Abstract:
The inaugural session of the Strategic and Economic Dialogue was held in Washington in July, combining pomp with substantive discussions on issues of great consequence for the two countries and the world. High-level exchanges continued with the visit to the U.S. by Wu Bangguo, the head of the National People's Congress – the first visit by China's top legislator in two decades. A special meeting of the Military Maritime Consultative Agreement was held in Beijing to discuss the confrontations inside China's exclusive economic zone between U.S. Navy surveillance ships and Chinese vessels that took place earlier this year. The U.S. imposed tariffs on tire imports from China, prompting Beijing to file a formal complaint against the U.S. at the WTO and launch an investigation into U.S. exports of chicken meat and auto parts. Presidents Barack Obama and Hu Jintao met in New York and both attended the G20 in Pittsburgh. They will meet again in November when Hu hosts Obama for his first visit to China.

Abstract:
U.S.-Russia relations began the quarter with an informal, yet cordial summit in Moscow in early July. The two presidents met again in New York and Pittsburgh in late September and agreed to push forward a number of agreements, most notably covering arms control and cooperation in Afghanistan. The two also appeared to agree that the incipient Iranian nuclear program needs urgent attention. In what some viewed as a huge concession from Washington, the Obama administration announced prior to the Pittsburgh G20 meeting that it was scrapping a controversial missile defense system that was due to break ground soon in Poland and the Czech Republic. This move, combined with vague Russian promises of support for sanctions against the newly emboldened Iranian regime, gave observers hope that relations could find a common strategic footing. Nevertheless, optimism surrounding U.S.-Russia relations is strictly cautious, as major areas of disagreement still remain, including most notably Moscow's hostile relationship with the governments of Georgia and Ukraine.

Abstract:
Khalid Mishal!s interview with the New York Times was his first to a U.S. news organization in more than a year. The excerpts published by the Times on 5 May were taken from a five-hour interview conducted in Arabic over two days at his house in Damascus. Although the excerpts do not cover much ground that was not covered in Mishal's long interview with JPS in March 2008 (see the two-part Mishal interview in JPS 147-48), they are interesting in that they are clearly directed at the new Obama administration. The media leads the way. The people follow, and the politicians echo. That is the order of things today.There used to be a time when the media prided itself on how objective and honest it was. It did not always succeed, but it at least seemed to try. Back then the slogan of the much-vaunted New York Times was “All the News That's Fit to Print.” Today, that motto has become “All the News That We Choose to Print.” The Times is willing to select, place and formulate news language in a way unimaginable just 20 years ago. The goal is to persuade rather than to report.

The 2008 primary campaigns started earlier than ever before. The focus of the press, pundits, and academics was on how the candidates were going out early to gain support, to raise money, and to build momentum. At the start, and even by late summer (six months after most candidates announced their intentions to run), no commentators—or anyone—spoke or wrote about the rules regarding delegate selection or their implications for the campaign. This is not surprising, given that it has been 80 years since an election with no incumbent or early front-runner in either major party and that the last primary contest to make it to the convention undecided was the 1976 Republican race. Even more striking, there has not been a primary with multiple balloting at the convention since the 1952 Democratic contest. Nonetheless, because we noticed that both major parties had several strong candidates emerge early on, we wanted to see if the rules could help us predict the likelihood of going to the convention with the results undecided (which only occurs when no candidate has secured a majority of the available delegates—1,191 delegates on the Republican side and 2,025 delegates on the Democratic side). Simply getting hold of the data to answer this question was extremely difficult at that time. When we called states looking for their delegate selection plans in August, most party leaders that we spoke with told us that the plans had not been written yet, while several others were surprised that anyone was asking about them, and a handful did not know how their states apportioned their delegates at all. Everyone was happy to tell us how to become a delegate (beginning by filling out a form of intention), but few were able to tell us what that meant (are the delegates bound to the primary or caucus results and in what way?).

My diplomatic experience proved valuable on the historic New York Philharmonic Orchestra's February visit to North Korea in which my wife, Vera, and I participated. Before our departure for Pyongyang, the advice offered to us was, "Take food, you will be hungry" and "Take warm clothes, you will be cold." One of our briefers, a Western diplomat living in Pyongyang comforted us by saying that staying in a hotel assured we would have both light and water at the same time. Because very few Americans have been to North Korea over the past 55 years (the United States and North Korea are still technically at war), we did not know what to expect. Also, such advice did not take into account our privileged status as guests of the government.

219. The Fiscal Impact of a Large-Scale Education Tax Credit Program

In this paper we estimate the budgetary impact of the Cato Institute's Public Education Tax Credit model legislation on five states and presents a generalized spreadsheet tool (“the Fiscal Impact Calculator”) that can estimate the program's effect on any other state for which the necessary input data are supplied. It is estimated that, in its first 10 years of operation, savings from the PETC program would range from $1.1 billion for South Carolina to $15.9 billion for Texas. Illinois, Wisconsin, and New York are estimated to enjoy 10-year savings within that range.
