Abstract:
Abstract It appears from his decision to replace Abdelilah Benkirane with Saadeddine Othmani as head of the government that Moroccan King Mohammed VI does not want to deviate from the requirements of the constitution and democratic methods. He is attempting to use his constitutional powers to find an acceptable solution to end the stalemate and form a government. Othmani has succeeded in reaching a tentative agreement to form the government and is likely to succeed in its formation and leadership. However, he will head a heterogeneous government afflicted by many contradictions, which may implode if it falls under excessive pressure. The government would then be in crisis, which it would have to overcome with a cabinet reshuffle to avoid a complete collapse, especially given the strong position of the king who wants the Justice and Development Party to continue leading the government in future.

Abstract:
Most of the analysis of the Arab spring revolved around the immediate causes of the events and the role of social media in spreading the protests, in countries that succeeded in toppling their regimes. For this reason, this study adopts a different approach to tackle the long-term development of the Political opportunity structures that set the grounds for the emergence of these movements. To avoid the bias of focusing only on movements that succeeded, the paper compares the conditions of the emergence of the Egyptian movement that toppled the Mubarak regime in eighteen days, to the Moroccan movement that faded after a year of weekly protests. Instead of discussing the immediate context in which the movements appeared, or the course of events that the movements followed, the paper adopts a historical approach to review the pre-colonial, colonial and post-colonial historical, economic and political developments that created different structures of opportunity and threat in each of the two countries.

116. Towards a Continental Strategy for Countering Violent Extremism in Africa

Violent Extremism is now recognized as a growing threat to peace and security in Africa, as exemplified by the recent terrorist attacks in Garissa, Abidjan, and Ouagadougou. While much of the policy discussion on Countering Violent Extremism (CVE) focuses on the return of radicalized foreign fighters to the West, less attention is directed to those foreign fighters who may eventually return from Iraq, Syria, and Libya to other areas of North Africa, the Maghreb, and the Horn of Africa. Tunisia is one of the world’s largest contributors to the Islamic State in terms of foreign fighters, with smaller contributions from Algeria, Morocco, Libya, Sudan and Somalia. Issues concerning the return of foreign fighters to Africa are particularly salient not only because these individuals may return to their communities, but also because they may link up with other extremist armed groups present across the continent. These include groups affiliated to either al-Qaeda or the Islamic State, such as Boko Haram, al-Shabaab, and al-Qaeda in the Islamic Maghreb (AQIM). Attempts to counter violent extremism began in Europe in the 1980s with the advent of programs to dissuade and disengage right-wing extremists in Norway, Sweden and Germany. Although no common definition exists, since that time CVE has come to be associated with a range of measures designed to prevent and reverse the radicalization of individuals and groups, and to forestall the participation of these groups and “lone wolves” in acts of terrorism. Given that CVE is preventative and reactive, different CVE strategies are necessary for different stages of the radicalization continuum, including for individuals and communities with no exposure to extremist networks, those with some exposure, and those already radicalized. The latter is often associated with attempts to shift extremists towards acceptance of more moderate ideologies and is known as “deradicalization.” In some ways, CVE is difficult to distinguish from conventional counter-terrorism, which often includes traditional military measures and the sharing of intelligence between nation states. However, because conventional counter-terrorism does not address the root causes prompting radicalization, policy interventions under the rubric of CVE have more recently been designed to focus attention on the grassroots factors, which may render certain individuals more susceptible to radicalization than others. Social exclusion, poverty, and a lack of education are often named as typical contenders in this regard, although CVE practitioners generally acknowledge that no single causal pathway to radicalization can be identified. Reflecting these general trends, this essay charts the development of African Union policy, from its roots in conventional counter-terrorism, to efforts to devise a continental strategy for CVE in Africa. It also outlines a number of policy measures, which any such continental strategy should take into account.

Abstract:
The Arab world and the broader Middle East offer profound lessons on the inextricability of knowledge and power. In the midst of civil war, foreign intervention, and ongoing occupation, those of us who study the Middle East or call it home confront two realities at once. On the one hand are the conditions of everyday life that range from the constrained to the unbearable. On the other are the increasingly confined possibilities of producing knowledge on these conditions. To grasp these two realities, we have only to glance at the kind of fire, sometimes live, scholars and students have come under in the last few months alone. In January, the Turkish Higher Education Council condemned a petition that scholars in solidarity with the Kurdish region signed as “terrorist propaganda.” University rectors immediately began taking punitive measures: launching investigations against and suspending scholars who were signatories. This is in addition to the prosecutions and criminal investigations scholars are facing for expressing their opinion on social media.

This paper aims to analyze the political relationship between the Moroccan monarchy and the moderate Islam-oriented Party of Justice and Development (PJD), which has been in power since 2011. The research methodology involves an in-depth case analysis and relies on a substantial number of primary and secondary sources such as official speeches, official political statements, journal articles and newspapers. The study finds the relationship between the PJD and the monarchy inconsistent, similar to the PJD’s relationship with other political parties. The paper argues that adopting an approach based on an Islamic political secularism that considers Morocco’s specific political realities may ease tension between the PJD on the one hand and the monarchy and other parties on the other

Abstract:
La unión de espacios subgobernados, la corrupción, el crimen organizado y terrorismo es la amenaza a la que se enfrenta la UE y sus estados miembros en el Gran Magreb, el cual está recreando un nuevo y diferente Flanco Sur al que existía durante la Guerra Fría. El aumento de la actividad extremista en la región del Sahel-Sáhara a partir de 2005 ha ido en paralelo con el crecimiento de las redes de crimen organizado transnacional a través del área. Aunque hay un intenso debate sobre su relación, intensidad e impacto, es una dinámica innegable en el área. La UE no tiene realmente una política unificada Magreb-Sahel y en términos de crimen organizado y terrorismo, el Sahel no se puede separar del Magreb. Hay una comprensión limitada y parcial del problema tanto en términos de amenazas como en soluciones viables, ampliado irremediablemente por la acción de Boko Haram y desbordando la visión, proyección y estrategia de la UE. A pesar del "Sahel Regional Action Plan 2015-2020", las medidas tomadas son reducidas, muy recientes y probablemente insuficientes y tardías desde el punto de vista de la dinámica y sinergia entre terrorismo-crimen organizado en un contexto de corrupción. La UE sigue manteniendo un enfoque seguridad-desarrollo, básicamente en una concepción de seguridad humana, a pesar de que este enfoque es altamente discutible para enfrentarse a este tipo de amenazas.
