Abstract:
States outside the transatlantic alliance have gained leverage in international affairs in recent years and, with that, the potential to significantly reshape the global order. Engagement with these "pivotal powers", which include Brazil, Indonesia, India, Nigeria, Saudi Arabia, South Africa, and Türkiye, is of paramount importance for Europe and the United States. "Pivotal Powers 2024: Innovative Engagement Strategies for Global Governance, Security, and Artificial Intelligence" offers tactics for enhancing Western cooperation on global challenges with these countries. This report builds on GMF reports from 2012 and 2023.

Abstract:
After a hiatus of over five months, negotiations to restore the Joint Comprehensive Plan of Action (JCPOA), commonly known as the Iran nuclear deal, have finally resumed in Vienna. Struck in July 2015 by Iran and a group of six powers – France, Germany and the UK plus China, Russia and the US, as well as the EU (E3/EU+3)–, the JCPOA placed limits on Iranian nuclear activities, while also introducing a highly intrusive inspection regime by the International Atomic Energy Agency (IAEA). The deal is in a comatose state due to former US President Donald Trump’s decision to unilaterally pull out of the agreement and re-adopt all sanctions on Iran in May 2018. In response, since May 2019 Iran has progressively reduced its compliance with its non-proliferation obligations under the deal.

Turkey-Greece bilateral relations exemplify a stereotypical security dilemma. Since the discovery of hydrocarbon resources in the eastern Mediterranean, the bilateral tensions between Turkey and Greece have been exacerbated through enhanced regional geostrategic competition. Against the background of renewed tensions in the eastern Mediterranean and the newly emerging regional alliances, it is in the interest of all parties to de-escalate the tensions in order to preserve regional peace and stability as well as the coherence of the North Atlantic Treaty Organization (NATO).

U.S.-European cooperation in the Middle East may not rank high in American voters’ minds, but the issue will demand close policy attention in the months ahead. If Joe Biden defeats Donald Trump, European leaders should not allow their undoubted relief to lapse into complacency. And if Trump prevails, they should continue seeking opportunities to deepen the partnership in areas such as counterproliferation and defining the operational contours of Great Power competition. Either way, the dynamic requires a full reset. As one continental diplomat lamented, “Under Bush, Europeans agreed less with the U.S. but were more consulted. Under Obama, they agreed more but were less consulted. The killing of top Iranian General Qasem Soleimani by a US drone strike on 3 January 2020, followed by the Iranian retaliation on US military bases in Iraq, left many Europeans wondering how – if at all – the European Union can foster de-escalation in the Middle East. The EU is presently stuck between a deepening strategic rift with its US ally and its inability to advance its independent interests and policies vis-à-vis Iran. It is now clear that Europe cannot protect its relations with Washington while also salvaging the Joint Comprehensive Plan of Action (JCPOA), or Iranian nuclear deal. Borrowing from an old Persian proverb, Europe cannot have both God and the sugar dates.

The election of former Vice President Joe Biden in the United States presents the prospect of major changes in US foreign policy, especially toward Iran. These changes cannot begin to be implemented until after Inauguration Day in January of the new year, while an urgent need exists for other players to bridge the gap. None are better suited to this task than the US’s closest allies in Europe which have already played a significant role in the negotiations that led to the 2015 Joint Comprehensive Plan of Action (JCPOA). Britain, France and Germany – the E-3 – and the European Union have also worked tirelessly to keep the JCPOA alive in the face of the unilateral US withdrawal from the agreement in 2018, the imposition of draconian sanctions by the Trump administration and escalating tensions in the Middle East. A new report by Ellie Geranmayeh, Barbara Slavin, and Sahil Shah presents a series of recommendations for the E-3 and the EU to preserve the JCPOA, promote regional peace and development and boost people-to-people contacts with Iran in concert with the new US administration. Taken together, these steps would amount to a renewed transatlantic diplomatic agenda through which the United States and European allies can stabilize the nuclear file and then build on the resulting diplomatic momentum to address other concerns with Iran.

Abstract:
What is the current structure of international relations, and how does this shape the politics of the Middle East? For decades, the answer was clear: international structure was unipolar, and American predominance shaped the alliance choices of both its allies and its adversaries. In recent years, this clarity has been overtaken by confusion. American primacy has perhaps declined, or at least shifted in its application, but no rival power has yet risen to take its place. How has this perceived change in global structure affected regional politics in the Middle East? In October 2018, POMEPS, Princeton University’s Bobst Center, and the American University of Beirut brought together nearly two dozen scholars from the United States, Europe and the Middle East at AUB to discuss the impact of shifting global structure on regional dynamics. Taken together, they offer a fascinating window into the relationship between the global and the regional, and the implications for contemporary regional politics.
