flows, and with migration from Central America and potentially from other parts of the hemisphere and regions of the world, constituting today’s major and longer-term challenge to U.S.-Mexico border security and border management, the authors write. Rather than taking on ever more enforcement-oriented and punitive measures, which paradoxically have made the situation at the border worse, the U.S. government must turn its attention to a range of other elements. These include focusing on improving the asylum system to make processing more timely while remaining fair; reconfiguring border enforcement strategies and operations; increasing the use of supervised release pending asylum decisions; and an increased focus on regional cooperation in migration management and in tackling root causes of migration.

58. Credentials for the Future: Mapping the Potential for Immigrant-Origin Adults in the United States

As the U.S. workforce ages, baby boomers retire, and birth rates decline, the United States is facing an estimated shortfall of 8 million workers between now and 2027. At the same time, the U.S. economy is becoming ever more knowledge-based. Having a marketable postsecondary credential, whether an academic degree or a professional certification or license, has become more of a necessity to secure a job that pays a family-sustaining wage. Amid these economic changes, immigrant-origin adults—that is, immigrants and their U.S.-born children—are projected to be the primary source of future labor-force growth. Yet about 30 million of the 58 million immigrant-origin adults in the country as of 2017 did not have a postsecondary credential, representing 30 percent of all U.S. adults without one. These immigrants and their children are thus an important target group for efforts by governments, educational institutions, civil society, and employers to boost the credential attainment of U.S. workers. This report offers a first-of-its-kind profile of immigrant-origin adults without postsecondary credentials, including a look at key sociodemographic characteristics, geographic distribution, and factors such as English proficiency and legal status that can affect their access to workforce programs. It also considers the labor-market returns of nondegree credentials, finding that immigrant-origin adults who hold such certifications or licenses have higher rates of labor-market participation, higher wages, and lower unemployment than counterparts who lack them. “Helping a significant share of these 30 million immigrant-origin adults obtain postsecondary credentials,” the authors conclude, is “a critical tool in meeting national and state education goals, addressing current and projected labor shortages, and raising labor productivity.”

Abstract:
Noncitizens have a long history of serving in the U.S. military, and in many periods, the promise of expedited naturalization has been used to encourage them to do so. More than 760,000 noncitizens have enlisted and obtained U.S. citizenship over the past century, with peaks during the World Wars and a smaller uptick since September 11, 2001. Yet in recent years, Congress and the Defense Department have raised vetting requirements and changed training and naturalization timelines for noncitizen recruits, citing national security concerns. Such concerns are nothing new, but past military policies have generally reflected the view that national security is better served by having a fully staffed and highly skilled fighting force than by keeping noncitizens out. This policy brief puts these recent changes into context, offering both a historical look at noncitizens in the U.S. military and analysis of how they could help meet modern recruitment needs. Among other things, the brief looks at the Military Accessions Vital to the National Interest (MAVNI) program, through which more than 10,000 noncitizens with in-demand skills have entered the military since 2008 and before recent policies effectively halted the program. The brief also discusses approaches policymakers could take to balance security concerns with the potential benefits of allowing noncitizens with key linguistic, cultural, health-care, and cyber skills to serve in the armed forces.

60. Legal Protections for K-12 English Learner and Immigrant-Background Students

Abstract:
Although education is in many ways a responsibility of states and localities, the U.S. federal government also has an important role to play. National laws, court rulings, and policy guidance help ensure that English Learner (EL) and immigrant-background students have equitable access to a meaningful education. It is then up to states and school districts to color in many of the details as they implement these protections in their free, public primary and secondary school systems. This EL Insight lays out seven key ways the U.S. government protects the educational rights of EL and immigrant-background students, including those with Limited English Proficient and unauthorized-immigrant family members. It also explains the legal framework behind these rules, who enforces them, and how they can be seen in action in schools across the country. Some of the policies highlighted in this brief—such as using a two-step home language questionnaire and English assessment to identify which students are ELs—are well established and look similar across the country. Others, such as requirements for what credentials teachers must have to work with ELs, vary considerably. And while some legal protections have become a basis for strengthening broader educational policy, many have limitations or have fallen short their implementation. This brief is the latest in a series of English Learner Insights, which also includes an introduction to finding and using EL data and to the instructional models schools use to serve ELs.
