13. The Effects of US-China Cooperation on Fentanyl Markets and Overdose Deaths

Abstract:
Drug overdose is the leading cause of death among Americans aged 15–44, exceeding heart disease, cancer, suicide, vehicular accidents, and COVID-19 in 2023. Most drug deaths are associated with fentanyl. This paper uses data on illicit drug prices to estimate reduced-form price equations of fentanyl, oxycodone, and alprazolam based on supply and demand, including hedonic characteristics. The results are used to estimate the relationship between fentanyl prices and overdoses. They suggest that the Chinese embargo on fentanyl shipments to the United States beginning in May 2019 raised street prices for a limited period, reducing fentanyl overdose deaths in the United States by roughly one-quarter over a three- to five-month period after the announcement.

Abstract:
The link between financial self-reliance and geopolitical power has long been debated. The unbalanced Sino-American trade relationship has created asymmetric financial ties which generate potential sources of leverage for both parties and will not quickly disappear. Absent a clarifying major crisis, it will be difficult to definitively determine which party has greater leverage. Many in the United States (US) are concerned about indebtedness to its primary strategic rival, and the risks posed by a sudden Chinese withdrawal from US financial markets. US policymakers actively sought to encourage China’s top leadership not to withdraw financing from the market for US Agency securities in the run-up to the global financial crisis. Yet China also sees risks in this unbalanced financial relationship. Chinese policymakers have expressed concern about the domestic political consequences of losses on either their Treasury or Agency holdings and actively have sought to diversify China’s reserves – including by substituting the risk of lending to developing economies for the visibility associated with large holdings of Treasuries in US custodians. China increasingly worries that its dollar holdings and the dollar’s global role increase its vulnerability to potential financial sanctions. Both parties thus worry about the possibility that financial interdependence can be weaponized yet find it hard to extricate themselves from the inevitability of financial interdependence absent a clean break from an entrenched pattern of trade imbalances.

The “guardrails” that President Biden and President Xi envisaged in Bali in November 2022 began to be emplaced at their November 2023 summit in Woodside, California. In-person, leader-led communication was deepened, reassurances exchanged, and practical—albeit modest—“deliverables” locked down on several fronts, including restarting mil-mil communications, cracking down on fentanyl precursors, addressing the national security harms of artificial intelligence (AI), and increased people-to-people exchanges. The establishment of numerous bilateral working groups will ensure an almost full plate of across-the-board consultations in 2024 as well as the means to troubleshoot irritants on short notice. As stabilizing as the Woodside summit was, it failed to deflect the US-PRC relationship from its larger overall trajectory of “selective decoupling” across a range of advanced technologies and frontier industries (microelectronics; quantum; AI; biomanufacturing; clean energy). Strategic trade controls and other competitive actions were doubled down upon. With a pivotal US presidential election looming in 2024, questions abound on the longer-term durability of a rehabilitating US-PRC relationship.

For the US-India bilateral relationship, the first four months of 2024 was a repeat of the quarters of the last three years. Differences in attitudes toward Cold-War era partnerships surfaced and upset the calm in bilateral relations. Still, there were significant strides in the economic and trade front. The dispute over the killing in Canada of a Khalistan separatist designated a terrorist by India marred the security partnership. Still, Washington continued diplomatically to support India vis-à-vis China’s provocations such as bestowing Chinese names on Indian towns. Visits by top American military brass underscored the growing security cooperation between the two democracies. The nature of electoral democracy, though, created some diplomatic tension. While heated rhetoric and polemical campaign statements in India provided fodder for the Western press to question the supposed “values-based” partnership with India, President Joe Biden’s suggestion that Japan and India were as xenophobic and anti-immigrant as Russia and China angered many in India. These episodes were minor squalls compared to the hurricanes the bilateral relationship has endured over the last 50 or 60 years. While elections and security divergences made headlines, the relationship continued to build on pillars of trade and technology cooperation.

US-China relations were marked by a paradox during the first trimester of 2024. On the one hand, a distinct stabilization was evident in ties. The two sides made concerted efforts to translate their leaders’ ‘San Francisco Vision’ into reality. Cabinet officials exchanged visits across the Pacific, working groups and dialogue mechanisms met in earnest and produced outcomes, functional cooperation was deepened, sensitive issues such as Taiwan were carefully managed, and effort was devoted to improving the relationship’s political optics. On the other hand, the negative tendencies in ties continued to deepen. Both sides introduced additional selective decoupling as well as cybersecurity measures in key information and communications technology and services sectors, with US actions bearing the signs of desinicization—rather than mere decoupling—of relevant supply chains. The chasm in strategic perception remained as wide as before. In sum, the “new normal” in US-China relations continued to take form, one piece at a time. What a difference a year makes. At this time in late-April last year, the US and China were barely communicating, still smarting from the balloon incident of February 2023. It was not until US National Security Advisor Jake Sullivan and CPC Central Foreign Affairs Commission Director Wang Yi met in Vienna in mid-May 2023 that a semblance of normality began to be restored to the relationship. Twelve months on, there has been an almost across-the-board restoration of communication channels, a deepening of functional cooperation across issues areas, and a concerted effort to manage the political optics of the relationship for the better – this, despite deep differences in strategic perception between the two sides.

19. Responsibly Demilitarizing U.S.–Mexico Bilateral Security Relations

These are trying times for U.S.–Mexico relations. As America’s opioid epidemic reaches unprecedented proportions, U.S. politicians have begun to advocate unilateral military action against Mexican drug cartels in sovereign Mexican territory. This approach would not only do extraordinary damage to one of America’s most vital international relationships, but also carry a real risk of importing violence to the United States. The calls for military action have infuriated Mexico’s leaders, who in turn criticize America’s broken and inhumane border security and Washington’s inability to curb the seemingly insatiable demand for drugs in the United States. The basis for the neighboring nations’ security cooperation, the 2008 Mérida Initiative, seems to have failed, largely failing to stem the tide of violence and instability in Mexico, or to halt the cross border flow of migrants, guns, and drugs. The result is poor regional security and a deteriorating bilateral relationship. There is reason to hope that the Plan Mérida’s replacement, the U.S.–Mexico Bicentennial Framework for Security, Public Health, and Safe Communities, will strengthen bilateral cooperation and help put security relations on a path to demilitarization. However, since the State Department announced the framework in 2021, little progress has been made in developing the shape and contents of this program. The continued failure to articulate how the Bicentennial Framework will represent a meaningful break from failed policies in the past suggests militarized enforcement may still dominate security relations for years to come. This status quo poses grave risks to both countries. But through the Bicentennial Framework, U.S. policymakers have the potential to make meaningful changes in bilateral security relations by: Rejecting U.S. unilateralist measures against Mexico Developing more robust policies to halt U.S. arms flow to Mexico Reducing the military’s role in enforcement functions and redirecting military entities toward civil action and development Supporting Mexico–led development programs By decreasing the scope of militarization in regional security policies through an appropriately designed Bicentennial Framework, the United States and Mexico can achieve healthier and more balanced relations, and eliminate the risk of a worst-case scenario: unilateral U.S. military intervention next door.
