- The inclusion of women is critical to the success and sustainability of reconciliation efforts. To date, however, the government of Iraq has failed to prioritize women’s participation in its national reconciliation program. In the development of the second Iraqi National Action Plan (INAP), the federal government has an opportunity to rectify this legacy and restore the social contract with its female constituents. This policy brief examines current gender deficits throughout Iraq’s reconciliation process and offers relevant recommendations.
