In 2011, following decades of isolation, Myanmar embarked on an unprecedented reform process, raising hopes for a new democracy. These reforms have been welcomed by the international community with rising levels of aid. If properly handled and spent, aid offers an opportunity to harness Myanmar's economic potential and make it work for poor people – reducing inequality, providing essential services, building resilience, and promoting sustainable investment. This paper explores what good-quality aid should look like for Myanmar, what it could deliver for those living in poverty, and what decision makers can learn from other countries, to ensure that aid is a catalyst for democratic reform, equitable growth, and peace.

Myanmar's military, the Tatmadaw, has been the dominant institution in the country for most of its post-independence history. After decades of military rule, it began the shift to a semi-civilian government. A new generation of leaders in the military and in government pushed the transition far further and much faster than anyone could have imagined. Major questions remain, however, about the Tatmadaw's intentions, its ongoing involvement in politics and the economy, and whether and within what timeframe it will accept to be brought under civilian control. Transforming from an all-powerful military to one that accepts democratic constraints on its power will be an enormous challenge.

Myanmar's first census in over 30 years, an ambitious project conducted in April 2014 with technical advice from the UN and significant funding from bilateral donors, has proved to be highly controversial and deeply divisive. A process that was largely blind to the political and conflict risks has inflamed ethnic and religious tensions in this diverse country. The release of the inevitably controversial results in the coming months will have to be handled with great sensitivity if further dangers are to be minimised.

Myanmar is in the midst of a long and difficult multifaceted transition, involving political liberalization, economic reform, and the resolution of multiple long-standing civil conflicts. The country has a history of ethno-religious conflict and separatism. Civil-military relations are muddy, and business-military-state relations are similarly opaque. An ongoing natural resource boom, and the blessings and curses that come with it, further complicates these developments. Given the country's evident institutional weaknesses, external policy anchors could play a critical role in this transition. Hendrix and Noland address the possible role for such international precommitment mechanisms—in particular, the Extractive Industries Transparency Initiative (EITI)—in Myanmar's growing extractive sector.

In discussions on Myanmar's political reforms since the installation of a civilianised military regime in 2011, most analysts have focused on the bedevilment of bilateral ties between Beijing and Naypyidaw. To be sure, China has since become more attuned to the concerns of non-state actors with the opening up of Myanmar's political space as well as recalibrated its strategies in the face of renewed diplomatic competition from other countries in vying for the affections of the Burmese leadership. In acknowledging the corrections China's Myanmar policy has undergone, this article argues that Beijing's factoring in of Burmese national interests and development needs can help enhance its prospects. While a return to the previous robust bilateral relationship may appear inconceivable in the near future, this article concludes that there is still hope for Beijing in overcoming the challenges posed by Naypyidaw's political transition should it be able to keep up with the latter's evolution over the longer term.

Myanmar is undergoing intense and rapid changes. Policies formulated today will determine the future path of political and economic development. Modernization of the country's agricultural sector is, rightly, a priority. However, mechanization and large–scale agricultural investment is not the only option. Small farm development provides a commercially viable option with better outcomes in terms of poverty reduction and positive impacts on other sectors. Small farms absorb labour, allow communities to build assets and help local markets flourish. It is crucial that Myanmar promotes the right type of agricultural investment – that which supports the country's millions of small-scale farmers and farm labourers, as well as their families.

The situation in Rakhine State contains a toxic mixture of historical centre-periphery tensions, serious intercommunal and inter-religious conflict with minority Muslim communities, and extreme poverty and under-development. This led to major violence in 2012 and further sporadic outbreaks since then. The political temperature is high, and likely to increase as Myanmar moves closer to national elections at the end of 2015. It represents a significant threat to the overall success of the transition, and has severely damaged the reputation of the government when it most needs international support and investment. Any policy approach must start from the recognition that there will be no easy fixes or quick solutions. The problems faced by Rakhine State are rooted in decades of armed violence, authoritarian rule and state-society conflict. This crisis has affected the whole of the state and all communities within it. It requires a sustained and multi-pronged response, as well as critical humanitarian and protection interventions in the interim.
