Abstract:
More than seven weeks after the most devastating war yet waged in Gaza, its underlying causes remain unresolved. Hamas did not achieve an end to Gaza's closure; Israel did not attain the demilitarisation of the Strip or Hamas. The Palestine Liberation Organisation (PLO) remains unrepresentative and its credibility continues to fade. Fatah's popularity has sunk while Hamas's has increased to levels unseen since its 2006 electoral victory. Small steps toward reconciliation between Hamas and the PLO have been taken, but they are very distant from the end goal of a unified, representative Palestinian leadership. But in reconciliation lies the only hope of achieving a sustainable ceasefire and, more broadly, of bringing Palestinians in Gaza and the West Bank under one authority.

103. Turkey and the PKK: Saving the Peace Process

Abstract:
The peace process to end the 30-year-old insurgency of the Kurdistan Workers' Party (PKK) against Turkey's government is at a turning point. It will either collapse as the sides squander years of work, or it will accelerate as they commit to real convergences. Both act as if they can still play for time – the government to win one more election, the PKK to further build up quasi-state structures in the country's predominantly- Kurdish south east. But despite a worrying upsurge in hostilities, they currently face few insuperable obstacles at home and have two strong leaders who can still see the process through. Without first achieving peace, they cannot cooperate in fighting their common enemy, the jihadi threat, particularly from the Islamic State in Iraq and Syria. Increasing ceasefire violations, urban unrest and Islamist extremism spilling over into Turkey from regional conflicts underline the cost of delays. Both sides must put aside external pretexts and domestic inertia to compromise on the chief problem, the Turkey-PKK conflict inside Turkey.

In Winning the War on War, for example, Joshua Goldstein lauds the recent successes of the peacemaking community in countries such as Sierra Leone, Liberia, and Ivory Coast. In The Better Angels of Our Nature, Steven Pinker writes that not only war but violence in general has become much less common, as the civilizing forces of literacy and modern government have tempered our baser instincts and allowed our "better angels" to prevail.

Under Siege is Rashid Khalidi's firsthand account of the 1982 Lebanon War and the complex negotiations for the evacuation of the P.L.O. from Beirut. Utilizing unconventional sources and interviews with key officials and diplomats, Khalidi paints a detailed portrait of the siege and ensuing massacres, providing insight into the military pressure experienced by the P.L.O., the war's impact on Palestinian and Lebanese civilians, and diplomatic efforts by the United States. On 13 July 2014, five days after the start of the third Israeli war against the Gaza Strip, Haaretz, known for its liberal Zionist orientation, published an editorial calling on the Netanyahu government to announce that Israel had achieved its objectives. This editorial also implicitly called for him to stop the war. The editorial told Netanyahu and his government that the war had failed and that there was no justification for its continuation because that would lead to further failure. In fact, the heavy material damages inflicted by the Gaza rockets and the ability of such rockets to paralyse many aspects of life in Israeli towns and cities, in addition to dozens of international airlines suspending their flights to Tel Aviv airport, had brought Netanyahu’s war to a stalemate. This paper addresses the reasons Netanyahu decided to go to war, why it quickly become evident that this war would fail, and why the failure of Netanyahu’s war has become a double failure for Egypt, which has now clearly indicated that it is closer to the Israeli government than to its Palestinian brothers.

It is now looking all but certain that the United States will launch some form of attack on Syria. What is unclear is the severity and duration of the attack. Leaving aside the political ramifications, the immediate economic effects are likely to be limited (and are mostly already factored in). Opposing impacts on inflation and activity means that changes to central bank policy could be postponed. A prolonged campaign could have wider ramifications, not least if there is a risk of a geographical widening of the conflict.
