Abstract:: This paper examines trends in income distribution and its linkages to economic growth and poverty reduction in order to understand the prospects for achieving poverty reduction in Africa. We examine the levels and trends in income distribution in some African countries and calculate pro-poor growth indices. Different growth patterns are simulated for Ethiopia, Uganda, Mozambique, and South Africa. We conclude that the balance between policies aimed at growth and measures aimed at redistribution should depend on the elasticity of the growth-equity tradeoff. We also discuss what the appropriate ingredients of a pro-poor strategy would be in the African setting.

Abstract:: Outcomes of transitional periods after peace agreements to halt civil wars are critical to sustaining peace and providing the basis for a long-term process of democratization. Understanding these transitional processes and designing policies to promote successful peace implementation are among the greatest challenges of the post–Cold War era. In a number of recent cases, including Angola (1992), Cambodia (1993), El Salvador (1994), Mozambique (1994), Bosnia-Herzegovina (1996), and Liberia (1997), elections have been designated in the peace accord as the mechanism for ending the transition. Such postconflict elections are designed to advance two distinct but interrelated goals – war termination and democratization.

Abstract:: In this paper we attempt to push the development of a new subfield of research in the field of democratization and institutional design, which is the relationship between the institutionalization of electoral politics (and in particular the administration of elections) and the emergence of democracy in the developing world. This new avenue of research represents an important advance in the study of causal relationships, which so far has either been completely neglected in the democratization canon or has only been given dramatically insufficient attention.

Abstract:: Shortly after Mozambique gained independence in 1975, civil war erupted and continued to rage for the next 16 years. In 1992 a peace agreement was negotiated, and in 1994 the country's first multiparty elections were held under U.N. auspices. President Joaquim Chissano and the ruling Frelimo party won the presidency and a majority in Parliament. Renamo, the former guerilla movement headed by Afonso Dhlakama, received nearly 34 percent of the presidential ballots and won 112 of the 250 seats in parliament.
