1. Guidebook on Nigeria’s Energy Transition

Abstract:
This guidebook serves as a comprehensive reference tool for the Nigerian government, as well as an accountability tool that enables Nigerian civil society actors to track the government’s implementation of its commitments to the energy transition. Nigerian government has designed to transition from fossil fuels—oil, gas and coal—to renewable energy technologies, including institutional, policy, legal and fiscal frameworks. It is informed by engagements with state and non-state actors including representatives of the government, the private sector, communities, youth and women’s groups, and by their views of the strengths and weaknesses of Nigeria’s energy transition plans. Accounting for Nigeria’s unique context and peculiarities as a fossil-fuel-dependent nation, the guidebook seeks to provide greater clarity on ways to navigate the energy transition for the Nigerian government, civil society, the media, the country’s citizens and the international community. It also seeks to mitigate transition led shocks and strengthen the overall transition process in Nigeria. The guidebook can enhance stakeholder knowledge of Nigeria’s energy transition process and government action to accelerate the transition. This should encourage the adoption of a comprehensive plan aligned with the needs and realities of most Nigerians. The insights provided in the guidebook may also inspire and influence regional conversations across the African continent, creating a collective demand for a people-centered and just energy transition in multiple countries.”

2. Exxonmobil and Community Development: an Evaluation of its Corporate Social Responsibilities to Host Communities in Akwa Ibom State

Abstract:
Multinational oil companies are expected to be socially responsible to their workers, communities and other stakeholders through their social activities, even at the expense of their immediate profit. In line with the above, ExxonMobil has claimed to have invested millions of dollars in community development projects within the host communities since her inception. The host communities on the hand claimed that the company has reneged on its corporate social responsibilities to them. The main objective of this work is to assess ExxonMobil efforts in discharging its corporate social responsibilities (CSR) in oil producing communities of Akwa Ibom State in Nigeria. To achieve the objective of the study, survey and descriptive research design were adopted. Data were drawn from both primary and secondary sources. Accordingly, stakeholder theory of CSR was used as theoretical framework. The major finding of the study revealed among others that ExxonMobil h ad not significantly engaged in health care and skill acquisition programme in its host communities in Akwa Ibom State due to poor implementation of corporate social laws as well as the complicity of the Community Liaison Officers (CLOs) and the Exxon Mobil officials in the implementation of corporate social projects and programmes within the host communities. Based on the findings, the study recommended among others that the government should put a legal framework on ground that will make Corporate Social Responsibility mandatory as against the practice currently in vogue where Corporate Social Responsibility is discretionary. This will make the oil and other multinational companies operating in Nigeria to take CSR as a serious business rather than what is obtainable.

Abstract:
The conflict in the Niger Delta region (Nigeria) has become one of the most environmentally and humanly devastating contexts on the African continent since the 1960s. The network of different actors involved in this context forms a complex web in which multiple and asymmetrical dynamics and interactions can be identified. From Jason Moore’s World-Ecology perspective (2015), the article suggests that this complex interaction should not be understood as a mere postcolonial episode in the context of globalisation, but as a historical network of relations. This network, in which human and extra-human natures are intertwined, is key to understanding the process of capital accumulation in the region and the resulting capitalogenic violencesince the 16th century. Against this background, the article also attempts to counter the tendency to interpret violence and social resistance in the Niger Delta region as mere criminal phenomena or from narratives such as the “resource curse” that has simplified the multidimensionality of violence. In this sense, the paper analyses the different forms, strategies and meanings through which local resistance movements have tried to safeguard and re-appropriate their livelihoods and the commons in recent decades in the face of the growing presence of multinational oil corporations.

4. Gender and Extractive Governance: Lessons from Existing Legal and Policy Frameworks

Greater gender equality accompanies economic advancement. However, in countries rich in oil, gas and minerals, economic advancement has not served women and gender minorities as well as men. On the contrary, gender inequality is more pronounced in countries significantly reliant on the extractive sector. The negative impacts of overreliance on the extractive sector appear at both the national level and the sites of major extraction projects. While the gendered issues related to the extractive sector have been broadly acknowledged, efforts to address them are not well developed. This report focuses on gender and governance of the extractive industries, and is part of the larger Gender and Extractives project, funded by the Open Government Partnership (OGP) and the World Bank Multi-Donor Trust Fund, and executed by the Natural Resource Governance Institute (NRGI) in partnership with the World Resources Institute (WRI). It aims to inform a new generation of gendered OGP commitments in relation to the extractive sector, building on the momentum created by the Break the Roles campaign and the growth in attention now paid to advancing gender equality in the extractive sector. The research examined the legal and policy frameworks in 12 OGP countries: Argentina, Canada, Colombia, Ghana, Indonesia, Kenya, Morocco, Mongolia, Nigeria, Peru, Sierra Leone and Tunisia, identifying 62 laws, policies, regulations, guidelines and other official documents that referenced the extractive sector and gender or women.

