Abstract:
In preparation for the first national elections in over 10 years, large numbers of Palestinian youth mobilized both inside and outside traditional political structures to voice their demands. This paper examines the modalities of their mobilization, their approaches to political reform, and the barriers that impede their meaningful participation in local politics. It concludes with recommendations on how to ensure greater integration of youth in the Palestinian political sphere.

Abstract:
Economic grievances were at the heart of the Arab uprisings which erupted a decade ago. The centrality of those grievances and the workers articulating them has led to a growing research community focused on organized labor in the Middle East and North Africa. In April 2021, Dina Bishara and Ian Hartshorn convened a virtual workshop through Cornell University’s School of Industrial and Labor Relations bringing together a wide range of scholars writing in the area. POMEPS then invited those participants, as well as others who had not presented papers, to participate in a follow-on workshop to continue the discussion in September 2021. The papers in this collection are one of the fruits of this increasingly robust scholarly network.

23. Arab Youth Futures: No Lost Generation

Abstract:
Young Arabs (those aged between 15 and 35) are often seen as a generation beset by hopelessness, stuck between dreams of emigration and the reality of violence and unemployment. This impression does not come out of nowhere: the last decade took a heavy toll on this generation – it was during their childhood and adolescence, between 2013 and 2019, that the region suffered the highest number of terrorism casualties, that three wars interrupted the education of 13 million children and that riots and repression led to economic losses of $600 billion following the Arab Spring. But how much does this generation feel that they can change matters and create a better future? Answering this question was the main objective of a survey co-organised by the EUISS, the Italian Ministry of Foreign Affairs and the Arab Research and Advocacy Bureau. Conducted in Egypt, Libya, Morocco and the West Bank of the Palestinian Territories between January and April 2021, the survey was based on qualitative focus-group discussions and interviews with young urban dwellers, allowing for a deeper understanding of how this generation truly feels about the future. The selected countries were chosen because access to them was most feasible in terms of financial resources and political stability. The survey asked about a sense of agency – the feeling of mastering one’s own fate–, about the respondents’ general disposition towards the future – whether characterised by optimism or pessimism – and about their key grievances. The results belie the perception that young people in the region have a negative vision of the future, instead highlighting a determination to live more independent autonomous lives, a relative optimism (unusual in younger generations – optimism is normally a feature of older age groups), and concerns over issues that will be of particular importance in their future, such as healthcare and political representation. This shift in attitudes towards the future may be ascribed to a combination of several factors: longer life cycles, education, digital connectivity, the Arab Spring and its aftershocks have all spawned a generation that want to be in charge of their own lives rather than passive spectators of events beyond their control. This means that regional governments, and Europeans wishing to assist them, will have to provide the space and opportunity for this generation to realise their ambitions. The Brief first analyses the survey findings on agency and optimism, then takes a look at the most important grievances, and concludes with policy implications.

24. A Transitional Justice Approach to Foreign Fighters

Abstract:
This research study examines the value of a transitional justice approach to the issue of foreign fighters in violent conflict. A transitional justice approach addresses the massive and serious human rights violations that are committed in conflicts involving significant numbers of people who traveled from another state to participate in them. Such an approach is based on the shared responsibility of states to meet their obligations derived from international human rights law and international humanitarian law. It is one that can help to center human rights considerations in responses to foreign fighters, thereby shifting the focus from security and punishment to justice and prevention. Transitional justice can help to develop a more comprehensive and coordinated set of responses to gross violations that account for the roles and responsibilities of a range of actors. In addition to providing justice to victims, transitional justice can help prevent the recurrence of the violence and abuse in which foreign fighters are often involved. A transitional justice approach includes interventions that promote accountability, truth, reparation, rehabilitation, reintegration, memory, and reform. These measures can be implemented in countries of origin and countries in or emerging from conflict. A transitional justice approach to requires dealing not just with foreign fighters themselves but with all of the abuses committed as part of the broader conflict or violence. The challenges that such an approach faces include the phenomenon’s transnational dynamic and the association of foreign fighters with contexts of terrorism and violent extremism. The report makes specific recommendations to countries of origin, countries in conflict, and the international community.

