Ruslan Yamadaev, the older brother of Vostok (East) battalion commander Sulim Yamadaev and former State Duma deputy who received a Hero of Russia award in August 2004 from then President Vladimir Putin, was shot to death in central Moscow on September 24. As is typically the case with high-profile murders in Russia, Yamadaev's killing has sparked a flurry of competing theories as to who was behind the deed.

Abstract:
The ongoing conflict between the pro-Moscow government and the Vostok battalion of the Russian Defense Ministry's Main Intelligence Directorate (GRU) intensified on August 6 when the Chechen authorities announced that the battalion's commander, Sulim Yamadaev, has been put on the federal wanted list for various crimes, including an alleged murder. On August 7, the Investigative Committee of the Russian Prosecutor General's Office confirmed that Yamadaev had been put on the federal wanted list for the 1998 murder of a Chechen businessman, Itar-Tass reported.

The Russia-Georgia conflict has transformed the contemporary geopolitical world, with large consequences for peace and security in Europe and beyond. Moscow's initial moves into South Ossetia as large-scale violence broke out there on 7-8 August were in part a response to a disastrous miscalculation by a Georgian leadership that was impatient with gradual confidence building and a Russian-dominated negotiations process. But Russia's disproportionate counter-attack, with movement of large forces into Abkhazia and deep into Georgia, accompanied by the widespread destruction of economic infrastructure, damage to the economy and disruption of communications and movement between different regions of the country, constitutes a dramatic shift in Russian-Western relations. It has undermined regional stability and security; threatened energy corridors that are vital for Europe; made claims with respect to ethnic Russians and other minorities that could be used to destabilise other parts of the former Soviet Union, with Ukraine a potential target; and shown disregard for international law.

Abstract:
The Dagestani branch of the Federal Security Service (FSB) reported on September 17 that it had killed ten militants in an operation that day. According to the Moscow Times, the Dagestani FSB said in a statement that a Gazel minivan that was carrying the insurgents, along with arms and explosives, was ambushed on a road near Russia's border with Azerbaijan. The FSB commandos reportedly fired several rocket-propelled grenades into the minibus and sprayed the rebels with automatic gunfire. According to the FSB statement, two of its officers were wounded in the fighting, one of whom died later in a hospital.

Abstract:
This working paper argues that Russia is in the process of re-branding itself internationally, with a variety of normative arguments increasingly creeping into its wider international discourse. By appealing to norms, Russia tries to reformulate the key messages it sends to the world and implant the concept of its power worldwide. Yet given that Russia's normative messages are often met with scarce enthusiasm in Europe, it is of utmost importance to uncover how the normative segment in Russian foreign policy is perceived, evaluated and debated both inside Russia and elsewhere. Within this framework, this paper focuses on a set of case studies highlighting the normative and non-normative dimensions of Russian foreign policy. These include Russia-EU transborder cooperation, Moscow's policies towards Estonia, Poland, Ukraine/Georgia and the UK, Russian strategies in the 'war on terror' and energy issues.

Abstract:
Succession politics preoccupied both Moscow and Beijing in the last quarter of 2007. The 17th Congress of the Chinese Communist Party in October – which positioned China's fifth generation of leadership, particularly Xi Jinping and Li Keqiang, for the post-Hu Jintao China five years from now – paled in comparison to Putin's surprising posturing in early December to shape Russian politics beyond 2008. If his “Operation Successor” is implemented, Deputy Prime Minister Dmitri Medvedev would be elected Russian president in March 2008 and Putin would be prime minister for the next four to eight years. Then, Beijing may well live with Putin's leadership rather than his legacy for the next 16 years as he would be eligible to “succeed” Medvedev as Russian president after Medvedev's first or second term.

As even the most casual of observers knows, the U.S.-Russian bilateral relationship has deteriorated steadily over the past five years. Signs seemed to point to this over the past quarter as the culmination of the confrontation between Moscow and Washington, with a number of key events scheduled to occur: a Kosovar declaration of independence, further NATO expansion, the Russian presidential election, and a 2+2 meeting focused on the controversial missile defense system in Eastern Europe. But as the quarter ended with an unexpected, yet cordial summit meeting between Presidents Bush and Putin in Sochi, the relationship seemed to have weathered the cold winter and spring seems to have brought a harbinger of better relations – at least until the U.S. presidential election in November.

In both substance and symbolism, the first quarter of 2008 was a transition for Moscow and Beijing in their respective domestic domains. Russia's Vladimir Putin switched roles with successor Dmitry Medvedev, but did not fade away. China's Hu Jintao sailed into his second five-year term as the next generation of China's leaders emerges. The quarter also witnessed political changes in neighboring countries with strong implications for Russia and China. South Korea inaugurated a pro-U.S. president (Lee Myung-bak) on Feb. 25. Pakistani general elections on Feb. 22 led to the victory by the opposition parties. Taiwan voters chose the pro-stability Ma Ying-jeou over pro-independence Frank Hsieh on March 22.

Abstract:
Russia's conduct in the post-Soviet space in general and its policies toward Central Asia in particular should be seen within the context of Russia's post-imperial readjustment. The notion of the sphere of “privileged interests” currently advanced by the Kremlin is a clear indication that Russia's search for a new modus operandi with its ex-Soviet neighbours is a painful and, essentially, an open-ended process. Moscow views Central Asia as an area of great strategic importance as it presents both considerable opportunities (due to the region's rich energy resources) and serious threats (stemming from the region's inherent instability and its proximity to volatile Afghanistan). Russia's key interests in Central Asia appear to be preservation of the region's stability, strengthening control over the region's energy resources, and balancing other major actors that are increasing their presence in the region – the United States and China. The effectiveness of the Kremlin's policies in Central Asia seems to be constrained by the nature of Russia's current socio-political system whose key features are authoritarianism and rent-seeking. The latter prompts Moscow to act as a conservative rather than reformist force in the region. Russia's goal of maintaining strategic pre-eminence in Central Asia underpinned by Moscow's significantly increased economic and political clout may ultimately not be realized. The odds are that, given the rise of China, Russia may prove to be a weaker competitor. The European Union's strategic interests increasingly compel the bloc to engage the Central Asian nations, particularly in the spheres of energy and security. Eventually, Russia's wariness of China's growing economic and political clout might prompt Moscow to seek deeper cooperation with Brussels in Central Asia.
