Abstract:
The arraignment Friday of Brian Regan, an employee of the National Reconnaissance Office, on charges of espionage for Libya, once more places Colonel Mu'ammar Qaddafi's domain on the front pages. The secrets sold to Libya may have included information about American satellite over-flights which have in the past been able to provide early warnings about Libyan construction of facilities designed to produce or test weapons of mass destruction (WMD) and missiles. In the last two years, Libya's acquisition of missile technology and its pursuit of chemical weapons have raised alarms. The espionage episode comes at a particularly inopportune time, as the CIA's most recent assessment concludes, "Tripoli has not given up its goal of establishing its own offensive [chemical weapon] program."

Embattled by popular protests for more than two months, the Algerian government — in advance of President Abdelaziz Bouteflika's historic July 12 White House visit — faces the most significant challenge to its authority in nearly a decade. Defying a recent government ban on protest marches, the Berber-led opposition has called for another demonstration on July 5, Algerian Independence Day. Meanwhile, tensions between the regime and Algeria's angry populace show little sign of abating, increasing prospects for a violent summer of discontent.

Abstract:
Since the end of the Second World War, millions of immigrants have arrived on French shores. Although such an influx of foreigners has not been unusual in French history, the origin of the postwar migrants was of a different character than that of previous eras. Prior to World War II, the vast majority of immigrants to France came from within Europe. Since 1945, however, an important percentage of migrants have come from non- European sources. Whether from former colonies in North Africa, Southeast Asia, or sub- Saharan Africa, from overseas departments and territories, or from countries such as Turkey or Sri Lanka, recent immigration has created a new ethnic and cultural pluralism in France. At the end of the 1990s, the visibly nonwhite population of France totals approximately five percent of all French residents. With millions of ethnic-minority citizens and denizens, the new France wears a substantially different face from that of the prewar era.

The American component in the EU Middle East Policy cannot be considered in isolation. The transatlantic relationship has a complex character and, for this reason, there are linkages between different issues. The influence of transatlantic relations and the U.S. on what the EU does or does not do in the Middle East is not necessarily tied to the Middle East itself and to specific Middle Eastern issues debated in transatlantic relations. It may stem from other issues.

The area currently encompassed by the Euro-Mediterranean Partnership (EMP) reflects fairly well the broad Western perception of the new strategic situation established by the end of the Cold War. The North Atlantic Council described this situation very aptly in the strategic concept it approved in Rome in 1991, though it meant to refer primarily to the European East: “Risks to Alliance security are less likely to result from calculated aggression against the territory of the Allies, but rather from the adverse consequences of instabilities that may arise from the serious economic, social and political difficulties, including ethnic rivalries and territorial disputes . . . The tensions that may result . . . could lead to crises inimical to European stability and even to armed conflicts.”

Abstract:
In November 1995, the European Union signed a wide-ranging declaration with the twelve littoral states of the South Mediterranean at the end of a major conference in Barcelona. The declaration outlined an agreed policy for future relations between the EU and its Mediterranean partners which sought to create a zone of shared stability, prosperity and peace. This policy is designed to condition relations throughout the Mediterranean on a new basis of partial economic integration and cooperation over mutual security issues, together with support for regional political, cultural and social development. It has extremely ambitious objectives and represents a new departure for the European Union, although the means proposed to achieve it have been modest. Now, almost five years after its inception, it is appropriate to consider to what degree it has begun to realize the objectives it set for itself, given the fact that they should be achieved by the year 2010.
