Abstract:
The Arab Spring gave rise to a variety of transitions in the Middle East. Although initial developments in Tunisia and Egypt created optimism, tragic events in Egypt, Syria, Tunisia and elsewhere revived fears about a return to authoritarian governments, failed states and civil war. With no foreseeable change in the UN Security Council with regard to Syria, the country's neighbors, including Turkey, face the risk of instability. Although a recent agreement between the US and Russia marked a major step toward destrying the regime's chemical stockpile, it fails to address the conflict itself. As such, spillover effects continue to threaten Syria's neighbors. This paper highlights the critical nature of the situation and the international community's role in finding a solution.

Under Siege is Rashid Khalidi's firsthand account of the 1982 Lebanon War and the complex negotiations for the evacuation of the P.L.O. from Beirut. Utilizing unconventional sources and interviews with key officials and diplomats, Khalidi paints a detailed portrait of the siege and ensuing massacres, providing insight into the military pressure experienced by the P.L.O., the war's impact on Palestinian and Lebanese civilians, and diplomatic efforts by the United States. A new preface by Khalidi considers developments across the Middle East in the thirty years since the conflict. The preface also cites recently declassified Israeli documents to offer surprising new revelations about the roles and responsibilities of both Israeli leaders and American diplomats in the tragic coda to the war, the Sabra and Shatila massacres.

In Winning the War on War, for example, Joshua Goldstein lauds the recent successes of the peacemaking community in countries such as Sierra Leone, Liberia, and Ivory Coast. In The Better Angels of Our Nature, Steven Pinker writes that not only war but violence in general has become much less common, as the civilizing forces of literacy and modern government have tempered our baser instincts and allowed our "better angels" to prevail.

More than seven weeks after the most devastating war yet waged in Gaza, its underlying causes remain unresolved. Hamas did not achieve an end to Gaza's closure; Israel did not attain the demilitarisation of the Strip or Hamas. The Palestine Liberation Organisation (PLO) remains unrepresentative and its credibility continues to fade. Fatah's popularity has sunk while Hamas's has increased to levels unseen since its 2006 electoral victory. Small steps toward reconciliation between Hamas and the PLO have been taken, but they are very distant from the end goal of a unified, representative Palestinian leadership. But in reconciliation lies the only hope of achieving a sustainable ceasefire and, more broadly, of bringing Palestinians in Gaza and the West Bank under one authority.

59. Turkey and the PKK: Saving the Peace Process

The peace process to end the 30-year-old insurgency of the Kurdistan Workers' Party (PKK) against Turkey's government is at a turning point. It will either collapse as the sides squander years of work, or it will accelerate as they commit to real convergences. Both act as if they can still play for time – the government to win one more election, the PKK to further build up quasi-state structures in the country's predominantly- Kurdish south east. But despite a worrying upsurge in hostilities, they currently face few insuperable obstacles at home and have two strong leaders who can still see the process through. Without first achieving peace, they cannot cooperate in fighting their common enemy, the jihadi threat, particularly from the Islamic State in Iraq and Syria. Increasing ceasefire violations, urban unrest and Islamist extremism spilling over into Turkey from regional conflicts underline the cost of delays. Both sides must put aside external pretexts and domestic inertia to compromise on the chief problem, the Turkey-PKK conflict inside Turkey.

The Obama Administration has dramatically escalated targeted killing by drones as a central feature of its counterterrorism response. Over the past two years, the administration has begun to reveal more about the targeted killing program, including in a leaked Department of Justice White paper on targeted killing and in public remarks by several senior officials. While this information is welcome, it does not fully address our concerns.
