122. Where Do We Stand in the Field of Nuclear Disarmament: What Is Next After the New START

Abstract:
The New Strategic Arms Reduction Treaty (START) agreement, without any doubt, has started a new debate on whether the international community has finally entered a renaissance in the field of disarmament after a long period of stalemate. In this regard, the New START agreement, together with the New York Nuclear Safety Summit of 2010 and the NPT Review Conference of 2010, seems to be creating a rather positive atmosphere. Yet, if one examines the discussions that took place at the US and the Russian parliament's before and after the ratification of the New START, he/she will come to the conclusion that the progress on nuclear disarmament, at the levels of both strategic and nonstrategic weapons, will not be an easy one. The situation will remain unchanged unless certain contentious military issues between Washington and Moscow are somehow resolved. In this regard, the next round of the New START agreement will be crucial. This situation will not only affect the future of the US and the Russian militaries' relationships to one another, but it will also change the balance of relations among the nuclear “haves” and “have nots” of the NPT Treaty. It is, therefore, expected that the NPT's two tracks, namely disarmament and nuclear nonproliferation, will be affected either in a positive or negative way in the future, depending on the evolution of the post New START era. Within this perspective, the possibility that US and Russia will implement new disarmament agreements has gained utmost importance in the aftermath of the New START for the future implications of the US President Barack Obama's “Global Zero Policy.

The military-civilian disconnect has been a source of increasing concern over the last few decades. National security leaders—including the commander in chief, President Barack Obama—have warned that many Americans are unaware of the military's sacrifices and its growing sense of isolation from wider society. In remarks at Duke University in September 2010, Secretary of Defense Robert Gates identified this issue as the “narrow sliver” problem, reflecting on both the achievements of America's all-volunteer force and the challenges it now faces.

Abstract:
The story is fairly well known. In 1971, as chairman of the Chicago Mercantile Exchange, I had an idea: a futures market in foreign currency. It may sound so obvious today, but at the time the idea was revolutionary. I was acutely aware that futures markets until then were primarily the province of agriculture and—as many claimed—might not be applicable to instruments of finance. Not being an economist, the idea was in need of validation. There was only one person in the world that could satisfy this requisite for me. We went to Milton Friedman. We met for breakfast at the Waldorf Astoria in New York. By then he was already a living legend and I was quite nervous. I asked the great man not to laugh and to tell me whether the idea was “off the wall.” Upon hearing him emphatically respond that the idea was “wonderful,” I had the temerity to ask that he put his answer in writing. He agreed to write a feasibility paper on “The Need for Futures Markets in Currencies,” for the modest stipend of $7,500. It turned out to be a helluva trade.

The summer months saw a potentially new cycle of US-DPRK dialogue. Secretary of State Hillary Clinton's invitation to DPRK Vice-Minister Kim Kye Gwan to visit New York for two days of official talks raised the specter that the North may be ready for re-engagement. Meanwhile, South Korea named a new unification minister, which some perceive to be the harbinger of a shift in its North Korea policy. But reliable sources say that President Lee Myung-bak will not cave so easily on his principles. Elsewhere, the Korea-US free trade agreement remains in limbo as it remains caught in partisan strife within the legislatures of both countries and the US received another lesson in Korea's preferred terminology for Asian geography.

Abstract:
This is the second release by a research project undertaken by the Institute for International Law and Justice at New York University, following the previously reviewed (21 EJIL (2010): 251) From Mercenaries to Market. The Rise and Regulation of Private Military Companies (Simon Chesterman and Chia Lehnhardt (eds), Oxford University Press, 2007). In that commendable first volume, the editors sought to bring a variety of perspectives to bear on the increasingly topical issue of private security providers and their regulation by states. The contributions to that earlier collection were characterized by a distinctly pragmatic approach to the issue, seeking to re-assess the degree to which international law's categorical proscription of mercenarism remained tenable in a world where most states, rich and poor, view private service providers as an increasingly important part of their military posture.

Abstract:
In so many ways, the attacks on New York and Washington of 11 September 2001 might have been expected to result in a diminution of NATO's importance to Canadian grand strategy. At the very least, the onset of what would be billed, alternatively, as the ‚Global War on Terror‛ (the GWOT) and the "Long War," heralded the beginning of a new strategic era, one in which Europe would become of even less strategic significance to Canada than during either the so-called "post-Cold War" era, which spanned the decade between the demise of the Soviet Union and 9/11, or the earlier, and long, Cold War era. And it followed that if the familiar cynosure of Canadian security and defence policy during that earlier era, namely Europe, was going to go on losing importance at an accelerated clip, then so too must the organization whose primary function had been, from its inception in 1949, the safeguarding of Western European security, and with it, of transatlantic security. That organization, of course, was and remains the North Atlantic Treaty Organization (NATO). It is an organization that, for two decades now, has continued to defy expectations that it must soon fade into obscurity as a vehicle for advancing Canada's strategic interests.

128. Military Responses and Capabilities in Canada's Domestic Context Post 9/11

Abstract:
If the terrorist attacks of 9/11 on New York City and Washington D.C. were a rude wake-up call for potential security threats to continental North America, the reaction on part of Canada has been measured and typically cautious. The acts were of course immediately condemned and temporary refuge given to thousands of travellers stranded by closure of airspace over the United States until declared safe. The federal government and most Canadians extended sympathy and offers of assistance to their closest neighbour and main trading partner. Close cultural and economic ties between the two countries ensured as much. Unease, however, set in about the tough talk and next progression characterized by President George Bush's now famous “You're either with us or against us” speech. Canada's then Liberal prime minister decided not to send the Canadian military wholeheartedly into the invasion of Iraq, though deployment of Canadian troops in Afghanistan duly became a major commitment. Reassuring the United States of Canada's reliability and loyalty as a partner was imperative. To this end, the federal government tightened up financial restrictions on potential fund-raising by identified terrorist groups, introduced new legislation and bureaucratic structures focused on security issues, and better coordinated intelligence gathering and information sharing activities across government agencies and with principal allies. Canadians convinced themselves that any possibility of a 9/11 scale terrorist attack on Canada was unlikely, and even if one was planned or happened, the effect would be minimized by the pro-active measures of authorities. Selected use of security certificates and arrest of home grown Islamic terrorists, the so-called Toronto 18, apparently showed that the police and intelligence agents were up to the task. The threat of terrorism, if not eliminated, could at least be managed and thwarted when required to provide a reasonable level of safety to the Canadian state and society. Ten years on, the course of events has shown the chosen policy decisions to have been mostly sound. Though the highest leadership of Al Qaeda remain at large and defiant as ever in their stated resolve to attack the West, Canada has not yet experienced a major terrorist incident since 9/11.

Abstract:
September 11th 2011 will mark the tenth anniversary of the terrorist attacks which toppled the World Trade Center buildings in New York City and killed approximately three thousand people. These attacks marked the beginning of an escalation of global Islamic terrorism which shows no signs of fading in the near future. The purpose of this paper is to examine whether Islamic terrorism has seen a marked increase in Canada since 9/11 and further identify what this might mean for Canadians and policymakers moving forward. Investigating the terrorist incidents which have unfolded in Canada over the past ten years not only provides valuable information about the threats and challenges Canada has experienced since 9/11, it also provides clues about what we might expect moving forward. This paper argues that an analysis of terrorist incidents in Canada from 9/11 until today reveals a disturbing trend. However, it also provides a clear indication of several areas which need to be investigated and addressed in order to mitigate this threat moving forward.
