Lone-wolf attacks have become a widespread phenomenon in many countries, some have ended with a limited number of casualties. The 2019 Christchurch terror attack resulted in dozens of casualties. This report rigorously examines each phase of the attack to assess where points of intervention may have been overlooked and what can be learned from this experience to evolve counter-terrorism strategy and methods. Professor Ganor shares key lessons from the Christchurch attack that will help prevent or thwart future attacks through social media intelligence, artificial intelligence, machine learning and big data, security, gun regulation, damage mitigation and victim treatment, post attack activity, and international cooperation.

Abstract:
Of all the earth’s regions, the Pacific is one of the most prone to natural disasters. Climate-related disasters such as floods, droughts, and tropical cyclones make the headlines, along with other natural disasters such as earthquakes, tsunamis, and volcanic eruptions. These may be accompanied by crises in public health. Today, many Pacific Island countries rely heavily on government relief and international aid when they face a disaster. Traditional sources of resilience can still play an important role, however, both within local communities and within the broader diaspora of Pacific communities in Aotearoa-New Zealand, Australia, and the US. A better understanding of Pacific cultures from within and a better recognition of the role of the Pacific diaspora and of churches in Pacific communities would also help improve development efforts and disaster response.

Traditionally, New Zealand’s strategic focus has been on Australia and the South Pacific. As recently as 18 October, 2018, Ben King, New Zealand’s Deputy Secretary for Americas and Asia said that “the term Indo‑Pacific may not resonate in New Zealand yet.” And this despite a July 2018 Strategic Defence Policy Statement that already pinpointed New Zealand’s “Indo-Pacific partners reinforcing the rules based order” as being Australia, India, Japan and the United States. It is worth noting that the Strategic Defence Policy Statement gave lengthy details on the threat posed by China; in its Maritime Silk Road push into the Indian Ocean, its militarization of the South China Sea, and its push into the Pacific islands. Events from August 2019 to February 2020 reinforce that New Zealand is seeking out “Indo-Pacific” cooperation with these four particular “partners” (Japan, United States, India, Australia) over shared concerns about China.

This article explores the meaning of military service for Indigenous men who volunteered during the Second World War. At its core, this question can help elucidate what is often the “big why?” invariably asked by people encountering this subject for the first time: why did young Indigenous men fight for a freedom, democracy and equality that they had never experienced? Employing a transnational lens, the article seeks to do interrelated things. First, it examines the meaning of military service for Indigenous men in each of three distinct phases: prior to their enlistment, while serving in the army and in combat, and after demobilisation and transitioning to veterans. Second, this study considers Indigenous perspectives and experiences in relation to, and the broader context of, the non-Indigenous comrades-in-arms with whom they enlisted, served, and sacrificed. In the end, this examination reveals a diversity of interpretations amongst Indigenous soldiers at each stage, but cannot be definitive in the face of such complexity and the ultimately idiosyncratic and personal nature of veterans’ lived experiences.

Abstract:
This article builds on a 2007 research on Indigenous peoples in the New Zealand Defence Force (NZDF) which identified best practices from New Zealand that Canada could draw upon to enhance participation of Indigenous peoples within the Canadian Armed Forces. Using organizational culture theory as a conceptual framework, this article further investigates the main approaches and practices that have enabled a positive partnership with Māori and the successful inclusion of Māori culture in the NZDF. Specifically, the paper investigates the mechanisms used by the NZDF and the internal and external environments of the organization supporting the participation of Indigenous groups in the New Zealand military. The discussion explores ways in which Indigenous practices and customs can be incorporated into other military systems and protocols. The paper concludes that, among military organizations, the NZDF is a leader in transforming the organizational culture by enabling the organization to embrace Indigenous culture and empowering Indigenous members within their ranks.

Abstract:
Current narratives on terrorism and violent extremism by governments, policymakers and law enforcement agencies are largely Islam-centric with an overt focus on the military defeat of terrorist groups. This issue firstly looks into the assumed link between a reduction or elimination of territorial control by terrorist groups and their so-called ‘defeat’. Using the Islamic State (IS) as a study, this issue explicates further on a group’s cross-border/global networks, linkages and ideological spread to assert that the victory-defeat framework against IS is flawed, as its threat has transformed into a network of smaller cells and geographically dispersed cells. Secondly, this issue looks at the rising threat of far-right extremism and terrorism; a phenomenon which has been under-explored, given the Islam-centric nature of terrorism in recent decades. For instance, it has been reported that 71 percent of fatalities linked to terrorism between 2008 and 2017 in the United States were committed by far-right extremists and white supremacists. This issue specifically examines the recent Christchurch terrorist attack in New Zealand by a far-right extremist and possible implications for the Asia Pacific region. In the first article, Abdul Basit discusses the narrative of defeat against IS after US forces eliminated its last physical stronghold in Syria. It is argued that while IS territory shrank considerably, the group is still active with its ideological appeal attracting smaller networks and cells globally. The author states that IS has managed to remain relevant and active despite losing its physical sanctuaries due to three reasons: (i) revising the ideological narrative; (ii) organisational restructuring; and (iii) forming new networks. This is likely to have far-reaching implications on the global threat landscape that will witness a rise in low-end urban terrorism, more competition from rival groups and reactionary violence from right-wing extremists. Next, Amresh Gunasingham studies the recent attacks in Sri Lanka on Easter Sunday that heightened post-war ethnic tensions and brought forth civil war traumas amidst an ongoing political crisis. The article examines the possibility of a communication gap among security agencies that prevented early detection of one of the deadliest terrorist attacks in the country’s history. It further details the motivations for the attack as: (i) the Wahhabi factor; (ii) anti-Muslim violence furthering radicalization; and (iii) the possible links to IS. Possible implications and responses to the attack include a rise in anti-Muslim sentiments and violence with tightened security measures imposed by the state. In order to ensure long-term stability, the state needs measures to promote ethnic and religious harmony with strong counter-terrorism legislation. Iftekharul Bashar details the threat landscape in Western Myanmar, focusing on (i) Arakan Rohingya Salvation Army (ARSA), an ethno-nationalist group and (ii) IS and Al-Qaeda (AQ), both Islamist terrorist groups. The article argues that the threat brought on by ethnic violence and Islamist terrorism is facilitated by grievances of the local Rohingya Muslims and motivations for revenge and active presence of IS and AQ networks in the South and Southeast Asia region. The exploitation of the local refugee crisis by IS and AQ coupled with ARSA’s resilience requires comprehensive responses that centre on communal harmony in addition to hard-power measures. Lastly, Jade Hutchinson discusses the far-right terrorist threat, specifically in light of the Christchurch shooting at two mosques in New Zealand in March 2019 where 51 people were killed. The article focuses on the attack, the attacker, his links to other far-right extremist groups and the key role the Internet and social media played in facilitating the attack. This incident in New Zealand signals the possibility of further copycat attacks in Australia and other countries, further recruitment towards far-right extremism online and the need to devise policies to effectively counter far-right extremism in the online space.

