31. Homecoming: Considerations for Rehabilitating and Reintegrating Islamic State-Affiliated Minors

Abstract:
This report focuses on the topic of foreign minors who are stuck in limbo after the fall of the territorial caliphate, particularly those who live in dangerous conditions within detention facilities as countries determine their roles and responsibilities in addressing the issue in the region. Although nations are right to assess the potential risks associated with returning Islamic State-affiliated minors, the costs of delayed action are high. To support stakeholders tasked with weighing such tradeoffs, the first half of this report uses a range of primary and secondary sources to review the experiences some foreign minors have during and after life in the Islamic State. The report suggests that such circumstances can create barriers to a minor’s rehabilitation and reintegration, but argues that addressing key issue areas may improve programming for returning minors. With that rationale in mind, the second half of this report lays out four focus areas and draws from research about children in other adverse contexts, including those affected by conflict, displacement, deprivation, or abuse, to raise considerations for stakeholders developing rehabilitation and reintegration programs for returning minors.

Abstract:
In 2010, the Arab region was regarded as having very little potential for serious political transformation. The outside world perceived “stable” authoritarian regimes with iron-fist control over citizens who would surely never demand drastic change. Amal Ghadour described the regional landscape best: “These are the lifeless landscapes you are sure to behold if you were standing and peering down. Crouch and you begin to brush against the faint gusts of wind delicately working their way through them.”1 Engagement comes in many forms besides political, and in 2010, countries like Egypt, Tunisia, Jordan, and Syria were seeing significant increases in the number of NGOs, private sector engagement in social development, philanthropy, and youth volunteerism. None of these was viewed as a threat to the existing regimes at the time, but they represented a new coalescence of power amid increasing human rights abuses, youth exclusion, unemployment rates, and social inequity. The ingredients for change were there and finally ignited by the self-immolation of street vendor Mohamed Bouazizi on 17 December 2010 in Tunisia, which launched the cycle of mass uprisings and the falling of dictators in Tunisia, Egypt, and Libya in 2011.

Abstract:

It notes that an increasing number of Alawite youth have grown disillusioned and some go as far as voicing discontent in private discussions because they see the regime as having failed to provide them with basic living arrangements. However, it is hard to determine the prevalence of such discontent due to research limitations and the entrenched fear of the security apparatus.

34. Turkey’s Refugee Resilience: Expanding and Improving Solutions for the Economic Inclusion of Syrians in Turkey

Since 2014, Turkey has not only hosted the world’s largest refugee population but has also modeled a best practice for the global refugee policy discussion. Turkey’s experience on the key issues such as jobs and employment should be examined as lessons for both refugee hosting countries and donor countries alike. The country has provided Syrians under Temporary Protection the right to access work permits and formal employment. Facilitating self-reliance for such a large number of refugees’ households remains a challenging task, even in the medium to long-term. This is especially the case in a context where increasing levels of unemployment in Turkey compounded by the socio-economic impact of the COVID-19 pandemic have posed a serious challenge to job creation and increased competition for available opportunities. Many Syrians living in Turkey experiencing partial or complete loss of income while incurring higher expenses, which is compounded for most households by a lack of savings. Addressing these challenges requires to draw lessons learnt at both policy and operational level to effectively support access to livelihoods opportunities. This notably involves fostering greater engagement and partnership with the private sector, on the one hand, and exploring innovative solutions such as e-work and online livelihoods opportunities on the other. The COVID-19 pandemic is proving to be an important test on the government’s and their international partners’ relevance and flexibility and their ability to quickly step up efforts in that direction. In this context, UNDP Turkey—a longstanding development partner and the co-lead of the Refugee and Resilience Response Plan (3RP)—joined hands with the Atlantic Council’s program on Turkey—”Atlantic Council IN TURKEY”—to explore policy options to foster socioeconomic inclusion among Syrians under Temporary Protection. Building on the experience and expertise of both organizations, our joint policy report : “Turkey’s Refugee Resilience: Expanding and Improving Solutions for the Economic Inclusion of Syrians in Turkey” aims at outlining pragmatic and innovative options to facilitate refugees’ access to decent employment so as to contribute to our common objective to #leavenoonebehind.

