Abstract:
The New York Times was by no means the lone voice in criticizing Brazil's abstentions on the Cuba-related motions before the UN Human Rights Commission. Much tougher criticism has come from a wide range of Brazilians, including a substantial segment of academics, journalists, and even politicians who have long praised Cuba's independence from the U.S. orbit and criticized the United States' economic blockade.

Abstract:
Joseph Conrad's novel Nostromo: A Tale of the Seaboard (1905), considered by many the Polish master's best novel, is set in the fictitious South American country of Costaguana. During the colonial period and for decades thereafter, the republic flourished thanks to the existence of a rich vein of silver mined since the early days of the Spanish conquest. At the time the novel opens, however, Costaguana has fallen on hard times because the most accessible deposits of the precious ore have been exhausted; massive new investment and technology are required to return the mine to full operation. Anglo-Costaguanan Charles Gould finds the necessary financing in London and New York, and almost as if by magic the resumption of mining breathes new life and progress into the republic.

On June 2, 2003, Doug Jehl and Khaled Abu Toameh addressed The Washington Institute's Special Policy Forum. Mr. Jehl, currently with the New York Times' Washington bureau, served as the Times' Cairo bureau chief from 1995 to 2000 and, prior to that, as a White House correspondent for the paper. Mr. Abu Toameh is the West Bank and Gaza correspondent of the Jerusalem Post; previously, he served as a special correspondent for U.S. News and World Report, a senior writer for the Jerusalem Report, and a correspondent for Al Fajr. The following is a rapporteur's summary of their remarks.

Abstract:
Ansar al-Islam, an al-Qaeda affiliate active in Iraqi Kurdistan since September 2001, is a prototype of America's enemies in the "war on terror." The group serves as a testament to the global spread of al-Qaeda affiliates, achieved through exploitation of weak central authorities and a utilitarian willingness to work with seemingly differing ideologies for a common cause. Lengthy reports on Ansar have appeared in the New York Times, Washington Post, and Los Angeles Times, and Kurdish leaders have given Washington a plethora of intelligence on the group. Nevertheless, Ansar has yet to appear on official U.S. terrorism lists. Meanwhile, political complexities would make military action against the group difficult, at best. Hence, this small force of 650 fighters is a textbook example of the ongoing challenges posed by the war on terror.

Abstract:
Immigrant integration is now a key issue for communities across the nation. States and communities that had seen few immigrants as recently as 1990 are now welcoming new arrivals in unprecedented numbers. Although new immigrants continue to settle in the traditional U.S. centers of immigration—including California, Florida, New York, and Texas—the states with the currently fastest growing immigrant populations have not seen similar inflows for almost a century, if ever. According to the 2000 Census, these new destination states include North Carolina, Georgia, and Tennessee (at the top of the list) and other states in the Southeast, as well as states across the Midwest and up into the Pacific Northwest.

The terrorist attacks on September 11, which caused plane crashes in New York, Pennsylvania, and Washington, D.C., resulted in thousands of deaths, billions of dollars in damage, and an American public that was stunned by the events it had watched unfold on television. In addition to the heavy emotional toll, federal, state, and local governments scrambled to address new policy problems, including massive clean-up efforts, compensation for victims, and homeland security.

Abstract:
Policymakers and analysts are still sifting through the wreckage of the Asian financial crisis of 1997 and the subsequent crises in Russia, Turkey, and Argentina to discern key lessons so that similar crises will not recur. Some lessons are by now well understood. Pegged exchange rates can encourage excessive borrowing and expose countries to financial collapse when foreign exchange reserves run dry. Inadequate disclosures by both private companies and public bodies can lead to similar dangers. Although many factors undoubtedly contributed to these crises, it is now widely recognized that each suffered from a failure in “governance,” and in particular a failure in governance in their financial sectors. Accordingly, the World Bank Group, the International Monetary Fund (IMF), and the Brookings Institution devoted their fourth annual Financial Markets and Development Conference, held in New York from April 17-19, 2002, to the subject of financial sector governance in emerging markets. This conference report summarizes some of the highlights of the conference, whose full proceedings will be published as a Brookings book in the fall of 2002.
