This study seeks to answer three questions. First, to what extent does globalization contribute to the vulnerability of victims of cross-border human trafficking? Next, how have the United States and the Netherlands responded to this phenomenon, and why have the two governments responded in the way they did? Finally, as developed countries tighten their borders out of security concerns when economic inequality continues to attract migrants from developing regions, is there space for the convergence of the interests of destination countries and those of the migrants so that these individuals will have safe, legitimate alternatives to the irregular movement that leads to severe exploitation, such as Trafficking in Human Beings (THB)?

The 16th-century Spanish grammarian Antonio de Nebrija once said that―language has always been the companion of empire.‖i Colonial empires of past centuries indeed produced language practices that influence speaking habits today. However, as the world becomes increasingly entrenched in the processes of globalization, global interactions are amplified. When discussing the place of language in globalization, it is therefore valuable to acknowledge colonial legacies while looking at the implications of a more recently significant phenomenon: international migration. Given the power of national governments to shape national identities, the contexts of colonization and immigration raise interesting questions about how government policies influence the connotations of languages. While the policies imposed by colonial regimes and those enacted today in response to immigration are not identical, both offer opportunities to investigate how language policies may affect individual identities.

Abstract:
On October 27, 2010, the Center for Strategic and International Studies (CSIS) and the federal Subcommittee on Water Availability and Quality (SWAQ) cohosted a participatory workshop on domestic and international water issues entitled “Bridging Knowledge Gaps in Water Management.” The event convened federal agency experts and influential thinkers from academia, nonprofit organizations, and local communities to share insights across sectors and develop practical, actionable recommendations regarding the management of and access to food, water, and energy both domestically and abroad. A keynote address, two expert panels, and a break-out session structured the day's discussion. David Zetland, senior water economist at Wageningen University in the Netherlands, delivered the keynote address. In his remarks, Zetland critiqued the political process through which water and other resources are managed in the United States. His speech set the stage for a rigorous assessment of the challenges in conserving and using water resources efficiently. The first panel focused on identifying research and education gaps that pertain to water, as it relates to food, energy, and the environment. Allan Hoffman of the U.S. Department of Energy moderated the session, which featured speakers Piet Klop of World Resources Institute (WRI), David Reed of World Wildlife Fund (WWF), and Ed Link of the University of Maryland. On the second panel, representatives of the energy industry, academia, and think tanks shared their perspectives on bridging the knowledge gaps identified during the first session. Katherine Bliss of CSIS moderated the second panel, which included Reagan Waskom of Colorado State University, Kirsten Thorne of Chevron, and Paul Faeth of CNA.

74. The European Union: A Schumpeterian Model of Democracy?

Abstract:
One of the most discussed aspects of the so called democratic deficit of the EU is the lack of a European public sphere. The Union's democracy is perceived by its citizens as Schumpeterian in nature and this perception corresponds to a large extent to reality. Schumpeter described democracy as the rule of the politician, who gains decision making power in the free competition over votes. The parliament's role is of minor importance; it decides more by acceptance than by initiative. Citizens can neither bring up the issues nor decide them. The European Union is indeed an ideal platform for such a model, be - cause it is elitist, technocratic and rather complicated for the ordinary citizens. European integration was and still is an elite-dominated project, where citizens do not have many possibilities to intervene during legislation-periods. Over many years, the consensual behaviour of the political elites hindered the emergence of broad debate and of conflict in a European public sphere. As a consequence, scepticism towards the integration process became stronger in the Member States. At the beginning of the new millennium, politicians tried to turn the table by stressing the importance of the involvement of the citizens. A convention was installed to work out a Constitutional Treaty. But once again, the debate remained elite-dominated. The heads of governments finally signed another elitist compromise without the broad involvement of the citizens. The rejection of the Constitutional Treaty in France and the Netherlands in 2005 can thus be considered as the result of an elitist and Schumpeterian model of democracy which is perpetuated by the new reform treaty of Lisbon. Thus, the claim for a European public sphere remains relevant, although scholars differently define such a sphere. The argument of this paper is that besides the often claimed Europeanization and transnationalisation of European debate, the notion of broad conflict is of high importance for the emergence of a European public sphere.

75. The new politics of protection? Côte d'Ivoire, Libya and the responsibility to protect

The international responses to recent crises in Côte d'Ivoire and Libya reveal a great deal about the UN Security Council's approach to human protection. The Council has long authorized peacekeepers to use 'all necessary means' to protect civilians, in contexts including Haiti, the Democratic Republic of Congo (DRC), Sudan, Liberia, Sierra Leone, Burundi and Côte d'Ivoire. But Resolution 1973 (17 March 2011) on the situation in Libya marked the first time the Council had authorized the use of force for human protection purposes against the wishes of a functioning state. The closest it had come to crossing this line previously was in Resolutions 794 (1992) and 929 (1994). In Resolution 794, the Council authorized the Unified Task Force to enter Somalia to ease the humanitarian crisis there, but this was in the absence of a central government rather than against one—a point made at the time by several Council members. In Resolution 929 (1994), the Security Council authorized the French-led Operation Turquoise to protect victims and targets of the genocide then under way in Rwanda; this mission enjoyed the consent of the interim government in Rwanda as well as its armed forces. In passing Resolution 1973, the Council showed that it will not be inhibited as a matter of principle from authorizing enforcement for protection purposes by the absence of host state consent. Although its response in Libya broke new ground, it grew out of attitudes and processes evident well before this particular crisis. Most notably, the Council had already accepted—in Resolutions 1674 (2006) and 1894 (2009)—that it had a responsibility to protect civilians from grave crimes, and this was evident in a shift in the terms of its debates from questions about whether to act to protect civilians to questions about how to engage.