Of all the earth's environments, alpine regions are arguably the most vulnerable to climate change. This is especially true for alpine areas on islands. In both Hawai'i and New Zealand, about 11 percent of the land area is above the tree line, the definition of an alpine environment. In addition to climate change, these island ecosystems are particularly vulnerable to damage from human activity and the invasion of alien species.

In our cover article, Matt Bryden and Premdeep Bahra trace the evolution of the jihadi terrorist threat in East Africa over the last three decades. They argue that al-Shabaab’s January 2019 attack on the Dusit D2 luxury hotel compound in Nairobi, Kenya, “brought together three strands of al-Shabaab’s organizational DNA: its Somali provenance, its ideological affiliation with al-Qa`ida, and its growing cohort of trained, experienced East African fighters. The successful combination of these traits in a single operation suggests that al-Shabaab’s longstanding ambition to transcend its Somali origins and become a truly regional organization is becoming a reality, representing a new and dangerous phase in the group’s evolution and the threat that it poses to the region.” Our interview is with Catherine De Bolle, the Executive Director of Europol, who previously served as Commissioner General of the Belgian Federal Police between 2012 and 2018. Graham Macklin outlines what is now known about the Christchurch terrorist attacks. He writes: “In the space of 36 minutes on March 15, 2019, it is alleged that Brenton Tarrant, an Australian far-right extremist, fatally shot 51 people in two mosques in Christchurch in the deadliest terrorist attack in New Zealand’s history. What was unique about Tarrant’s attack—at least insofar as extreme-right terrorism is concerned—is that he livestreamed his atrocity on Facebook and in doing so, highlighted the Achilles heel of such platforms when faced with the viral dissemination of extremely violent content.” Joana Cook and Gina Vale provide an updated assessment of the numbers of foreign men, women, and minors who traveled to or were born in the Islamic State, examine the proportion that have returned ‘home,’ and outline the continuing challenges foreign women and minors affiliated with the Islamic State pose to the international community. Robin Simcox assesses the terrorist threat from “frustrated travelers” in Europe by examining the 25 plots (eight of which resulted in attacks) by such individuals since January 2014.

North Korea's nuclear weapons and ballistic missile tests during the Kim Jong-un era have strengthened the country’s military power, deterring South Korea, Japan and, in particular, the United States. While North Korea's nuclear and missile capabilities are rapidly improving, parallel developments aren’t occurring in the traditionally technical air and air defense forces. Plagued with aging airframes, technical problems, parts shortages and budget shortfalls, the North Korean Air Force no longer challenges the South Korean and American air forces. This paper examines the North Korean Air Force, analyzing its organization and deployment, air defense and early warning capabilities, aircraft acquisition, and aircraft production. Shortfalls in each of these areas caused Pyongyang to develop, test, and operate an increasingly sophisticated drone fleet. While North Korea won’t be able to build a state-of-the-art aircraft industry, it will nonetheless find creative ways to strengthen its air force capabilities.

Abstract:
This paper examined conflicts and regional security in the Pacific. The paper has as its focus the roles of Australia and New Zealand (and the Pacific Islands Forum) in managing security in the Pacific using Papua New Guinea (Bougainville) and the Solomon Islands as case studies. It documented their peacekeeping experiences, and interrogated whether these operations were successes or not and why. Furthermore, the author explored whether the peacekeeping experiences in the Pacific and lessons learnt from these operations might be applicable to, and/or be helpful in developing a useful peacekeeping model for other regions. The argument of this paper is that, although Australia and New Zealand regional security management role is based on security concerns of the region but the national interests of these dominant states are also at play and a key factor that shape the nature and direction of interventions. As well, the dynamics of these operations have revolved around interaction between and among local, regional and global political factors. The author argued that peacekeeping in the Pacific (especially in Bougainville and the Solomon Islands) may not offer an appropriate peacekeeping model in such-conflict ridden settings as Africa where armed violence are more complex, protracted and involve full-scale military actions as opposed to low-intensity and localised conflicts in the Pacific, but some of the peacekeeping lessons from the region may be helpful to other peace operations, especially Peacekeeping the 'Pacific Way'.
