Abstract:
Este artículo se centra en la consideración de dos factores a los que se enfrenta en campo magrebí en Marruecos, Argelia y Túnez y que son tanto el envejecimiento de su población rural como las deficiencias estructurales que inciden en el desinterés de la población más joven por permanecer en el medio rural. En primer lugar se revisan las tendencias actuales en lo que a envejecimiento se refiere, para así determinar que el envejecimiento del agro magrebí se debe principalmente al fenómeno de emigración hacia las ciudades. Seguidamente se explican las deficiencias estructurales existentes, centradas principalmente en el escaso apoyo institucional, la baja capacitación de los agricultores, las deficiencias en infraestructuras, sin olvidar claro está, las menciones al cambio climático y al proceso de desertización. De esta explicación se deduce que ambos factores se retroalimentan, siendo cada vez más difícil mejorar la situación a medida que se profundicen ambos fenómenos, pues las deficiencias estructurales privan de oportunidades a los jóvenes agricultores y dejan a una población envejecida menos capacitada para introducir mejoras en la agricultura. La víctima de este círculo vicioso será la productividad y la seguridad alimentaria.

142. Moroccan Exceptionalism Examined: Constitutional Insights pre- and post-2011

Abstract:
Compared to Egypt, Tunisia and Libya, Morocco's political development looks like an oasis of tranquillity. "Moroccan exceptionalism" is often drawn on as a positive status, the result of at least one decade of reforms implemented by the monarchy, long before the Arab Spring events. An alternative view is offered by some civil society movements inside the country and by the 20 February Movement, born amidst the waves of the Arab Spring, which are critical of this exceptionalism and call for more reforms. By making reference to the constitutional reforms undertaken by the country since 1908 and by assessing the most recent reform efforts, this paper argues that "Moroccan exceptionalism" is yet to go through the test of the implementation of what is often referred to as a "promising constitution" that should in its intentions pave the way for a genuine constitutional monarchy in Morocco. "Moroccan exceptionalism," as the paper concludes, is not the description of a "final" political situation; rather, it is merely "a phase" in the political life of a country undergoing transition. It is then the outcome of this "phase" that will determine whether "exceptionalism" takes on a positive or a negative meaning and whether the two contrasting narratives about "exceptionalism" can ultimately be reconciled.

Abstract:
The frenetic search for hydrocarbons in Africa has become so intense and wide ranging that there is planned or ongoing oil and gas exploration in at least 51 of the continent's 54 countries. Knowledge about Africa's geology is improving rapidly, generating great optimism about the continent's energy future. Onshore and offshore rifts and basins created when the African continent separated from the Americas and Eurasia 150 million years ago are now recognized as some of the most promising hydrocarbon provinces in the world. Offshore Angola and Brazil, Namibia and Brazil, Ghana and French Guyana, Morocco and Mexico, Somalia and Yemen, and Mozambique and Madagascar are just a few of the geological analogues where large oil fields have been discovered or are be-lieved to lie. One optimistic but quite credible scenario is that future discoveries in Africa will be around five timestheir current level based on what remains un-explored on the continent versus currently known sub-soil assets. If proven true, this could have a pro-foundly positive impact on Africa's future growth and strategic position in the global economy.

144. Morocco's Vital Role in Northwest Africa's Security and Development

Abstract:
The links between the United States and Morocco are among the oldest of the US' diplomatic bonds. In 1777, Morocco's Sultan Mohammed III was the first foreign sovereign to recognize the independence of the thirteen former British colonies. Subsequently, the 1786 Treaty of Peace and Friendship—negotiated by Thomas Barclay and signed by Thomas Jefferson and John Adams—established diplomatic relations between the two countries. Modified in 1836 with the addition of various security and commercial protocols, the accord is still in force, making it the United States' longest unbroken treaty relationship. But as venerable as this history is, the strategic importance of Morocco to pursuing the Atlantic community's interests in the security and development of northwestern Africa has only recently become fully apparent to US policymakers and analysts. President Barack Obama's invitation to King Mohammed VI to make an official visit to the United States this year indicates the importance that both countries attach to this significant strategic relationship.

