31. The Myth of Stability: Infighting and Repression in Houthi-Controlled Territories

Abstract:
Six years after the coup that ousted President Abdrabbu Mansour Hadi and his government, the Houthi movement, otherwise known as Ansarallah, has strengthened its grip on northern Yemen. It currently rules over approximately 70% of the country’s population, and in 2020 mounted new military offensives in Al Jawf, Marib and Hodeidah. Domestically, the group has suppressed dissent and won complete control of what is left of the Yemeni state, appointing loyalists in civilian and military bodies and transferring powers from government institutions to a shadowy network of Houthi supervisors. A pervasive security apparatus, built on the ashes of Ali Abdullah Saleh-era intelligence bodies (UN Panel of Experts, 27 January 2020: 9), has focused on protecting the Houthi regime and monitoring the movements of suspected enemies, including humanitarian organizations. Among the successes boasted by Houthi officials is the restoration of security and stability in Houthi-controlled regions, which they contrast with the mayhem plaguing the areas under the authority of the internationally recognized government and allied coalition forces (Yemen Press Agency, 21 December 2019; Al Masirah, 21 July 2020; Ansarollah, 2 January 2021).

Abstract:
The International Civil Society Action Network (ICAN), with the support of Global Affairs Canada, has developed a set of “Case Studies on the Role of Gender and Identity in Shaping Positive Alternatives to Extremisms,” in Cameroon, Indonesia, Jordan, Libya, Pakistan, Somalia, Sweden, and the United States. The case studies demonstrate how conducting a Gender-Based Analysis Plus (GBA+) improves understanding of the drivers, narratives and roles that engender extremisms and violent extremist activity. By profiling examples of peacebuilding, deradicalization, reintegration and counternarrative work in these contexts, the case studies emphasize how attention to gender and intersectional identities can improve the effectiveness of interventions to transform extremisms – not only by preventing or countering it, but by providing positive alternatives that enable people to realize a peaceful, pluralistic future. The case studies cover a number of themes relevant to contemporary preventing/countering violent extremism (P/CVE) and counterterrorism (CT) work, including countering white supremacist extremism, the role of masculinities in recruitment and disengagement, addressing trauma and deploying mental health and psychosocial support (MHPSS) approaches in reintegration and rehabilitation, and work with religious leaders to promote peaceful, pluralistic and gender-just interpretations of religious texts and traditions. The case studies are intended for use by practitioners and policymakers to guide them in conducting a gender analysis and in integrating responsiveness to gender and identity factors in policies and interventions.

Throughout history, Palestinian non-violence culture was based on a large historical stock of tolerance and coexistence within the Palestinian community. Over time, the Palestinian people have been shaping one nation; they share the same culture, civilization, and political environment as well as equal shared prospects and future. For fifteen centuries, Muslim, Christian, Jewish Palestinians lived together. Usually, their different beliefs were not a reason for dispute or schism. Coexistence and a culture of respect were demonstrated in the Palestinian community. Thereby, it appears in numerous aspects of their lifestyle. For instance, they lived in the same neighborhoods, villages, and cities. Historically, population distributions showed non-religions-based demographics; they were even integrated into social, educational, and political institutions Contemporarily, Palestinians are one body. They are all related to one land where they share and cooperate on social, cultural, political, and economic levels.

Abstract:
The Iraq-based Kata’ib Hezbollah (KH) is diligently and meticulously working to achieve hegemony among Iran-backed 'resistance' militias in Iraq. The group is positioning itself as the 'true resistance' faction and obliging other Iran-backed groups to follow its lead. In order to achieve this goal, KH is operating on military and non-military fronts. KH is stepping up its non-military vigilante activities, drawing heavily on its youth movements that have been developing in the past decade. These organizations serve to promote the most radical version of the anti-U.S. Shia Islamist ideology promulgated by the ‘axis of resistance’, and they work to squash opposing views in Iraqi society. These efforts work in tandem with the group’s military front, where KH has managed to lead attacks against U.S. interests following the assassination of Qassem Soleimani and Abu Mahdi al-Muhandis. While details of KH’s military wing have been covered in my piece “ The Still Growing Threat of Iran’s Chosen Proxy in Iraq’’ and Michael Knights’s Back into the Shadows? The Future of Kata’ib Hezbollah and Iran’s Other Proxies in Iraq,” it is worth examining the group’s growing non-military activities as well.

Abstract:
The January issue provides an overview of terrorist and violent extremist threats in key countries and conflict zones in the Asia-Pacific throughout 2019. Regional specific threats and responses covering Southeast Asia, South Asia, Central Asia, China and the Middle East are assessed. In addition, themes such as the online narratives propagated by global threat groups and counter-ideological dimensions of terrorism and violent extremism are analysed. Globally, despite suffering severe territorial, leadership and organisational losses in 2019, Islamist terror groups Islamic State (IS) and Al Qaeda (AQ) continued to pose the most potent terrorist threat. Early in the year, IS’ territorial reign was ended by American-backed coalition forces, following which its networks became scattered and, in a bid to overcome its physical decimation, more decentralised across the globe. The death of IS’ “Caliph”, Abu Bakr Al-Baghdadi, in October 2019, raised further questions about the group’s continued resiliency. Yet, IS has proved persistent and adaptive. The group’s violent ideology continues to bind its myriad followers across regions. In the aftermath of its territorial and leadership losses, IS’ terror attacks and online offensives have been sustained. The global security landscape was further complicated by the emergence of Right Wing Extremist groups as violent actors on the world stage in 2019. Mass political protests around the world further underscored growing dissatisfaction with the present status quo, amid perceptions that some states are unable to articulate masses’ aspirations and meet their demands. The threat of Islamist terrorism will persist into 2020, especially with escalating geo-political tensions in the Middle East. Overcoming the physical and ideological threat by global militant groups, including far-right extremist groups, will remain very much a work in progress in the year ahead.

In February 2019, Pope Francis became the first pope to visit the United Arab Emirates (UAE). Like John-Paul II before him, he has also visited Egypt, and he went to Morocco in March 2019. The pope participated in a colloquium on “human fraternity” and interreligious dialogue sponsored by the UAE-based Muslim Council of Elders—the brain-child of Sheikh Ahmed el-Tayeb, the grand imam of Egypt’s Al-Azhar, the most important Sunni Muslim university in the world. The Council of Elders sponsors initiatives to engage young Muslims on Islamist ideology by promoting a more “authentic” interpretation of Islam. Islamist violence—with its beheadings and mass executions—has provoked disgust across the Muslim world and is causing young Muslims to become more distant from their imams and mosques. It is becoming clear to many Muslim intellectuals in Egypt, Iraq, and Lebanon that, in order to defeat Islamism, there needs to be greater dialogue and coexistence with Christians. Pope Francis is attempting to lead the way, extending his “culture of encounter.”

Abstract:
Recent discussions on the Turkish state’s actions, which have devastated Kurdish people within and outside of its borders, suffer from a familiar deficiency: they neglect the historical and cultural foundations of the dynamics that placed the Kurdish people at the center of Turkey’s national security policy. Serious human rights violations and voter suppression in southeast Turkey, the massacre of Kurdish people in various parts of northern Syria, and purging of Kurdish politicians on false accusations are all extensions of Turkey’s decades-long, repeated policy mistakes, deeply rooted in its nationalist history. Unless there is a seismic shift in the drivers of Turkish security policy, especially as it pertains to the Kurdish people, Turkey is bound to repeat these mistakes. Furthermore, threat externalization with linkage to legitimacy of rule will further erode the democratic institutions of the state and other authentic aspects of Turkish identity.
