41. CERI: The European Union's New Neighbours. Identity-based Strategies and Politics in the Ukraine, Belarus and Moldova

Abstract:
Since May 1, 2004, the Ukraine and Belarus have become the European Union's new neighbours. Moldova is bound to follow suit with Romania's entrance, scheduled for 2007. Enlargement of the EU to the East has sparked debates on what relations the EU should have with its new border states that are not slated for membership in the near future. The discussion has led to the design of a European Neighbourhood Policy (ENP) that blends a regional approach based on shared values with a process of differentiation taking into account the specific characteristics of each country involved. Since their independence, the Ukraine, Belarus and Moldova have developed different identity-based strategies that the new ENP hopes to address while avoiding the creation of new divisions. These strategies in fact oppose those who wish to incorporate European values into their country's political model and those who, on the contrary, reject these values. The relationship between identity and politics is all the more crucial for the EU's eastern neighbours since it involves practices with a low level of institutionalization, in the areas of nation-building, the political system as well as foreign policy. A comparative approach confirms the idea that the EU's new neighbours constitute a regional specificity due to their common past as Soviet republics and their geostrategic position. It also points up the differences between these states as they gradually transform into discrete political spaces with nationalized modes of identification and politicization.

Abstract:
This study was commissioned by the South Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC). The purpose of the Ammunition Detection Study is to determine if there is evidence to support the SEESAC hypothesis that it may be more productive to specifically target the detection of ammunition for Small Arms and Light Weapons rather than the weapons themselves. SEESAC is a developing organisation, with a responsibility to identify information on the precise level of smuggling activity and also advise on measures to reduce cross border trafficking; clearly current search methodologies used to detect weapons and ammunition within the region are an important component of this advice. Following discussions with the SEESAC Team Leader a set of assumptions, to support the Terms of Reference (TOR), were agreed.Initial desktop research examined weapons and ammunition design and manufacture to determine if and why weapons can be more easily concealed than ammunition and what constituent parts are common or exclusive to one particular commodity. Further analysis was conducted to determine if ammunition and weapons are consistently transported together and examples of occurrences are provided. The investigation has involved visits to specialist organisations and national security agencies that have undertaken to provide data on suitable search and detection methodologies. 43. Moldova: No Quick Fix

Abstract:
The conflict in the Transdniestrian region of the Republic of Moldova is not as charged with ethnic hatred and ancient grievances as others in the area of the Organisation for Security and Cooperation in Europe (OSCE), and it is more conducive to a sustainable settlement. However, a "quick fix" in 2003, as envisaged by the Dutch Chairmanship of the OSCE, is also unlikely. To reach the sustainable agreement that is required if the forthcoming European Union (EU) enlargement is not to be compromised by a nearly open border with international crime and serious poverty, a comprehensive approach is needed that takes into account the root causes of the original conflict and the factors that have blocked the settlement process since 1992.

Abstract:
On 6-7 May 2002, the National Intelligence Council and the Department of State's Bureau of Intelligence and Research sponsored a conference that examined the prospects for resolving regional conflicts involving four states of the former Soviet Union: Georgia, Armenia, Azerbaijan, and Moldova. The conference brought together outside scholars, regional experts and officials to discuss the conflicts in Abkhazia, South Ossetia, Nagorno-Karabakh, and Transnistria. The purpose was not to arrive at a consensus but to deepen understanding of the complex geopolitical dynamics at work in the region.

Abstract:
Over ten years have elapsed since the Soviet Union collapsed in late 1991. Radical transitions from one political system to another are by definition conflict-prone, involving fierce competition between differing visions, fluid political affiliations, social activism, power vacuums, and severe economic crises—if not collapse. In such contexts of instability and uncertainty, the recourse to armed violence—as a form of expression and an instrument of power—is an attractive option. The collapse of the USSR engendered a radical transition culminating in the creation of 15 internationally recognized states. Although for the most part surprisingly peaceful, the transition to independence in four states—Tajikistan, Azerbaijan, Moldova, and Georgia—was marked by widespread violence.

Abstract:
The Party of Moldovan Communists (PCM) has won full control over parliament following the February 25 general election. The decisive result has broken the country's political stalemate and allows the PCM to select the president, premier and parliamentary speaker without needing to form a coalition in the chamber. However, uncertainties over the PCM's economic policy and political priorities persist. While the PCM has a monopoly on power, this could be undermined by continued economic decline, internal party splits and a nationalist backlash against its pro-Russian orientation. The PCM will seek allies in domestic politics, and will seek to find the external partner, whether Russia or the IFIs, best able to assist in the long-term revival of the economy.

Abstract:
Thirteen countries are currently seeking to join the European Union. Several more countries, including some Southeast European states that have already signed Stability and Association Agreements with the EU, not to mention some of the Caucasian and Central Asian members of the CIS, have also expressed a desire to be considered for membership at some point in the future. While those former Soviet states, with the possible exception of Moldova, are unlikely to join, the EU is committed to enlarging to the south and east.