Abstract:
Decisions about how the oil, gas and mining sectors are governed determine the wellbeing of the billion people living in poverty in resource-rich countries. Where policies and practices ensure informed, inclusive and accountable decision making, natural resources can enable fair, prosperous and sustainable societies, rather than undermine them. The climate crisis, the coronavirus pandemic and dramatic changes in global energy markets have increased the stakes of good governance. Complex decisions about how to enable the political and economic adaptations necessary for a managed phaseout of fossil fuels and responsible increase in production of transition minerals sit at the heart of this dual crisis. Governance of the oil, gas and mining sectors will play a central role in the transition away from fossil fuels and the return to progress against poverty. The Natural Resource Governance Institute (NRGI) produces the Resource Governance Index (RGI) as a diagnostic tool to measure the governance of oil, gas, and mining sectors in select countries and to highlight opportunities for policy and practice reforms at the global, regional and country levels. The 2021 RGI assesses the governance of extractive sectors in 18 countries, including both established mineral and hydrocarbon producers, as well as new and prospective entrants to natural resource production.

Oil endowment has been a significant factor in Africa’s history, politics, and development. The continent was positioned strategically following the global energy transition from coal to crude oil in the latter part of the nineteenth and early part of the twentieth centuries, which shaped the history of oil in Africa.1 Today, Africa’s oil reserves serve both as a supply of oil to the global market and as a node for the continued integration of the continent’s petro-economies into a volatile global oil market. However, the fortunes of Africa’s oil-producing states depend on a commodity whose price they do not determine, and they find themselves with limited options to collectively leverage their positions on the global stage.

7. Equipping the Nigerian National Petroleum Corporation for the Low-Carbon Transition How Are Other National Oil Companies Adapting?

Abstract:
The Nigerian National Petroleum Corporation’s (NNPC) persistent governance challenges have both hampered Nigeria’s oil sector development and deprived the country of public resources. The oil, climate, and COVID-19 crises and the ramp-up of the low-carbon transition exacerbate this reality, with the national oil company (NOC) delivering sub-optimal returns to its stakeholders. Other NOCs have taken meaningful steps to become players in the low-carbon energy transition domestically or in­ternationally—for example, Sau­di Arabia’s Saudi Aramco, Norway’s Equinor, Brazil’s Petrobras, Malaysia’s Petronas, and Algeria’s Sonatrach. These NOCs can serve as sources of inspiration for NNPC. These five NOCs have also undergone reforms of various aspects of their corporate governance. Even if not always sufficient, these reforms position them to be players of the energy transition. The current crisis provides a unique opportunity and political momentum for the Nigerian government and legislature to reconsider NNPC’s role in the context of the energy transition and implement profound reform of the company. While it is an incredible policy and political challenge, other NOCs are showing the way, and policy guidance is already out there to guide countries and companies.

However, the fortunes of Africa’s oil-producing states depend on a commodity whose price they do not determine, and they find themselves with limited options to collectively leverage their positions on the global stage. This article explores the geopolitical consequences of the imminent energy transition from oil to non-carbon and renewable sources of energy for Africa’s largest oil producer and exporter: Nigeria. It argues that the growing use of non-carbon and renewable forms of energy will impact African oil producers negatively, particularly in relation to economic growth, national stability, and diminished international influence. The potential impact of a global energy transition for Nigeria is significant for a continent whose oil producers include Algeria, Angola, Chad, Egypt, Equatorial Guinea, Gabon, Libya, and South Sudan—particularly when grappling with its emerging implications. This transi- tion assumes greater importance in the face of new oil discoveries in other Afri- can countries such as Ghana, Mauritania, Mozambique, Kenya, Tanzania, and Uganda. The new oil discoveries have revived the debate over the implications of the geopolitics of oil in Africa, as well as in an energy-hungry world that is simultaneously caught in a “global energy dilemma.”2

Abstract:
Oil wealth comes with a caveat-depend on it excessively and be buffeted by oil market volatility. The 2014 oil price crash revealed that Nigeria did not heed this warning. The country’s expenditure forecasts are based on an assumed oil price so that the government was caught flatfooted when the crash began around June. Under duress, public officials eventually revealed how financially irresponsible governance was during the years of plenty: after a tussle with the President, State Governors shared oil profits stowed in a “rainy day” account called the Excess Crude Account (ECA) amongst themselves; they allegedly also hindered the growth of the country’s Sovereign Wealth Fund. It does not seem like those hard-won funds were spent in the public’s interest-reports detailing several state governments’ inability to fund public investments and pay public servants’ salaries have continued to arise into 2018.