76. Can Europe's Divided House Stand?

Abstract:
Conventional wisdom has it that the eurozone cannot have a monetary union without also having a fiscal union. Euro-enthusiasts see the single currency as the first steppingstone toward a broader economic union, which is their dream. Euroskeptics do, too, but they see that endgame as hell -- and would prefer the single currency to be dismantled. The euro crisis has, for many observers, validated these notions. Both camps argue that the eurozone countries' lopsided efforts to construct a monetary union without a fiscal counterpart explain why the union has become such a mess. Many of the enthusiasts say that the way forward is for the 17 eurozone countries to issue euro bonds, which they would all guarantee (one of several variations on the fiscal-union theme). Even the German government, which is reluctant to bail out economies weaker than its own, thinks that some sort of pooling of budgets may be needed once the current debt problems have been solved. A fiscal union would not come anytime soon, and certainly not soon enough to solve the current crisis. It would require a new treaty, and that would require unanimous approval. It is difficult to imagine how such an agreement could be reached quickly given the fierce opposition from politicians and the public in the eurozone's relatively healthy economies (led by Finland, Germany, and the Netherlands) to repeated bailouts of their weaker brethren (Greece, Ireland, Italy, Portugal, and Spain). Moreover, once the crisis is solved, the enthusiasm for a fiscal union may wane. Even if Germany is still prepared to pool some budgetary functions, it will insist on imposing strict discipline on what other countries can spend and borrow. The weaker countries, meanwhile, may not wish to submit to a Teutonic straitjacket once the immediate fear of going bust has passed.

77. Queers and Muslims: The Dutch Case

Abstract:
For about a decade, antagonisms have been mounting between Muslim and gay men. In particular, when El Moumni spoke out against homosexuality in 2001, many politicians and gays reacted angrily. White Dutch got the feeling that Muslims did not respect or accept gays, lesbians, and women in general because of their supposedly homophobic and sexist views. That a disproportional part of the anti-gay violence can be attributed to male Moroccan youngsters has become another ground upon which to attack Muslims. Pim Fortuyn, the right- wing leader who was murdered in 2002, exploited the anti-homosexuality stance of a large portion of the Muslim religious leaders and the queer bashing attributed to ethnic minority youth, using it as a stick to beat the Muslims for their backwardness. They should not be able to sufficiently integrate in a Dutch society that is defined, in the eyes of the right wing, by its longstanding support for the emancipation of women, gays, and lesbians. Although the issue of gay-Muslim relations is continuously discussed in Dutch society and politics, the political answers have been unconvincing up until now. Rhetoric has been more important than doing something. In this article, I will first discuss the early history of the gay-Muslim debate, then the subsequent rise of antagonism since the interventions by El Moumni and Fortuyn, and finally the contemporary social and political answers on the issue.

In 1579, seven of the seventeen Provinces of the Netherlands unenthusiastically declared their independence from the Habsburg King of Spain, to form the United Provinces, also known as the Union or the Dutch Republic. The new country achieved full international recognition in 1648, even though many states recognized its sovereignty much earlier.

While on our faculty seminar in the Netherlands we studied issues of immigration and human rights. Prior to our return to the United States, the Netherlands held general elections in which right-wing politicians, running on an anti-immigrant platform, gained additional seats in government. In our own country, anti-immigrant sentiments are again on the rise. A northern suburb of the Twin Cities passed an “English Only” ordinance that is not only unwelcoming, but anti-immigrant and racist at its core. Ignoring the First Amendment Right to Freedom of Religion, the former governor of our state has joined other right-wing pundits in declaring where mosques shall and shall not be built. Clearly some people are freer to practice their language, culture, and religion than others.

80. Spinoza, Locke, and the Limits of Dutch Toleration

The Netherlands' reputation as a bastion of religious and political toleration has been tested in the last decade by the rise of indigenous anti-immigrant political movements. These movements are fueled not only by simple xenophobia and racism, amplified in the wake of September 11, but also by the seemingly sincere sentiment that the Netherlands, the most densely populated nation in Europe, cannot sustain historical immigration levels: “Holland is full.” But another important component of anti-immigrant rhetoric is conceptual or ideological rather than practical, and trades on the tolerant self-image of the Dutch: toleration does not extend to the intolerant. Muslim immigrants are the usual target of this argument, who are accused of harboring theocratic, patriarchal, homophobic, and anti-Christian or anti-Jewish convictions and designs. Such rhetoric raises important and complex questions about how social and political ideals like toleration, freedom, and equality—as much as idolatry, infidelity, and heresy—are conditioned by the structures of social and economic power in which they historically emerge. That is to say, does the ideal of “toleration” in practice merely reinforce the boundaries of what is “tolerable” within the dominant culture?
