Conflict in Yemen has left thousands dead, millions homeless or hungry, and an economy in ruins. But hopes for peace talks are fading and a new approach is needed. Women and girls are particularly affected by the conflict and have a crucial role to play in building peace at the local level. Despite some efforts to assist them, women are not receiving enough practical support and diplomatic commitment. Such backing is necessary to bridge the gap between local, national and international peace talks. This is essential for a viable and inclusive peace process that yields lasting results.

Abstract:
Many scholarly works on women in jihadi organizations emphasize women’s lack of agency. Authors of these works argue women have fallen victim to these male-dominated organizations and thus have lost control over their actions. However, certain groups of women in some jihadi organizations—for example, Islamic State (or IS), Jaish al-Fatah, and Jabhat Fateh al-Sham—enjoy a degree of agency within the scope of their duties. This policy brief examines the extent to which women in jihadi organizations have agency—that is, to which extent they are able to make independent decisions. Understanding the conditions under which women have agency, allows policymakers to recognize the diversity of roles and contributions of women within jihadi organizations and design appropriate policy responses.

Socio, economic and political involvement of women as half of the total populace is important to reinforce society and state. In every sphere of life, women have been found under-represented one way or the other. The women of Iran are not exempted from this. In a world of diverse transnational priorities across the globe, the advancement of science is seen by many countries as a solution to promote a knowledge-based economy, yet few resources are actually committed to this policy. For example, countries in the Middle East face a range of social, political, economic and security challenges that are unparalleled in the world. Many of these countries are trying to manage their economies during declining oil and gas prices which have now had a negative impact on their ability to make local investments in science and technology. Unemployment is high, political upheaval is often at the core of civil war, and the last priority of government officials is the development of science and technology expertise. Except for Israel, most Middle East nations are underperforming in science in this region of the world where only 1% of their expenditures include research and development (R&D). Science diplomats and/or health attaches have tried to assist countries in the Middle East to address the short-falls in scientific and technological program development. These efforts have been welcomed, but the results have been marginal. One way to remedy the situation is for these countries to grow their scientific communities, and this includes the encouragement of a highly under-developed workforce, viz., women and ethnic minorities. Enabling this largely neglected and under-utilized intellectual resource to pursue careers in Science, Technology, Engineering and Mathematics (STEM) is the focus of this article.

Abstract:
Although Aleppo is now under the control of forces supporting the Syrian government and the city has been evacuated, it is but one city and the Syrian crisis is far from over. Millions have been displaced by the violence, either within Syria or across its borders, and the refugee crisis reverberates across the Middle East, Europe and beyond. While there has been much discussion of the refugee crisis, there has been limited coverage in mainstream American media of the needs of refugees and displaced people beyond the basics.

This policy brief is published in the framework of “Women’s Participation for Sustainable City” project under the umbrella project “Supporting Sustainable Cities” of TESEV funded by the Friedrich Naumann Foundation for Liberty. No matter which measure of residential settlement one takes, women constitute around half the population everywhere in Turkey. Especially with regards urban areas with a smaller spatial scale, there is almost unanimous agreement that space-oriented policies concern women directly. It is important to keep these circumstances in mind in order to strengthen the political presence of women at the local level, and to pursue local policies with a woman-centered approach.

Abstract:
After a respite from mass-casualty terrorism for more than a decade, the United Kingdom this past spring suffered three such attacks in the space of just 73 days, making clear it faces an unprecedented security challenge from jihadi terrorism. In our cover article, Raffaello Pantucci outlines what investigations have revealed so far about the March attack on Westminster Bridge, the bombing at a pop concert in Manchester in May, and the June attack on London Bridge and Borough Market. The early indications are that the Westminster attacker, Khalid Masood, had no contact with the Islamic State and the Manchester and London Bridge attackers were, at most, loosely connected to the group. The current threat environment, Pantucci writes, continues to be mostly made up of individuals and smaller scattered cells planning lower-tech attacks with very short planning and operational cycles—sometimes remotely guided by the Islamic State—rather than cells trained and dispatched by the Islamic State to launch large-scale, Paris-type attacks, but this could change as more British Islamic State recruits return home. Our interview this month is with Edward You, a Supervisory Special Agent in the Biological Countermeasures Unit in the FBI’s Weapons of Mass Destruction Directorate. While the full liberation of Mosul last month effectively ended the Islamic State’s caliphate pretensions, Michael Knights warns the Islamic State and other jihadis are already bouncing back in several parts of Iraq and more strongly and quickly in areas where the security forces are either not strong enough or not politically flexible enough to activate the population as a source of resistance. As the Islamic State transitions from administering territory to a renewed campaign of terrorism and insurgency, Charlie Winter and Devorah Margolin examine the Islamic State’s apparent lifting of its moratorium on using women as suicide bombers. In a commentary, Aaron Brantly argues that creating back-doors in encryption, or banning it, would create significant societal costs without stopping terrorists from accessing the technology.

It is rare to find a journal that examines women’s participation in South Sudan in one chapter and the exploitation of outer space resources in the next; that dissects the effects of Chinese investment in Sub-Saharan Africa and demystifies the Ferguson effect. But the Journal of Public and International Affairs is not your average journal. It represents the very best of what graduate-level public policy students have to contribute to the pressing policy debates of today. It is wide-ranging in subject matter and trenchant in its recommendations. Founded in 1990, but with an ancestor publication dating back to 1963, the JPIA is based on the notion that students of public policy have important things to say about public affairs and that careful analysis and targeted critique can pave the way for meaningful change and progress. The graduate students published in this year’s JPIA combine practical experience from around the world with intensive academic study. They have spent the last year diving deep into the issues they are passionate about and have all been challenged by the need to move past descriptive analysis and towards concrete solutions. These papers represent the best of their scholarship.

Yair Teller discusses how he is using his company, HomeBiogas, as a mechanism for peace building, sustainable development, women’s empowerment, and improvement of the quality of health and life for citizens of developing countries. Yair Teller is chief scientist and co-founder of the HomeBiogas Company based in Netanya, Israel. HomeBiogas produces a household renewable energy appliance that recycles kitchen waste into cooking gas and organic fertilizer. Profits from sales to suburban customers and a successful crowd-funding campaign are used to support donation of HomeBiogas units to economically disadvantaged Bedouin, Palestinian, and Ugandan families for alleviation of poverty. The work of HomeBiogas has been recognized by the UN and the Peres Center for Peace.