25. Measuring Results and Monitoring Progress of Transitional Justice Processes

Abstract:
Transitional justice processes are complex, politically contested, and not necessarily linear. Because of this, they present unique theoretical and practical challenges for measuring results, which include challenges for gathering data, registering unintended outcomes, reporting progress, providing feedback to interventions, and extracting useful information to establish impact or counterfactuals. Based on a desk research and a series of discussions with practitioners, policymakers, and academics, this report considers the following: The different roles monitoring and evaluation systems can play and the questions they can answer at different stages of a transitional justice process. This report recommends conducting assessments early on to inform design and to build feedback loops into ongoing processes. Key features of transitional justice processes, including their complexity, their political nature, and the difficult contexts where they are usually implemented. Combining qualitative and quantitative methods and designing monitoring and evaluation approaches that allow for capturing rich contextual data and unexpected results. Power dynamics, exclusion, and language, particularly in fragile contexts and when dealing with vulnerable populations. Monitoring and evaluation approaches that are conflict sensitive, victim centered, and participatory. The Sustainable Development Agenda as a framework for measuring results of transitional justice. While a politically legitimate and useful conceptual framework, there is room for improvement as current indicators are not best suited to contexts where a large proportion of the population has experienced human right abuses. Overall, stakeholders in transitional justice should take a “user-centered” approach to measuring progress and results, one that puts the people that a process is meant to serve at the center. In doing so, they can focus on collecting what matters, establishing feedback loops, and learning from and continually improving their interventions.

Economic shocks affect young and older age groups disproportionately and highlight the insecurity of the youth labor market and volatility of older people’s savings. The COVID-19 pandemic exacerbated youth labor market challenges and caused young people to either lose jobs or work fewer hours. It also undermined the financial security of older people who tend to own small businesses given that half of the small businesses either closed down or lost significant revenue during lockdowns. Furthermore, COVID-19 exacerbated the digital divide between generations. While younger people are more likely to be technologically savvy, older generations often lack digital literacy to adapt to online work or virtual communications platforms. Dr. Goldin argues that to alleviate the disproportionate suffering experienced by young and elderly age groups during the pandemic, policymakers should increase targeting of social-protection measures, facilitate private-sector investment in education and training, invest in improving digital services and infrastructure, ensure access to financial services, and collect age-disaggregated data on economic and COVID-related indicators.

Abstract:
This study presents an important opportunity to fill a gap in knowledge by offering a critical understanding of the state of youth wellbeing in the Occupied Palestinian Territory through a comprehensive interdisciplinary and multi-level approach. By combining the economic, political and socio-cultural spheres and a macro (policy/institutional), meso (organizational) and micro (individual) level analysis, we can explore the root causes and complex dynamics of the processes of youth exclusion and inclusion from the labour market and civic/political life, while investigating the potentially transformative effect of youth agency. The study analyses wellbeing and gender relations for their importance, particularly in the context of the OPT, where youth are especially vulnerable and where wellbeing is threatened.

In February issue of Beehive, Hay Eytan Cohen Yanarocak analyses the students’ protests at Boğaziçi University, which took place in January 2021, reflective of the polarization in Turkish society. During the last month, Turkish social media were busy with the mass protests that took place at the Boğaziçi University campus in Istanbul following the appointment of Prof. Melih Bulu, a close associate of President Erdoğan’s, to the post of rector of Boğaziçi. These protests occurred in the shadow of the public debate on the possibility of early elections and President Erdoğan’s recent statement regarding the need for a new constitution to replace the one currently in vigor – which was adopted in 1982 by the military junta that took power two years earlier. Boğaziçi University is considered among the most important educational institutions in Turkey and it is also known as one of the last secular bubbles of Istanbul.

The victory of independent student groups in student council elections in late 2020 was hailed as a milestone in the fight against the influence of traditional sectarian political parties in Lebanon. This paper examines the significance of these student elections and the renewed mobilization of the student body. It aims to better understand the politics and strategies of the new student groups, notably their understanding of notions like independence, and attempts to address the role that these student groups can eventually play in national politics.
