41. Toward a More Efficient Taxation System in New Zealand

Abstract:
After the radical reforms undertaken in the 1980s, the NZ tax system has long been regarded as one of most efficient within the OECD, and is based on a comprehensive income approach. Looking forward, the country will require a tax regime that helps the economy to continue raising living standards, supports savings and investment and copes with emerging pressures such as increasing geographic mobility of labour and capital. In this context, it will be important to have in place a clear long-term direction for the tax system to guide reforms. There are at least two broad options that are worth considering: adapting the system within a comprehensive income approach or adopting a dual income tax system. Future changes to the tax system need to be consistent with the approach ultimately adopted. In any case, a number of limitations of current tax bases will need to be tackled.

42. Inequality and Mortality: Long-Run Evidence from a Panel of Countries

Abstract:
We investigate whether changes in economic inequality affect mortality in rich countries. To answer this question we use a new source of data on income inequality: tax data on the share of pretax income going to the richest 10 percent of the population in Australia, Canada, France, Germany, Ireland, the Netherlands, New Zealand, Spain, Sweden, Switzerland, the UK, and the US between 1903 and 2003. Although this measure is not a good proxy for inequality within the bottom half of the income distribution, it is a good proxy for changes in the top half of the distribution and for the Gini coefficient. In the absence of country and year fixed effects, the income share of the top decile is negatively related to life expectancy and positively related to infant mortality. However, in our preferred fixed-effects specification these relationships are weak, statistically insignificant, and likely to change their sign. Nor do our data suggest that changes in the income share of the richest 10 percent affect homicide or suicide rates.

Abstract:
Almost everyone agrees that the U.S. health care system is in dire need of reform. But there are differing opinions on what kind of reform would be best. Some on the political left would like to see us copy one of the government-run “single-payer”systems that exist in Western Europe, Canada, and New Zealand, among other places. Proponents of socialized medicine point to other countries as examples of health care systems that are superior to our own. They insist that government will make health care available on the basis of need rather than ability to pay. The rich and poor will have equal access to care. And more serious medical needs will be given priority over less serious needs.

Abstract:
Within the single month of November 2004, Saskatchewan became the latest Canadian province to accept same-sex marriage, South Africa's Supreme Court of Appeal held the limitation of marriage to opposite-sex couples to be unconstitutional, the United Kingdom became the latest European country to introduce civil partnerships as an institution for same-sex couples analogous to marriage, and the government of New Zealand presented a Bill to the New Zealand Parliament to do the same thing in that country. In the 15 years since Denmark became the first country in the world to introduce such an institution most jurisdictions in Western Europe and in Canada, and a handful of states in the United States of America, have followed Denmark's innovation and some have opened up the institution of marriage itself to same-sex couples. The peculiarly North American debate whether civil partnership is a second-rate alternative to marriage as a means of achieving gay and lesbian equality has not been engaged with elsewhere in the world, and it will not be engaged with here. This article intends, rather, to explore the remarkable phenomenon that such a debate is today one of practical reality rather than hypothetical aspiration.

46. Direct-to-Consumer Advertising of Prescription Medicines in the United States and New Zealand: An Analysis of Regulatory Approaches and Consumer Responses

Abstract:
New Zealand and the United States are the only two advanced nations to permit direct-to-consumer advertising (DTCA) of prescription medicines, but they use very different regulatory regimes. This paper examines the evolution of DTCA in both countries, compares the New Zealand self-regulatory model with regulation by the US Food and Drug Administration, and examines consumer survey results from both nations. Surveys reveal striking consistencies in overall attitudes towards DTCA, albeit with strong differences on a few topics directly affected by differences in regulations, such as the balance of risk and benefit information. Consumers think DTCA helps them learn about new drugs and talk to their doctors about possible treatments, with little apparent negative impact on patient-doctor communications. Regulation in New Zealand is more efficient than American regulation, although more effective disclosure of risk information could address concerns raised by New Zealand consumer groups.

In January 2004, China formally requested to join the Nuclear Suppliers Group (NSG), an informal multilateral export control regime that aims to contribute to the nonproliferation of nuclear weapons through the coordination and implementation of guidelines which govern transfers of nuclear material and technology. The NSG's membership comprises the principal nuclear supplier states in Europe and the Americas, as well as Australia, Japan, New Zealand, the Republic of Korea, South Africa, and a number of former Eastern Bloc states, including Russia. The group's decisions, including those concerning the admission of new members, are made on a consensus basis, but the informal nature of the organization means that its decisions cannot be construed as legally binding upon its member countries.

