Abstract:
On July 1, 2010, the U.S. Attorney for the Southern District of New York unsealed an indictment that outlined the rapid expansion of operations of transnational criminal organizations and their growing, often short-term strategic alliances with terrorist groups. These little-understood transcontinental alliances pose new security threats to the United States, as well as much of Latin America, West Africa, and Europe.

Abstract:
The probability of non-state actors acquiring and using weapons of mass destruction against vulnerable non-combatants has remained a worrisome threat since the turn of the century. How- ever, the watershed event of the terrorist attacks on the World Trade Center in New York City and the Pentagon in Washington, D.C. on 11 September 2001 has significantly raised concerns regarding the availability of chemical, biological, radiological, and nuclear (CBRN) weapons and their probable usage. The reasons for increased concerns are varied. They include: Widespread perceptions that the events of 9/11 marked the crossing of a threshold in terrorist constraint and lethality . Open source accounts of interest in WMD technology by non-state actors . Increased availability of WMD technology . Greater media attention . Persistent Western military presence in global affairs and an upsurge of anti-Western sentiments The vital role played by Internet technology for Al Qaida in propagating its ideology and integrating its loose networks of affiliates and sympathizers.

144. Interview with the Author: Dictators' Race to the Bottom

Abstract:
In their new book, The Dictator's Handbook, New York University professors Bruce Bueno de Mesquita and Alastair Smith argue that to understand how dictators monopolize power, we need to look no further than our local city council. The book begins in Bell, California, where a scandal erupted in 2010 over the city manager's $787,000 annual salary. For seventeen years, Robert Rizzo swindled thousands of dollars from his constituents, a quarter of whom lived below the poverty line. Bueno de Mesquita and Smith discovered that Rizzo behaved as all politicians do, whether democrats or dictators, securing his hold on power by reducing the size of his electorate. Rizzo manipulated the timing of elections to ensure low voter turnout and held special elections on policies that would give the city council greater control of the budget. In a conversation with the Journal's Rebecca Chao, Smith explained how dictators act in very much the same way, and discussed how the book's unconventional and pessimistic take on governance provides us with a more informative method for classifying regimes.

145. A Summary of the Liveability Ranking and Overview

Abstract:
The concept of liveability is simple: it assesses which locations around the world provide the best or the worst living conditions. Assessing liveability has a broad range of uses, from benchmarking perceptions of development levels to assigning a hardship allowance as part of expatriate relocation packages. The Economist Intelligence Unit's liveability rating quantifies the challenges that might be presented to an individual's lifestyle in any given location, and allows for direct comparison between locations. Every city is assigned a rating of relative comfort for over 30 qualitative and quantitative factors across five broad categories: stability; healthcare; culture and environment; education; and infrastructure. Each factor in a city is rated as acceptable, tolerable, uncomfortable, undesirable or intolerable. For qualitative indicators, a rating is awarded based on the judgment of in-house analysts and in-city contributors. For quantitative indicators, a rating is calculated based on the relative performance of a number of external data points. The scores are then compiled and weighted to provide a score of 1–100, where 1 is considered intolerable and 100 is considered ideal. The liveability rating is provided both as an overall score and as a score for each category. To provide points of reference, the score is also given for each category relative to New York and an overall position in the ranking of 140 cities is provided.

Party Politics in the Western Balkans, edited by Vĕra Stojarová and Peter Emerson is a much-needed publication in the study of the political parties in the region. Although the Balkans area has attracted immense academic interest due to two turbulent decades, the examination of the political parties in the Western Balkans is limited to a handful of sources.Consequently, by overcoming the possible biases of the local literature and the vagueness of the more general analyses, Party Politics in the Western Balkans lays the basic pillar for the development of further and more detailed studies on the structure of political cooperation and competition in the region. The book does not offer an advanced conceptual framework for the development of analytical models of party politics in the transitional countries. Rather, after describing the political parties, it attempts to 'analyse the different outcomes of similar situations on the level of inter-ethnic or inter-party cooperation and competition' (p.3) in each of the countries in the region.

149. Estimating ObamaCare's Effect on State Medicaid Expenditure Growth

Abstract:
Unless repeal attempts succeed, the Patient Protection and Affordable Care Act of 2010 (ObamaCare) promises to increase state government obligations on account of Medicaid by expanding Medicaid eligibility and introducing an individual health insurance mandate for all US citizens and legal permanent residents. Once ObamaCare becomes fully effective in 2014, the cost of newly eligible Medicaid enrollees will be almost fully covered by the federal government through 2019, with federal financial support expected to be extended thereafter. But ObamaCare provides states with zero additional federal financial support for new enrollees among those eligible for Medicaid under the old laws. That makes increased state Medicaid costs from higher enrollments by "old-eligibles" virtually certain as they enroll into Medicaid to comply with the mandate to purchase health insurance. This study estimates and compares potential increases in Medicaid costs from ObamaCare for the five most populous states: California, Florida, Illinois, New York, and Texas.

Prime Minister Noda accomplished important steps including the selection of the F-35 as Japan's next-generation fighter, relaxing the three arms export principles, and announcing a decision to join negotiations for the Trans-Pacific Partnership (TPP) – all of which demonstrated the current Japanese government's readiness to revive the economy and strengthen security ties and capabilities. At the same time, the government's support rate began to collapse in a pattern eerily similar to Noda's five predecessors, raising questions about the ability of the government to follow through on the more challenging political commitments related to TPP. President Obama met Noda at the United Nations in New York and at the Asia-Pacific Economic Cooperation (APEC) forum in Hawaii in an active season of bilateral diplomacy. Public opinion surveys revealed generally positive views of the US-Japan relationship in both countries but the impasse over relocating Marine Corps Air Station Futenma fueled negative perceptions in Japan.