Abstract:
The stage of implementation is the moment of truth for every attempt to change a policy. Accordingly, the European Union (EU) can only promote lasting policy change within its Neighborhood Policy (ENP) if reforms are reaching the ground. In Morocco, the EU promoted environmental reform agenda is often successfully adapted into national law, but its application is lacking. The cases of Morocco's water and renewable energy show that administrative capacity and the interests of domestic actors are crucial in supporting a comprehensive change in environmental policy.

Abstract:
The legislature remains an important institution of democracy worldwide. It is the home of the elected representatives of the people and often largely responsible for law making, budgeting as well as overseeing the powers of the executive. In Africa, as elsewhere in the Third World, parliaments have had a checkered history. The executive arm of the government, more often than not, has monopolized political space, normally through excessive ruling party discipline, thereby undermining the powers of legislatures. Yet some countries in the region have experienced a history of military coups with the consequence of halting democratic practices and the functions of legislatures. Nigeria is one country in which military coups became the order of the day. With the restoration of democratic governance in Nigeria, the newly instituted legislature is a clear symbol that distinguishes democratic governance from the authoritarian past. Perspective on the Legislature in the Government of Nigeria is a much needed study to understand how this institution functions in a nascent democratic nation like Nigeria.

Abstract:
Public spaces have for centuries played an important role in the formation and development of societies, both as a physical space for gathering and debating, as well as a symbolic notion representing the core values of democracy. Such places have developed in a way that reflects the beliefs, public values, as well as the culture and a sense of community for the inhabitants of many areas. Public spaces remain a crucial concept in many developed and developing societies, as well as a vital component of the more traditional communities around the world. Nevertheless, as our ever more globalizing and liberalizing planet continues on its path of economic commercialization, privatization and subtle fragmentation, public spaces begin taking on new appearances. As public spaces form and deform under the influence of the present day media and information technology, they seem to morph into a new concept, slowly losing their initial shape and purpose, while nonetheless remaining a fundamental principle of participatory democracy and an essential component of public life, regardless of what shape they take. Modern developing and traditional societies all tend to continue valuing the symbolic significance of public space, as it is grounded in the “collective socio-political consciousness as the basis for a general sense of civic action.” (pp. xi). This is the common denominator for the essays on architecture , sociology, gender, and literary criticisms that place themselves around the debates about the concept of public space presented in The World as a Global Agora: Critical Perspectives on Public Space. The essays presented in the book originate from a two- day conference on public space, held at the Faculty of Letters at Mohammed I University in Oujda, Morocco in 2007, in itself a significant event as it was being held in a country with no historic precedents of such institutions.

Abstract:
Amid the upheaval that swept across the Middle East and North Africa since the dramatic December 2010 suicide of Mohamed Bouazizi, a 26-year-old Tunisian street vendor, ignited long pent-up frustration with the regimes across the region, Morocco has stood out as an exception. Not only has the kingdom avoided both revolutionary tumult and violent repression, but while their neighbors were still struggling to come to terms with the so-called “Arab Spring,” Moroccans adopted a new constitution and elected a new government (albeit one led for the first time in the country's history by an Islamist party). The question now is whether this extraordinarily peaceful transformation is sustainable, and, if it is, what the implications might be for the region as a whole. Given the material reasons its people might have for grievance, Morocco was—at least superficially—a likelier candidate for revolutionary upheaval than its North African neighbors. In fact, on certain indices, Moroccans were indeed worse off than the citizens of any other country in the Maghreb. At the beginning of 2011, GDP per capita (purchasing power parity) in the kingdom was, respectively, just under half of what it was in Tunisia, three-fourths of what it was in Egypt, one-third of what it was in Libya, and two-thirds of what it was in Algeria. While the literacy rate in Morocco has been improving substantially in recent years, it still hovers at just above 50 percent, with women making up an overwhelming majority of those unable to read or write. Overall, the average Moroccan woman can expect to have six fewer years of schooling than her Tunisian sister and two years less than her Egyptian sister. Additionally, Morocco has a higher infant mortality rate and a lower life expectancy than any of the other four North African states.1 So why didn't Moroccans revolt against a system that has so clearly left them behind their neighbors? It was not that they were unaware of the protests: satellite dishes are ubiquitous even in the poorest areas, virtually every Moroccan adult has a mobile phone, and the country has one of the most technologically advanced Internet services, both cable and wireless, in Africa. Rather, other factors were at play.