35. Gone Without a Trace: Syria’s Detained, Abducted, and Forcibly Disappeared

In most cases, to be imprisoned in Syria is to disappear. Tens of thousands of people, if not more, have been unlawfully taken prisoner or held incommunicado in the context of the Syrian conflict. This policy paper examines the dark reality of detentions in Syria, its impact on those who are detained and their families, and recommends a set of urgent steps that should be taken to assist families in obtaining information about the whereabouts of their loved ones, gaining access to them, and achieving their prompt release. While most parties to the Syrian conflict are complicit in carrying out arbitrary and incommunicado detentions, including both state and non-state actors, the vast majority of detention-related violations since 2011 have been carried out by the Syrian state. The policy paper – a joint project of ICTJ and the Center on International Cooperation (CIC) at New York University – draws from a variety of sources, including the authoring organizations’ longstanding work on Syria and engagement with Syrian victims, as well as inputs from interviews and an expert roundtable in The Hague, Netherlands, in October 2019. The paper looks in depth at the main government security agencies responsible for arrests and detentions in Syria and shows how the regime weaponizes the law to criminalize political activity, to maintain absolute control over the Syrian population, and to justify arrests and detentions of peaceful demonstrators, political opponents, and human rights activists, all behind a facade of legality. It shows how, at every level, the system works in contravention of fundamental principles of human rights law designed to protect individuals from unlawful and arbitrary deprivation of liberty, including rights guaranteed in the international declarations and conventions to which Syria is a party. The paper provides additional information about nonstate actors who over the course of the conflict are known to have abducted and detained not only opposing armed forces, including Syrian army, but many civilians. From there, the paper goes on to examine the harsh realities facing families of those who have been detained, abducted, and forcibly disappeared in Syria and what must be done to begin addressing the rights of these victims, which have been so seriously violated. It looks at four primary areas of action that must be considered urgent for Syrians: (1) official acknowledgment of detentions and the disclosure of information about the whereabouts and fate of the forcibly disappeared and abducted; (2) detainee releases; (3) access to detention facilities by monitoring groups; and (4) addressing the consequences of enforced disappearance on families. The paper concludes with comprehensive recommendations for what can and should be done, now and in the future by the Syrian regime and other parties to the conflict, as well as the international community. On an urgent basis, it recommends among other things the immediate release of all those arbitrarily detained as well as vulnerable prisoners such as the sick, women, the elderly, children, and the disabled; unimpeded access by the International Committee of the Red Cross to all places of detention; and the sharing of lists specifying the status and location of detainees held by the Syrian government and other nonstate actors. In the long-term, it proposes creating among other things an independent mechanism for reviewing the remaining cases of detention, safe centers where families can request information about the fate of their loved ones, and rehabilitation programs where released individuals can access psychosocial and other vital services. These and other critical steps are a matter of extreme urgency, as the paper makes plain, if there is to be any possibility of lasting peace in Syria.

Abstract:
Since 2017, the Davis Institute for International Relations from the Hebrew University and the Center for Regional Initiatives (IPCRI) have been engaged in a project aimed at building shared visions for Jerusalem. In this project, local residents from diverse communities from across Jerusalem engaged in mapping local needs and designing their visions for the future of the city. As complementary to this work, IPCRI organized in partnership with Konrad Adenauer Stiftung and the Irish Aid delegations of experts and civil society leaders from Jerusalem to other contested cities such as Belfast, Nicosia and Sarajevo. These delegations focused on the reality of cities in conflict and highlighted the lessons that can be learned from other conflicts. This conference presented the outcomes of both projects. In the first part of the conference, scholars presented policy recommendations designed by local residents and will receive input from experts from other contested cities. Following this part, we will host panels and workshops focusing on the practice of bringing change to contested spaces. From urban planning through shared education and equal representation, we aim to present a comprehensive vision towards the future of those cities in conflict. One of the much-discussed aspects of the Islamic State’s caliphate project was the opportunity it provided for families to travel and live under the control of the organization. While various studies have provided a somewhat clear picture of the more accountable population of those travelers—the men and women who decided to join the group—less clear-cut information has appeared regarding the minor population that lived under the organization’s governance. Using a portion of a spreadsheet captured by U.S. military forces, this report offers an examination of the minor population that lived inside the Iraqi portion of the Islamic State’s control in late 2016. It reveals a diverse population of over 100,000 minors, mostly from Iraq but also from 56 other countries around the world. This report provides important context and data for current discussion regarding what to do with those left in the conflict zone and those being repatriated to countries throughout the world.

In our cover article, Matt Bryden and Premdeep Bahra trace the evolution of the jihadi terrorist threat in East Africa over the last three decades. They argue that al-Shabaab’s January 2019 attack on the Dusit D2 luxury hotel compound in Nairobi, Kenya, “brought together three strands of al-Shabaab’s organizational DNA: its Somali provenance, its ideological affiliation with al-Qa`ida, and its growing cohort of trained, experienced East African fighters. The successful combination of these traits in a single operation suggests that al-Shabaab’s longstanding ambition to transcend its Somali origins and become a truly regional organization is becoming a reality, representing a new and dangerous phase in the group’s evolution and the threat that it poses to the region.” Our interview is with Catherine De Bolle, the Executive Director of Europol, who previously served as Commissioner General of the Belgian Federal Police between 2012 and 2018. Graham Macklin outlines what is now known about the Christchurch terrorist attacks. He writes: “In the space of 36 minutes on March 15, 2019, it is alleged that Brenton Tarrant, an Australian far-right extremist, fatally shot 51 people in two mosques in Christchurch in the deadliest terrorist attack in New Zealand’s history. What was unique about Tarrant’s attack—at least insofar as extreme-right terrorism is concerned—is that he livestreamed his atrocity on Facebook and in doing so, highlighted the Achilles heel of such platforms when faced with the viral dissemination of extremely violent content.” Joana Cook and Gina Vale provide an updated assessment of the numbers of foreign men, women, and minors who traveled to or were born in the Islamic State, examine the proportion that have returned ‘home,’ and outline the continuing challenges foreign women and minors affiliated with the Islamic State pose to the international community. Robin Simcox assesses the terrorist threat from “frustrated travelers” in Europe by examining the 25 plots (eight of which resulted in attacks) by such individuals since January 2014.
