241. Burma: A View from Rangoon

Abstract:
Burma (also known as Myanmar) is a land of contrasts. It is geographically the largest country in Southeast Asia, stretching from tropical beaches to Himalayan peaks. It is rich in resources, including natural gas, timber, and gems. Eighty years ago its people were generally acknowledged to be the best educated in the region, and their prospects for development were expected to be high. Yet today, Burma is the poorest country in Southeast Asia with a per capita GDP of about $625; governmental health and educational expenditures are pitifully small; and Burmese rank near the bottom in most human-development indexes. The ethnic Burman, mostly Buddhist majority lives mostly in the central plains; but more than one hundred other distinct ethnic groups exist, as do notable Christian, Muslim, and Hindu minorities. Visitors universally praise the hospitality of Burmese peoples; yet ethnic-based armed conflicts simmer and sometimes flare in border areas, and Burma receives constant international criticism for major human rights abuses.

242. Burma's Transition to "Disciplined Democracy": Abdication or Institutionalization of Military Rule?

Abstract:
Direct military rule has become rare in world politics. Today, most military regimes have either given way to some form of democracy or been transformed into another form of authoritarianism. This article formulates an analytical framework for the detachment of militaries from politics and identifies positive and negative factors for a withdrawal. It then applies this framework to the case of Burma/Myanmar, which is an example of deeply entrenched military rule. It is argued that the retreat from direct rule has brought with it a further institutionalization of military rule in politics, since the military was able to safeguard its interests and design the new electoral authoritarian regime according to its own purposes. The article identifies the internal dynamics within the military regime as a prime motive for a reform of the military regime. Although the external environment has completely changed over the last two decades, this had only a minor impact on military politics. The opposition could not profit from the regime's factionalization and external sanctions and pressure have been undermined by Asian engagement.

243. Myanmar: Major Reform Underway

Abstract:
Six months after the transition to a new, semi-civilian government, major changes are taking place in Myanmar. In the last two months, President Thein Sein has moved rapidly to begin implementing an ambitious reform agenda first set out in his March 2011 inaugural address. He is reaching out to long-time critics of the former regime, proposing that differences be put aside in order to work together for the good of the country. Aung San Suu Kyi has seized the opportunity, meeting the new leader in Naypyitaw and emerging with the conviction that he wants to achieve positive change. The Association of Southeast Asian Nations (ASEAN) seems convinced that Myanmar is heading in the right direction and may soon confer upon it the leadership of the organisation for 2014. This would energise reformers inside the country with real deadlines to work toward as they push for economic and political restructuring. Western policymakers should react to the improved situation and be ready to respond to major steps forward, such as a significant release of political prisoners.

Since taking office in March 2011, President Thein Sein has moved remarkably quickly to implement reforms. He has reached out to opposition leader Aung San Suu Kyi, released significant numbers of political prisoners, cut back on media censorship and signed a new law allowing labour unions to form. On the eve of U.S. Secretary of State Hillary Clinton's early December visit, key benchmarks set by Western countries imposing sanctions, such as releasing political prisoners and creating the conditions for Suu Kyi's National League for Democracy (NLD) to join the political process, appear well on their way to being met. Now, a bold peace initiative has given hope the country's biggest challenge – the devastating 60-year-long civil war between the government and ethnic groups – can also be resolved.

245. Forest Clearing in the Pantropics: December 2005–August 2011

Abstract:
This report summarizes recent trends in large-scale tropical forest clearing identified by FORMA (Forest Monitoring for Action). Our analysis includes 27 countries that accounted for 94 percent of clearing during the period 2000–2005. We highlight countries with relatively large changes since 2005, both declines and increases. FORMA produces indicators that track monthly changes in the number of 1-sq.-km. tropical forest parcels that have experienced clearing with high probability. This report and the accompanying spreadsheet databases provide monthly estimates for 27 countries, 280 primary administrative units, and 2,907 secondary administrative units. Countries' divergent experiences since 2005 have significantly altered their shares of global clearing in some cases. Brazil's global share fell by 11.2 percentage points from December 2005 to August 2011, while the combined share of Malaysia, Indonesia, and Myanmar increased by 10.8. The diverse patterns revealed by FORMA's first global survey caution against facile generalizations about forest clearing in the pantropics. During the past five years, the relative scale and pace of clearing have changed across regions, within regions, and within countries. Although the overall trend seems hopeful, it remains to be seen whether the decline in forest clearing will persist as the global economy recovers.

