This collection reveals the growing prevalence of nonkinetic tools while exploring the balance authorities must strike between preventing attacks and protecting civil rights. Two very different events epitomized the CT/CVE challenge facing the incoming Biden administration in 2021: the January 6 insurrection at the Capitol and the August U.S. troop withdrawal from Afghanistan. The first reflected the sharp rise in violent extremism from white su­premacists, anti-government actors, and other similar figures, while the second presented the disturbing prospect of Taliban-ruled Afghanistan as a haven for Islamist terrorism. These watershed moments occurred as Washington sought to free up funds to address a wide range of equally important national security issues, from the rise of China and Russia, to climate change, domestic infrastructure needs, and public health issues. The tenth volume of The Washington Institute’s Counterterrorism Lecture Series, edited by Matthew Levitt, covers the period January 2021 to March 2022. While revealing a trend toward nonkinetic tools—as indicated by a full-day Institute panel devoted to the subject—the selections also probe the delicate but necessary balance officials must strike between preventing attacks and protecting civil rights.

The Quilliam Foundation is a “counter-extremism” think-tank that has worked with a number of individuals and organizations that promote anti-Muslim views. The organization has called for tougher action on “non-violent extremism” and supports CVE policies, which many civil rights organizations state are based on faulty science and only seek to criminalize and securitize Muslims. The think-tank shut down in April 2021 citing “lack of funds.”

Abstract:
The Naturalization Era (1790–1952) was a defining period for immigration and conceptualizations of citizenship in the United States. During this era, Muslim immigration and naturalization were limited by laws that barred or severely restricted immigration from Muslim-majority areas of the world and court rulings that reserved naturalization rights for white individuals. In the midst of the civil rights movement, the Immigration and Nationality Act of 1965 opened the doors to increased immigration from Muslim-majority countries. In April 2021, the US House of Representatives passed a bill titled the NO BAN Act, which would limit the ability of any US president to impose a travel ban on the basis of religion.

Abstract:
The Holy Land Foundation (HLF) was the largest Muslim charity in the U.S. before it was selectively targeted by the Bush administration less than three months after the 9/11 attacks. After years of litigation—including a mistrial and constitutionally-dubious prosecutorial tactics—the federal government eventually secured criminal convictions against HLF and five of its officers/employees, including Shukri Abu Baker, Ghassan Elashi, Mohammed El-Mezain, Abdulrahman Odeh, and Mufid Abdulqader. The Holy Land Foundation case was paradigmatic for the federal government because they viewed it as a high-profile, post-9/11 counterterrorism financing case. The case has also been used by anti-Muslim activists and organizations to smear Muslim American leaders and organizations as ‘terror-linked.’

Abstract:
Although it is not Black History month anymore, the anniversary of the assassination of Martin Luther King Jr. was on April 4th 1968. Recently our nation is filled with high racial tension due the presidential elections and the focus on police brutality directed at black populations. A movement aimed at promoting a multi lateral view of what is to be black in America emerged called Black Lives Matter. This national movement influenced college campus across the country to participate in a National Die In for the University of Denver. This took place at the Anderson Academic Commons. On Monday April 4th at 4 PM students and Faculties and community members all met up to partake in this event for a remembrance of not only Martin Luther King Jr. but also to remember Laquan McDonald a teenager in Chicago who was shot 16 times under 13 seconds. All this various factors gave me concern, where are the voices of those with African roots within Academia.

9. Lending a Hand: How Small Black Businesses Supported the Civil Rights Movement

Abstract:
A large literature has detailed the seminal roles played in the Civil Rights Movement by activists, new political organizations, churches, and philanthropies. But black-owned businesses also provided a behind-the-scenes foundation for the movement’s success. Many black-owned businesses operated across the South because they provided goods and services to black customers who could not attain them from white businesses because of segregation. These small business owners very often played roles in civic matters that their counterparts in larger firms did not. Their civic participation and support contributed far more to the potential for political progress than scholars have recognized. Some accounts of the Montgomery Bus Boycott, for example, underestimate the significance of the role played by Montgomery’s community of black-owned businesses, from taxis to pharmacies. Examples from the Civil Rights Movement in Mississippi also illustrate the importance of local small businesses: black business owners were on the front lines, resisting strong pressures from the white community. This paper analyzes these episodes and places them in the context of black-owned businesses in the United States in the 1950s and 1960s, albeit descriptively given the unevenness and unavailability of standardized statistics. It also traces the debates over “Black Capitalism” and how the decline of segregation led to dramatic reorganizations of black businesses.