Abstract:
A key feature of this phase of globalization is a speedy catalyzation of a heretofore unseen degree of human mobility and cultural interpenetration. Unlike the earlier epochs in the making of the modern world (16th through the early 20th-century), when Europeans were the main groups leaving their homelands to find better lives in other parts of the word, the contemporary era is witness to a dramatic reversal movement. Many in Africa, Central and South America, and Asia have come or are earnestly planning to lift their heels for the “old” West (even to Southern and Eastern Europe) and “neo-Europe” (e.g., the United States, Canada, Australia, and New Zealand). The phenomenal arrival of tens of thousands of Somalis in the United States within the last two decades (first as a trickle and then in larger numbers since the 1990s) is to a great extent part of this trend. It is a happening that is, in one sense, part of an old story, as President Roosevelt correctly asserted, and a continuous aspect in the quintessential making of these United States, marked by the settlement of people from almost every region of the world. As a matter of fact, since the passage of the Immigration Act of 1965 and the Refugee Act of 1980, more than twenty million legal immigrants have entered the U.S. A dramatic demographic consequence of these flows of people, according to the 2000 U.S. Census, is this: At present, those Americans who are foreign-born and their children compose around one-fifth of the American population. If the Somali presence in America is one slice of the latest iteration, the potential for a decent, let alone notable success—in both material and mental terms—depends on how, individually and collectively, they assess the complexities of the new environment and, subsequently, snatch any legitimate turns of chance. To state this point is not to under estimate how difficult circumstances have been, are, or could be. The life histories of others who came before Somalis, including some of European ancestry (e.g., the Irish and southerners from around the Mediterranean),testify to the cruel treatment that might await and the bogushindrances that one must struggle against during the transition.

In the past thirty years throughout Europe, the Americas and more sporadically elsewhere the issue of how to institute some democratic control over security intelligence agencies has steadily permeated the political agenda. There have been two main reasons for this change. In what might be described as the 'old' democracies (North America, Western Europe, Australia and New Zealand) the main impetus for change was scandal involving abuses of power and rights by the agencies. Typically, these gave rise to legislative or judicial enquiries that resulted in new legal and oversight structures for the agencies, some of these achieved by statutes, others by executive orders. The best known examples of these are the U.S. congressional enquiries during 1975-76 (chaired by Senator Church and Representative Pike), Justice McDonald's enquiry into the RCMP Security Service in Canada (1977-81) and Justice Hope's into the Australian Security Intelligence Organisation.

Abstract:
Past macroeconomic and structural reforms have been contributing to stronger growth for the last decade. The economy has also become more resilient, weathering the recent global slowdown well. Productivity growth has picked up, although not by enough to have yet moved New Zealand up the OECD income rankings. Its small size and remoteness may be factors, so encouraging global linkages is important, but more remains to be done to strengthen fundamentals. Recent economic performance has been encouraging: buoyant domestic demand has helped maintain output growth in spite of weak trading partner growth, an appreciating exchange rate and a fall in the terms of trade from recent high levels. Monetary policy will need to be vigilant, given that the economy is probably operating above potential and the housing market is strong. In considering fiscal policy options, the focus should be on those that contribute to the growth performance of the economy, whilst remaining firmly based on a prudent assessment of future revenues and of the long-term challenges connected to ageing. In its growth strategy the government appropriately emphasises fostering innovation, skills and talent, and developing global linkages, but it should maintain a level playing field and avoid sector-specific incentives. It should continue to remove regulatory obstacles to investment, particularly in the area of infrastructure, by improving and speeding up the environmental consent process. The decision to resume cutting tariffs is commendable and also furthers the objective of supporting development in poorer countries. Immigration helps to enlarge the pool of available skills and to develop global connections, both of which contribute to enhancing growth potential. Recent changes that focus admis- sions policy more toward skilled and more employ- able immigrants will help, though the temptation to link immigration policy too closely to manpower plan- ning should be resisted. The labour market functions reasonably well, but the government should avoid measures that would reduce flexibility and raise labour costs. The employment rates of marginal groups could be improved by strengthening incentives to move from welfare to work. In short, only through this whole range of efforts to boost productivity growth and improve labour market outcomes can the nation meet its income aspirations.
