Abstract:
As expected, Egypt's first parliamentary election after the overthrow of longtime leader Hosni Mubarak confirmed the popularity and organizational strength of the Muslim Brotherhood and Freedom and Justice Party, which won 77 of the 156 parliamentary seats contested in the first electoral round. Surprisingly, it also revealed the unexpected strength of the Salafi alliance, dominated by the al-Nour party, which secured 33 seats. Much to the discomfort of secular Egyptians and Western governments, Islamist parties now dominate the Egyptian political scene.

Abstract:
Algeria's intrastate war in the 1990s, during which militant Islamists and the state fought fiercely against each other, still raises questions concerning the decisive factors leading to its onset and escalation. This paper uses the resource curse approach and the rentier state theory to understand the impact resource wealth could have had on the outbreak of this violent conflict, then goes one step further, adopting a context‐sensitive approach. This approach attempts to juxtapose those conditions directly linked to the resource sector with the general conflict‐fueling conditions diagnosed in Algeria. It takes into account conditions both within the country and in the international context. The application of a context matrix allows us to examine the interplay of resource‐related factors and other conflict-driving forces, such as socioeconomic, demographic and ideological changes. Such an approach not only broadens the general understanding of the resource‐violence link but also enhances our understanding of the eruption of violence in Algeria.

53. Shifting Sands: The Impact of Satellite TV on Media in the Arab World

Media in the Middle East and North Africa (MENA) are freer than they were a decade ago, with a proliferation of satellite television news channels leading the way. Arab newscasts cover events in real time, sometimes scooping their Western competition with spot news coverage of regional conflicts. Talk shows regularly stir controversy by airing contentious views, breaking social taboos, and giving regional platforms to political opposition groups. Government-run media have been forced to compete or lose audiences. Yet most governments in the MENA region have managed to retain a tight grip on media, whether through the arbitrary application of restrictive and vague press laws, limits on media production, or a kinship, political, or business relationship with media owners. There are exceptions, and transnational news channels generally operate under fewer constraints than local broadcasts. But only three Arab countries, for instance, were ranked “partly free” for media by Freedom House in its 2009 Freedom of the Press index; the rest remained “not free.” Similarly, the International Research Exchanges Board (IREX), in its 2006/2007 Media Sustainability Index (MSI) for the Middle East and North Africa, found that media freedom in a majority of Arab countries had worsened or remained stagnant since a 2005 survey; only in five of the 18 countries surveyed had media freedoms slightly improved.

Abstract:
In 2003, the Danish government launched the Partnership for Dialogue and Reform (PDR) with the dual objective of 1) establishing a basis for improved dialogue, understanding and cooperation between Denmark and the Arab region; and 2) supporting existing local reform processes in the Middle East and North Africa. With the first objective, which is the focus of this study, PDR was intended to demonstrate the trivialization of Huntington's thesis of a clash of civilizations that Al Qaeda, only few years before, had brought back to the limelight of international politics and endeavoured to prove. PDR was to show populations in Europe and the Arab world that there was indeed a strong, shared agenda between the so-called West and the mother-region of the Islamic world and that mutual misconceptions and prejudice could be overcome through the joined pursuit of this agenda of progress.

With President Hosni Mubarak's health reportedly deteriorating, the stage is set for an uncertain transition. Egypt's botched parliamentary elections have been the first act in this succession drama, paving the way for next year's decisive presidential elections. As the Middle East's traditional powerhouse, the outcome of this transition process is going to have important repercussions that will be felt far beyond Egypt's borders.

Bien plus que la violence terroriste, les problèmes économiques et sociaux sont susceptibles de favoriser une érosion des États tant les défis auxquels ils sont confrontés nécessitent un investissement important des gouvernants pour y remédier. Et les Etats ont besoin de bâtir la légitimité nécessaire pour mener des réformes structurelles susceptibles de favoriser une alternative à l'évolution actuelle. La lutte contre le terrorisme isla- miste ne doit pas leurrer les dirigeants maghrébins et les partenaires européens sur les vraies menaces qui pèsent sur la région. Le processus d'informalisation en cours au Maghreb laisse craindre à terme une incapacité des équipes dirigeantes à maîtriser une évolu- tion qui sape les possibilités d'instaurer des États modernes.

This week, in a striking symbol of improved U.S.-Libyan relations and Tripoli's reengagement with the international community, Libyan leader Muammar Qadhafi is set to address the UN General Assembly. Previously, Qadhafi refused to visit the UN headquarters because it was located within the borders of "an enemy of humanity." Although the dynamic has changed, in the aftermath of the release of Abdel Basset al-Megrahi, the convicted perpetrator of the Lockerbie bombing, few have high expectations for Qadhafi's UN visit. Nevertheless, the Libyan leader could capitalize on his visit to draw closer to the Obama administration, although it is impossible to know how Libyan domestic considerations or other factors will impact Qadhafi's behavior in New York. These may eventually dictate a more inflammatory path.

Abstract:
Al-Qaeda in the Islamic Maghreb, established in January 2007, is the latest in a long line of Algerian jihadi groups. Like many terrorist organizations, AQIM enjoys global media exposure on activist Internet sites, but unlike other al-Qaeda franchises, it has managed to maintain its indigenous leadership. The group has become known for fearsome suicide attacks, which were previously unheard of in Algeria, but has failed to incorporate the jihadi outfits from neighboring Morocco and Tunisia. AQIM has therefore focused on the northern Sahara, carving out safe havens and threatening weak government forces, first in Mauritania, and now increasingly in Mali.

Abstract:
This paper looks at the dynamics affecting the development of civil society in Morocco within the context of the European Neighbourhood Policy. It explores cooperation mechanisms in three domains of civil society endeavour – women's rights, human rights and socio-economic rights. In each area, the paper examines the kinds of mechanisms and opportunities emerging for the promotion of civil society, and which forms of action and stances taken by civil society have been encouraged (or otherwise). The paper contends that the development of civil society has triggered different responses by the state and international community. While civil and political rights have preoccupied domestic and international actors, socio-economic rights have long been absent from their agendas. Yet it is argued here that shifting responsibility for issues in the socio-economic domain to civil society is highly problematic under the current circumstances of state building, and poses risks of further ruptures in Moroccan society.

The Society of Muslim Brothers' success in the November-December 2005 elections for the People's Assembly sent shockwaves through Egypt's political system. In response, the regime cracked down on the movement, harassed other potential rivals and reversed its fledging reform process. This is dangerously short-sighted. There is reason to be concerned about the Muslim Brothers' political program, and they owe the people genuine clarifications about several of its aspects. But the ruling National Democratic Party's (NDP) refusal to loosen its grip risks exacerbating tensions at a time of both political uncertainty surrounding the presidential succession and serious socio-economic unrest. Though this likely will be a prolonged, gradual process, the regime should take preliminary steps to normalise the Muslim Brothers' participation in political life.