246. From REDD to Green: A Global Incentive System to Stop Tropical Forest Clearing

Abstract:
In this paper, we develop and illustrate a prototype incentive system for promoting rapid reduction of forest clearing in tropical countries. Our proposed Tropical Forest Protection Fund (TFPF) is a cash-on-delivery system that rewards independently monitored performance without formal contracts. The system responds to forest tenure problems in many countries by dividing incentive payments between national governments, which command the greatest number of instruments that affect forest clearing, and indigenous communities, which often have tenure rights in forested lands. The TFPF incorporates both monetary and reputational incentives, which are calculated quarterly. The monetary incentives are unconditional cash transfers based on measured performance, while the reputational incentives are publicly disclosed, color-coded performance ratings for each country. The incentives include rewards for: (1) exceeding long-run expectations, given a country's forest clearing history and development status; (2) meeting or exceeding global REDD+ goals; and (3) achieving an immediate reduction in forest clearing. Drawing on monthly forest clearing indicators from the new FORMA (Forest Monitoring for Action) database, we illustrate a prototype TFPF for eight East Asian countries: Cambodia, China, Indonesia, Lao PDR, Malaysia, Myanmar, Thailand, and Vietnam. A system with identical design principles could be implemented by single or multiple donors for individual or multiple forest proprietors within one or more countries, as well as national or local governments in individual countries, tropical regions, or the global pan-tropics. Our results demonstrate the importance of financial flexibility in the design of the proposed TFPF. Its incentives are calculated to induce a massive, rapid reduction of tropical forest clearing. If that occurs, a TFPF for East Asia will need standby authority for disbursements that may total $10–14 billion annually for the next two decades. This financial burden will not persist, however, because the TFPF is designed to self-liquidate once all recipient countries have achieved clearly specified benchmarks. We estimate that the TFPF can be closed by 2070, with its major financial responsibility discharged by 2040.

Abstract:
Myanmar has been under military rule in various guises for nearly fifty years. The most durable and unyielding of the authoritarian regimes in Southeast Asia, Myanmar's military rulers have expertly exploited circumstances and methods that prolong their rule, even as they have failed to deliver genuine economic growth and development. Their methods include ruthlessly suppressing dissent, inciting ethnic divisions and fears of external threats and making implicit bargains with neighboring states and domestic elites over the spoils available to a rentier state. Myanmar's emergence in recent years as a significant regional supplier of natural gas has dramatically increased the country's distributable economic rents, thus exacerbating the country's political stasis. This article examines the ways in which Myanmar's military regime has maintained its rule through the exploitation of these methods, but with a particular focus on the impacts of the country's exploitable energy and resource wealth and its implications for Myanmar's economic development and political transition.

248. Regional Overview: Rays of Hope?

Abstract:
Rays of hope were seen in several areas across the region. Dim rays of light pierced what has been the darkness of the Six-Party Talks since their suspension in December 2008, even though prospects for actual Korean Peninsula denuclearization remain low. US-China relations continued to mend at the Shangri-La Dialogue and the ARF; Vice President Biden's trip to China added to the light. Hopes have also been raised for an end to political turmoil in Japan and Thailand with the election of new prime ministers. Aung San Suu Kyi's release from house arrest provides a ray of hope for progress in moving Burma/Myanmar toward democracy. Meanwhile, the self-inflicted debt crisis in the US has further dimmed hopes for US leadership in Asia and globally. Looking forward, there are flickering hopes that this year's APEC Leaders Meeting in Honolulu will shine a new spotlight on this increasingly overshadowed institution. Finally, the death of Osama bin Laden has raised the hope that this signals the beginning of the end for al Qaeda; others hope it will hasten the US exit from Afghanistan as well.

Abstract:
China endeavored to win regional influence and goodwill by emphasizing reassurance and mutually beneficial relations with Southeast Asian counterparts. Nevertheless, it failed to keep the issue of the South China Sea off the agenda at the East Asia Summit as Prime Minister Wen Jiabao was placed on the defensive and compelled to defend China's approach to resolving territorial and maritime security issues related to China's broad claims and sometimes assertive actions. Official Chinese commentaries reacted to the setback in Bali with criticism directed at the US, but they tended to avoid hyperbole sometimes seen in unofficial Chinese media. Official commentaries were measured as they depicted various economic, political, and security initiatives during President Obama's trip to the region as challenges to Chinese interests. They also registered opposition to initiatives by Japan and India regarding Southeast Asia and the South China Sea that were seen as at odds with Chinese interests. Myanmar's decision to stop a major hydroelectric dam project being built by Chinese firms added to China's challenges and complications as it raised questions about China's influence in the country while Myanmar's new civilian government tried to improve relations with the US and other powers.

250. Bay of Bengal: ITLOS' first ruling in favour of Bangladesh

Abstract:
Wednesday, 14th March 2012, marked an important date when the International Tribunal for the Law of the Sea (ITLOS) delivered its judgment on a maritime boundary delimitation dispute between Bangladesh and Myanmar in the Bay of Bengal. The ruling, by a vote of 21 to 1, awarded Bangladesh territorial and full 200 nautical miles (nm) economic rights as well as a substantial share of the outer continental shelf beyond 200 nm. The Tribunal also awarded a full 12 nm territorial sea around St. Martin's Island to Bangladesh. The conclusion of the dispute now opens up opportunities for exploration and exploitation of petroleum and natural gas in the bay.
