Abstract:: Of all the earth’s regions, the Pacific is one of the most prone to natural disasters. Climate-related disasters such as floods, droughts, and tropical cyclones make the headlines, along with other natural disasters such as earthquakes, tsunamis, and volcanic eruptions. These may be accompanied by crises in public health. Today, many Pacific Island countries rely heavily on government relief and international aid when they face a disaster. Traditional sources of resilience can still play an important role, however, both within local communities and within the broader diaspora of Pacific communities in Aotearoa-New Zealand, Australia, and the US. A better understanding of Pacific cultures from within and a better recognition of the role of the Pacific diaspora and of churches in Pacific communities would also help improve development efforts and disaster response.

Abstract:: Aboriginal groups present with sub-par outcomes in key indicators of well-being across the board. Increased capacity for self-governance presents one possibility for improving these outcomes, but its implementation is complicated by historically acrimonious relationships with federal governments and the larger context of attempting to rectify the complex harms done by colonialism. The solution involves finding the right balance between creating spaces for self-governance and providing the necessary federal assistance where appropriate. This paper discusses the structure of and approaches to Aboriginal self-determination and selfgovernance in New Zealand, Australia, and the United States, with a view toward assessing which approaches could prove effective in Canada. It does so through a variety of lens and by examining impact assessments in a number of key areas.

Abstract:: South Korea is arguably the premier development success story of the last half century. For 47 years starting in 1963, the economy averaged 7 percent real growth annually, and experienced only two years of economic contraction: 1980 after the second oil shock and the assassination of President Park Chung-hee, and 1998 at the nadir of the Asian financial crisis. At the start of that period South Korea had a per capita income lower than that of Mozambique or Bolivia; today it is richer than Spain or New Zealand, and was the first Asian and first non-G7 country to host a summit of the G20, the unofficial steering committee of the world economy.

Abstract:: New Zealand has undertaken wide-ranging reforms over the past 20 years and now has one of the most flexible and resilient economies in the OECD. However, a large external deficit, very low household saving and still-strong inflation pressures indicate an unbalanced growth pattern. There are some signs that these imbalances are starting to unwind, but the short-term outlook remains uncertain. On current settings, it will take time for inflation pressures to dissipate and, notwithstanding a large fiscal surplus, strong growth in government spending is complicating the stabilisation task of the Reserve Bank. Moreover, additional fiscal stimulus beyond present plans – whether from spending increases or tax reductions – would delay internal and external rebalancing and exacerbate the adjustment required to ensure fiscal sustainability in the longer term.

Abstract:: A growing number of countries have anchored their monetary policy to an explicit numerical rate or range of inflation since such an inflation targeting framework was first adopted by New Zealand in 1989. This paper empirically investigates issues associated with inflation targeting using a dataset of 66 countries for the 1980–2000 period.
